of Green Building Materials Industry in Jiangsu Province (2023-2025)

Green Building Materials Industry Chain is Jiangsu Province's "1650" (16 industrial clusters, 50 industrial chains) is an important part of the industrial system. In order to implement the decision-making and deployment of the Party Central Committee, the State Council and Jiangsu Province on the construction of ecological civilization and carbon neutralization, promote the renewal of traditional industries, accelerate the green and low-carbon transformation of building materials industry and achieve high-quality development, this action plan is formulated.

1. General requirements

(1) Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the guiding ideology

comprehensively implements the spirit of the 20th National Congress of the Communist Party of China, completely, accurately and comprehensively implements the new development concept, and takes deepening the structural reform on the supply side as the main line. (2) Overall goal

-high-end manufacturing. The industrial structure of building materials has been continuously optimized, innovation input, innovation output and innovation efficiency have increased substantially, the R & D investment of enterprises above designated size has continued to grow, and the R & D investment intensity of key enterprises has exceeded 1. The technological equipment of cement, glass, glass fiber and other major industries has reached the international advanced level, becoming an important building materials production base and a pioneer province of innovation and development in China.

-Green and low-carbon. The energy consumption structure of the building materials industry in the province has been significantly improved, the energy efficiency level has been greatly improved, the energy consumption per unit of industrial added value has been significantly reduced, and the proportion of green building materials products has been significantly increased. By 2030, the building materials industry will achieve the goal of carbon peak, and the cement industry will strive to achieve carbon peak ahead of schedule.

-Intelligent transformation. The basic supporting capacity of informatization has been significantly enhanced, the level of digitalization, networking and intellectualization has been greatly improved, and the demonstration, guidance and application of key industries have achieved remarkable results. The number of intelligent workshops and factories above the provincial level has reached 50, the numerical control rate of key processes has exceeded 70%, and the modernization level of the industrial chain has been significantly improved.

2. Main tasks

(1) Enhancing innovation leadership

1. Promoting key technology research. The cement industry will accelerate the R & D and industrialization of the preparation technology of new carbon fixation cementitious materials and the carbon dioxide material utilization technology of industrial kiln tail gas, and accelerate the application of the technology of using clean energy to calcine cement clinker and the transformation of production lines. The glass industry promotes the application of energy-saving and consumption-reducing technologies such as high-power "fire-electricity" composite melting and oxygen-rich/oxygen-enriched combustion in glass furnaces. Cement products industry should strengthen the design of low-carbon cementitious materials system, the development of non-natural aggregates and the application of high resources, and the preparation of low-carbon green admixtures. Envelope industries such as wall materials, waterproofing and thermal insulation encourage research and development of wall system integration technologies for ultra-low energy consumption buildings and near-zero carbon buildings, develop products adapted to different building system structures and building functions, and develop new products with high performance, high durability, green and low-carbon composite assembly. 2. Play a leading role in standards. Focusing on the direction of consumption upgrading and green development, and taking international advanced quality standards as benchmarks, enterprises are encouraged to formulate enterprise standards higher than relevant technical requirements of industry standards, and to cultivate a number of high-level group standards. According to the benchmark level and benchmark level of energy efficiency in key areas of high energy-consuming industries in the country, the energy efficiency standards of local building materials industry are scientifically formulated and implemented in combination with the actual situation. We will carry out the action of "increasing varieties, improving quality and creating brands" in the building materials industry, and encourage enterprises to formulate brand development strategies around the whole process of R & D innovation, design creativity, manufacturing, quality management and marketing services. Supporting leading enterprises to establish brand alliances around the industrial chain and supply chain, creating brand products, supporting high-quality enterprises to participate in the certification of "Jiangsu Excellent Products", and striving for awards such as China Quality Award and Provincial Governor Quality Award. (2) Accelerating green and low-carbon development

1. Building a green manufacturing system. We will vigorously develop new low-carbon zero-carbon-negative building materials products, accelerate the development of green low-carbon products in new cementitious materials, low-carbon concrete, new wall materials, special glass and other fields, and by 2025, there will be more than 500 enterprises producing green building materials certification products. Strengthen the green management of the whole life cycle of enterprises, and establish more than 80 green factories at or above the provincial level by 2025 in accordance with the principles of intensive plant, harmless raw materials, clean production, waste recycling and low-carbon energy. Promote the construction of green low-carbon supply chain, take leading enterprises in the industry as the core, take green supply standards and extended producer responsibility system as the support, and accelerate the establishment of resource-saving, environment-friendly, energy-saving and low-carbon oriented procurement, production, marketing, recycling and logistics system. 2. Promote green technology and equipment. We will promote the application of advanced and applicable energy-saving and carbon-reducing technologies, and promote low-carbon technologies such as co-disposal, production and preparation of low-carbon and high-performance cement, oxy-fuel combustion, oxy-fuel combustion, all-electric melting and electric boosting, substitution of raw materials and fuels, advanced forming and sintering, multi-line float glass kiln, and dry ceramic powder making. 3. Accelerate the green utilization of resources. We will promote the upgrading of cleaner production in key industries, promote the use of non-fossil energy alternative technologies such as wind, solar, biomass and hydrogen energy, and support the use of combustible wastes such as waste-derived fuels and biomass fuels to replace coal in a high proportion. We will guide enterprises to utilize waste heat and pressure and distribute power generation, promote the application of distributed clean energy and energy storage integrated systems, promote efficient and complementary utilization of multi-energy, and improve the quality and efficiency of energy utilization. Explore the substitution of non-carbonate raw materials in cement and other industries, and gradually reduce the consumption of carbonate raw materials. We will intensify the coordinated disposal of large amounts of industrial solid waste, domestic waste, municipal sludge, construction waste and toxic and harmful waste, and build demonstration lines for the coordinated disposal of waste by cement kilns and large sintered brick tunnel kilns in key areas. We will expand the utilization of large industrial solid waste recycling path for prefabricated building products, and promote the deep integration of solid waste recycling industry and prefabricated building industry. (3) Focus on intelligent transformation and empowerment

1. Encourage enterprises to transform intelligently. We will fully implement the three-year plan of action for the intelligent transformation and digital transformation of the provincial government, and accelerate the intelligent transformation and upgrading of building materials enterprises. Cultivate and introduce a number of professional service providers for intelligent transformation of building materials industry, and form an excellent scheme of "one line, one policy" intelligent manufacturing. Implement the intelligent manufacturing consultant system, and provide intelligent manufacturing diagnostic services to enterprises in the province. We will carry out pilot demonstrations of intelligent manufacturing, actively strive to create intelligent workshops and factories, and create 10 typical projects of intelligent manufacturing single application and system integration application. 2. Accelerate the digital transformation of the industry. Enterprises should be guided to integrate industrial Internet logos into the whole process of architectural design, production of parts, logistics and transportation, construction and acceptance. Enterprises are encouraged to adopt information technology to reconstruct production management system, use big data and industrial Internet platform, improve the information management level of raw material supply chain, production process management and engineering application and service, and realize the interconnection of upstream and downstream in the whole process of manufacturing and application. Support the leading enterprises with strength and good prospects to become bigger and stronger, build the "pilot" enterprises of industrial clusters, and lead the swallows to fly together.By 2025, we will build a number of large-scale, technologically advanced and well-known benchmarking enterprises, including 5 billion yuan enterprise groups and 10 5 billion yuan enterprise groups. Focus on the key areas of construction industry development, according to the characteristics of the industry and the stage of enterprise development, carry out separate guidance, classified assistance, hierarchical cultivation, precise service, and recommend a number of high-quality enterprises for gradient cultivation. By 2025, the province will strive to have more than 20 state-level specialized, special and new "Little Giant" enterprises and single champion manufacturing enterprises, and more than 100 provincial-level specialized, special and new enterprises. (5) Optimizing regional industrial layout

based on its own resource endowment, industrial base and comparative advantages, coordinating transport radius, regional supply and demand balance, carrying capacity of resources and environment and other constraints, in accordance with the overall development framework of "one belt, one district, two groups", regional complementarity, cross-river integration, and so on. North-South linkage will further optimize the distribution of productive forces, promote the centralized and intensive development of industries, and form a scale effect. 1. "One Belt": Promote the development of cement clinker industrial belts in Nanjing, Wuxi, Xuzhou, Changzhou, Zhenjiang and other places, and encourage enterprises to develop new products such as low-carbon cement and special cement on the basis of further upgrading the level of industrial technology and equipment and green manufacturing. Form an influential cement clinker production base serving the Yangtze River Delta and the whole country.

2. "One Zone": Promote the construction of the main bearing area of the green building materials industry chain in Suqian City, take the lead in exploring the green low-carbon transformation of wood-based panel wood products, glass deep processing, building hardware and other building materials industries and the collaborative innovation of upstream and downstream industries, and promote the development of the whole industry chain of green building materials production, certification, circulation, application and service. Build a new highland for the development of green building materials industry chain in the whole province.

3. "Two groups": The first is to promote the agglomeration of glass industry in Wuxi, Suzhou, Nantong, Lianyungang, Suqian and other places, focusing on the development of energy-saving doors and windows, curtain walls and BIPV building glass, technical glass for electronic information industry, special safety glass for automobile, aviation and rail transit, household appliances glass and other high value-added glass. Improve the level of deep processing of products and build a world-class brand enterprise. The second is to promote the agglomeration of glass fiber composite industry in Nanjing, Changzhou, Suzhou, Nantong, Lianyungang, Huaian and other places, focusing on the development of high-performance special glass fibers such as aerospace, new energy and new energy vehicles, petrochemical industry, e lectronics, environmental engineering, marine engineering, construction engineering, etc. It has become a gathering area with leading technology and famous industry.

(6) Promoting the application of green building materials

1. Accelerating the certification of green building materials products. We will actively promote the certification of green building materials products, support third-party organizations to apply for the certification qualification of green building materials products, strengthen the interpretation and publicity of the national green building materials product certification catalogue and the implementation rules of green building materials product certification, and guide building materials manufacturers to apply for the certification of green building materials products. By 2025, there will be more than 1000 certified products of green building materials in the province. We will carry out a series of activities in the Year of Green Building Materials in Jiangsu, and build a "four-in-one" national green building materials cooperation and exchange platform for launching activities in the countryside, carnivals, development and exchange promotion conferences, and energy-saving, low-carbon and better life expositions. 3. Promote the adoption of government projects. Nanjing, Changzhou, Yancheng and other pilot cities where the government purchases green building materials to promote the improvement of building quality should actively do a good job of pilot projects according to the requirements of the state, and promote good experiences and good practices to the whole province.
