On August 17, the Inner Mongolia Solar Energy Industry Association issued a letter on the investigation of the construction of photovoltaic power generation projects in our region .

The announcement pointed out that as of the first half of this year, the new photovoltaic grid-connected capacity in Inner Mongolia was only 1.96 million kilowatts, which was smaller than actual number of approved projects. Starting from the second half of this year, the installed capacity of grid-connected solar power generation equipment will be increased by about 9.1 million kilowatts annually in order to achieve the target of 45 million kilowatts of photovoltaic installed capacity in the 14th Five-Year Plan.

on the Investigation of the Construction of Photovoltaic Power Generation Projects in Our Region All member units and photovoltaic power generation enterprises:

According to the statistics released by the National Energy Administration, by the end of June 2023, The total installed capacity of solar power generation in our district is 17.776 million kilowatts (including 100,000 kilowatts of solar thermal power generation), including 16.238 million kilowatts of centralized photovoltaic power station and 1.438 million kilowatts of distributed photovoltaic power station (including 654,000 kilowatts of household photovoltaic power). In the first half of this year, the new photovoltaic grid-connected capacity in our region was only 1.96 million kilowatts. Compared with the actual number of approved projects, the grid-connected scale in the first half of this year was relatively small.

According to the statistics of our association, in 2022, the total scale of photovoltaic power station construction projects approved by our district will be more than 50 million kilowatts, including new energy base projects, six types of market-oriented grid-connected projects, distributed three-year (2021-2023) action plan projects and county-wide roof photovoltaic projects. According to the new energy installation target determined by the Report on the Work of the Government adopted by the first meeting of the 14th People's Congress of the Autonomous Region and the photovoltaic installation target of the 14th Five-Year Plan of the Autonomous Region, as of the first half of this year, the actual solar energy installation scale in our region is far from the above two targets, and the difference in installed capacity requires us to catch up in the next two and a half years. Starting from the second half of this year, the installed capacity of grid-connected solar power generation equipment will be increased by about 9.1 million kilowatts annually in order to achieve the target of 45 million kilowatts of photovoltaic installed capacity in the 14th Five-Year Plan.

In order to fully understand the difficulties and blockages in the construction of photovoltaic power generation projects in our region, we should formulate supporting policies for government departments and promote the early completion and commissioning of projects. We are now soliciting opinions and suggestions from member units and photovoltaic power generation enterprises on the difficulties in the process of project construction, such as formalities, financing, grid connection, rate of return and policy support. After analysis and summary, the association gives feedback to the relevant functional departments and the leaders in charge of the autonomous region. It is hoped that member units and photovoltaic power generation enterprises will actively participate and truly and objectively reflect the situation.
