2. By 2025, the main target
will be five traditional pillar industries, including electricity, footwear, pumps and valves, automotive parts and clothing, and five emerging leading industries, including digital economy, new materials, intelligent equipment, new energy, life and health. As well as a number of high-growth "new star" industrial clusters, the two trillion-dollar industrial cluster system has basically formed, the total factor productivity has been significantly improved, the high-end, intelligent, green and international level of manufacturing industry is in the forefront of the province, and all indicators have reached the "14th Five-Year Plan" expectations. Among them, the R & D expenditure of regulated industrial enterprises accounted for 3.5% of business income, the added value of high-tech manufacturing industry accounted for 13% of the regulated industrial added value, the added value of high-tech industry accounted for 68% of the regulated industrial added value, and the patent ownership of high-value inventions per 10000 people reached 9. The total value of traditional pillar industries and emerging leading industries has exceeded trillion yuan in an all-round way, forming 10 Wenzhou characteristic industrial clusters with business income exceeding 100 billion yuan, more than 10 enterprises with business income exceeding 10 billion yuan, and striving for 2 world-class enterprises. By 2035, a national advanced manufacturing base will be built.
3. Main tasks
(1) Implementing space exchange operations.
1. Focusing on the problems of approval without supply, supply without use and use without exhaustion, we will vigorously promote the continuous improvement and revitalization of inefficient industrial land, and complete the transformation and development of more than 10000 mu of inefficient industrial land every year. To speed up the organic renewal and expansion of old development zones (parks) and promote industrial development, approved projects should be implemented with a high volume ratio, generally not less than 2.0, on the premise of meeting relevant technical specifications. Conditional projects can be explored
on a pilot basis. 3.2. Promote the agglomeration of two trillion industrial cluster enterprises and new projects to the core areas of industrial development. Accelerate the construction of a new industrial platform
of "10000 mu and 100 billion yuan" 2.3. Around the overall layout of the two trillion industries, formulate the "1 + 10" industrial development plan for Wenzhou's advanced manufacturing industry. Each industry takes the county (city, district) as the unit, clearly develops the main platform, and actively absorbs a number of supporting industries with high relevance. If the scale of a single industry in a county is more than 50 billion yuan, it will strive to create a provincial-level industrial core area; if the scale is between 10 billion and 50 billion yuan, it will strive to create a provincial-level industrial synergy area; if the scale is less than 10 billion yuan, it will strive to create a provincial-level "new star" industrial cluster. We will carry out high-quality development of manufacturing industry to promote the establishment of demonstration counties for common prosperity, and promote the deepening of industrial cooperation between large industrial counties and mountainous counties. By 2027, the industrial added value of mountainous counties in the city will exceed 35 billion yuan.
(2) Implementing the action of recruiting bigger and stronger.

Promote the development of industrial chain, update the industrial investment map on a rolling basis, focus on the world's top 500, leading enterprises and innovative, strong chain and complementary chain projects to carry out precise investment, promote the return of high-quality Wenshang, and strive to form a new growth point. The total labor productivity of newly attracted projects in emerging leading industries should be 10% higher than average of the same industry in the province in the previous year. By 2027, the total number of major industrial projects attracting more than 1 billion yuan will reach 200, and 10 billion industrial projects will be fully covered by counties (cities and districts).
5. Strengthen the project reserve work at the municipal and county levels, improve the mechanism of "capital increase and production expansion" project passing through the hall and the mechanism of biweekly coordination meeting, and the labor productivity of the new traditional pillar industry capital increase and production expansion projects should be 15% higher than average level of the same industry in the previous year, striving to start 200 capital increase and production expansion projects and complete more than 100 projects each year. More than 10 billion yuan has been invested.
6. Accelerate the renovation and transformation of enterprise equipment, implement more than 550 key technological renovation projects every year, and add more than 2000 industrial robots. We will vigorously promote energy-saving and carbon-reducing technological transformation, implement more than 150 energy-saving and carbon-reducing technological transformation projects in production lines every year, and build 10 green low-carbon factories at or above the provincial level. Supporting the construction of industrial green micro-grid and source-network-load-storage integration projects, and supporting the full coverage of photovoltaic roof of new industrial plants in counties (cities and districts) where conditions permit. By 2025, the cumulative installed capacity of photovoltaic power generation in the city will reach 3 million kilowatts, and the installed capacity of clean energy will account for 49%.
7. Focus on the approval of major manufacturing projects, factor guarantee and other issues, improve the scheduling mechanism of major manufacturing projects, promote the early start, rapid construction and more output of major projects, complete and put into operation more than 10 major manufacturing projects of more than 1 billion yuan annually, and strive to make manufacturing investment account for more than 15% of fixed assets investment.
8. Continue to deepen the construction of "two health" pioneer areas in the new era and implement the negative list management of market access. Optimize investment and construction project approval services, and promote the reduction of market access costs. Iteratively upgrade the "two health" through train, the "help enterprise cloud" service platform, and the "96666" service hotline for enterprises, and explore the mode of precise service for small and medium-sized enterprises. Optimize the approval service of investment and construction projects, and comprehensively promote the whole life cycle management of projects.
(3) Implementing the excellent and strong action of enterprises.
9. Deeply implement the "Eagle Action", accelerate the cultivation of leading and high-growth enterprises, and strive to cultivate about 2 world-class enterprises and more than 10 enterprises with business income exceeding 10 billion yuan. Deeply implement the "Phoenix Action", accelerate the cultivation of high-market value manufacturing enterprises, and strive to reach more than 85 listed manufacturing enterprises. Implement the enterprise management modernization benchmarking project, improve the lean management level of enterprises, and achieve full coverage of the management benchmarking evaluation of manufacturing enterprises.
10. Implement the gradient cultivation project of high-quality small and medium-sized enterprises, cultivate a number of "supporting expert" enterprises in industrial clusters, and strive to add two single champion enterprises in manufacturing industry and more than 12 specialized and new "Little Giant" enterprises every year. Deepening the "double increase" action plan for science and technology enterprises, by 2027, more than 6000 new small and medium-sized science and technology enterprises and more than 2500 high-tech enterprises will be added.
11. Construct a chain-group coordination mechanism to dynamically cultivate "chain-owner" enterprises, "chain-owner" partner enterprises, and upstream and downstream enterprise communities in the industrial chain. Strengthen the docking cooperation of key industrial chains, organize 100 exchange and docking service activities every year, and help enterprises "expand the market and grab orders". Iteratively upgrade the major application of "one chain of industry" to achieve full coverage of the two trillion industrial chains. We will strengthen supply chain security assessment, risk allocation and supply chain backup docking, enhance the resilience and security level of the supply chain in the industrial chain, and implement 50 projects to strengthen the supply chain in the industrial chain every year.
12. Develop service-oriented manufacturing, lead the development of new service-oriented manufacturing modes such as personalized customization, shared manufacturing and supply chain management, and cultivate more than 5 provincial service-oriented manufacturing enterprises (platforms) every year. We will implement special actions to enhance the design capacity of manufacturing industry, and add more than 5 provincial industrial design centers every year. We will further promote the pilot project of integration and development of advanced manufacturing and modern service industries, and cultivate more than 10 new enterprises (platforms) for integration and development.
13. Encourage enterprises to carry out cross-border investment and mergers and acquisitions, and set up R & D centers and regional headquarters. In accordance with the relevant provisions of the state, high-level expositions, high-end forums and other activities will be held. We will deepen the construction of comprehensive pilot zones for cross-border e-commerce, and expand cross-border e-commerce groups led by leading enterprises and jointly developed by small and medium-sized online merchants. Support enterprises to optimize the supply chain layout, establish a global supply chain system for important resources and products, and build more than 100 overseas warehouses in the world.
(4) Implementing quality improvement actions.
14. Deeply carry out a new round of quality improvement actions, and roll out quality improvement projects for 100 characteristic industries in manufacturing industry. We will implement the project of upgrading the quality of key products and promote the quality of key consumer goods, important industrial products and major technical equipment to the high end. We will promote the activities of "striving for thousands of imports" and guide 230 regulated enterprises to introduce advanced quality management methods every year. We will continue to promote the "million" promotion of quality management system certification for small and micro enterprises, and build 10 new one-stop service platforms for quality infrastructure.
15. Continue to deepen the construction of "Made in Zhejiang" brand cultivation pilot counties, establish cluster brand and regional brand cultivation and promotion mechanism, explore the application and protection of collective trademarks and certification trademarks in industrial clusters, and create regional brands with strong competitiveness and high reputation. Implementing Zhejiang Quality Cultivation Action, cultivating 30 certified enterprises of "Zhejiang Manufacturing", 10 "Zhejiang Export Famous Brands" and 20 "Zhejiang Manufacturing Quality Products" every year. Establish the management system of industrial brand cultivation, carry out brand diagnosis, brand story contest, brand innovation results release and other activities.
16. Support the introduction of innovative teams and key young leaders in the field of standardization, strengthen the construction of grass-roots standardization teams, and formulate and implement hierarchical standardization training plans. We will deepen the "standardization plus" campaign, implement digital economy standard upgrading projects, key industry benchmarking projects, and carry out standard innovation contribution award selection activities.Actively promote enterprises to participate in the development of various standards, strive to take the lead or participate in the formulation and revision of one international standard, take the lead in the formulation and revision of more than three national standards every year, add more than 30 "Made in Zhejiang" standards, and establish more than one municipal standardization technical organization.
17. Prospective layout of a number of core patents, basic patents and standard essential patents. We will accelerate the construction of intellectual property operation platforms for key industries, build two patent navigation service bases and cultivate 13 industrial intellectual property alliances. We will further play the role of China Wenzhou (Clothing) Intellectual Property Rights Rapid Protection Center, increase intellectual property rights protection assistance, enhance the efficiency of appearance patent pre-examination services, and improve the ability of "rapid protection" of intellectual property rights.
(5) Implementing Digital Enabling Action.
18. Supporting characteristic industrial clusters to participate in the construction of "industrial brain" in subdivided industries, and encouraging "industrial brain" in subdivided industries to give priority to the digital transformation of enterprises in industrial clusters. Accelerate the value of industrial data, promote the application of "industrial brain" capability center, strengthen the support of digital transformation capability of small and medium-sized enterprises, and run five sub-sectors of "industrial brain" on line.
19. Deepen the pilot project of new intelligent manufacturing in industrial clusters (regions), cultivate "digital workshop-intelligent factory-future factory" step by step, and build more than one future factory and more than 15 intelligent factories (digital workshops) every year. Promote the cultivation and construction of digital factories, identify one benchmarking enterprise of digital factories every year, cultivate 40 high-quality digital service providers, and accelerate the realization of full coverage of digital transformation of regulated industrial enterprises. Promote the full coverage of digital transformation of small and medium-sized enterprises in key subdivisions, and create three county samples of digital transformation.
20. Promote close complementary cooperation among basic platforms, industry-level and regional-level platforms and enterprises, form more than one leading industry-level industrial Internet platform in China, and achieve full coverage of industrial Internet platform of industrial clusters of more than 10 billion yuan.
(6) Implementing innovative and strong industrial action.
21. We will improve the collaborative innovation mechanism of "setting problems by enterprises, solving problems by universities and assisting the government", and carry out a number of basic research projects oriented by free exploration, focusing on universities in Wenzhou. Facing the main body of enterprise innovation, we will comprehensively implement the mode of tackling key problems, and strive to implement more than 25 provincial "top soldiers" and "leading geese" projects and more than 100 major scientific and technological innovation projects every year.
22. Promote the development of core basic components, key basic materials, basic software, advanced basic technology, industrial technology foundation and other technologies and products, strengthen the promotion and application of key products and processes, and strive to implement five collaborative innovation projects of high-quality industrial chain development in manufacturing industry every year. The first set of upgrading project will be implemented, with 20 items of the first set of equipment, 2 items of the first batch of new materials and 2 items of the first edition of software added every year.
23. Strengthen the integration and development of industrial chain and innovation chain, build the whole process cluster innovation ecological chain of "basic research + technological research + industrialization of achievements + science and technology finance", and accelerate the improvement of total factor productivity. Accelerate the implementation of scientific research achievements, strive to add more than 10 incubators of science and technology enterprises at or above the provincial level every year, add more than 10 demonstration incubation bases, and build an online technology market
3.24. Build an innovation source led by the Science and Technology Innovation Corridor around Daluoshan. We will accelerate the construction of manufacturing innovation centers, industrial innovation centers, technological innovation centers and key enterprise research institutes, strive to build more than five industrial innovation platforms at or above the provincial level, and build one provincial-level key enterprise research Institute and 10 provincial-level enterprise technology centers every year.
4. Policies and measures
(1) Improving the working mechanism. Deeply implement the "Ten One" mechanism of industrial chain length system, coordinate and promote six major actions, namely, space exchange, recruitment and strengthening, enterprise excellence, quality improvement, digital empowerment, innovation and strengthening industry, formulate annual work points, regularly sort out the development of industrial chain cultivation, and put forward major issues and suggestions that need to be studied at the municipal level. Based on the actual situation, each county (city, district) determines the key cultivation industries, refers to the city's industrial cultivation mechanism, establishes and implements the county-level "chain length system", and promotes the strong chain extension of the industrial complementary chain.
(2) Reshaping the policy system. At the municipal level, we should build a financial support system to promote high-quality economic development. Local governments should coordinate and integrate all kinds of financial support policies for manufacturing industries, and concentrate financial resources to support key tasks such as industrial infrastructure reengineering and industrial chain upgrading, transformation and upgrading of advanced manufacturing industries, competitiveness enhancement of high-quality enterprises, construction of cluster service system, talent introduction and scientific and technological innovation. (3) Strengthen fund guidance. Actively strive for provincial industrial funds to support industrial cultivation and major project construction in our city. Plan a new round of key industry development fund, strengthen the city's science and technology innovation fund, support the city's two trillion industrial clusters, focus on investing in five strategic emerging industries, including digital economy, intelligent equipment, life and health, new energy and new materials, and focus on eye and brain health, prepared vegetables and other sub-dominant industries. Give full play to the innovative leading role of the Municipal Science and Technology Innovation Fund, promote social capital investment, and strengthen the functions of science and technology innovation incubation and industrial cultivation.
(4) Optimizing financial support. We will strive for national medium- and long-term loan support policies for manufacturing industry, improve the financial service model, encourage financial institutions to increase loans for technological transformation and mergers and acquisitions, expand the scale of credit loans and medium- and long-term loans for manufacturing industry, and maintain the steady growth momentum of medium- and long-term loans for manufacturing industry. We will support the listing of manufacturing enterprises through stock reform, bond issuance and financing, mergers and acquisitions, and restructuring, foster leading and high-capitalization manufacturing listed companies, and increase the proportion of direct financing in manufacturing.
(Five) speed up the transformation of the old. Increase the inventory of land, and give priority to supporting the development of two trillion industrial clusters. Encourage industrial land to increase capacity, guide counties (cities and districts) to formulate "industrial upstairs" industry-oriented catalogue, promulgate incentive policies of "high volume ratio, high tax, low land price", and promote enterprises to "go upstairs as far as possible". We will explore the establishment of a land supply mechanism for enterprises with no self-owned land of more than 100 million yuan, and free up land for industrial land renovation and inefficient land redevelopment, focusing on major manufacturing projects in the city on the premise of conforming to the plan.
(Six) strengthen land security. We will deepen the reform of market-oriented allocation of industrial land and speed up the delineation of industrial land control lines. Industrial land is concentrated in the platform park, and the proportion of industrial land in the state-owned construction land sold annually in the city is not less than 30%. We will improve the supply system of industrial land, such as long-term leasing, leasing before transfer, and flexible annual transfer, and actively explore the supply of core indicators of limited land price competition. According to Article 18 of the Notice of Wenzhou Municipal People's Government on Several Policies for Promoting High-quality Economic Development (Wen Zheng Fa [2023] 5), the system of advance notice registration and transfer may be implemented for the transfer of land with more than 25% of the total investment in uncompleted development due to judicial disposal, government risk disposal or the need for the government to implement the priority of acquisition.
(7) Strengthen energy security. According to Article 4 of Wen Zheng Fa [2023] No.5, the new energy consumption indicators of the 14th Five-Year Plan are allowed to be used as a whole across the year and regions. (8) Strengthen talent support. To formulate special talent policies for various industries, the "Ouyue Talent Plan" is inclined to two trillion industries, with the proportion of support reaching more than 80%. We will implement the project of training outstanding engineers and the project of training Zhejiang craftsmen in the new era, carry out the pilot project of the "new eight-level" system of vocational skills, and vigorously train high-skilled personnel. Supporting counties (cities and districts) to build research institutes and industrialized companies around Kunpeng talent team and Wenzhou Medical University and Wenzhou University to create new growth points for high-quality development.
(9) Carry out assessment and supervision. Give full play to the role of "baton" in the assessment, incorporate the key indicators of the cultivation of the two trillion industries into the annual assessment of counties (cities and districts), and realize the "personnel connection" of the key indicators. We will do a good job in refining and summarizing the landmark achievements, breakthroughs, advanced practices and typical cases in the process of promoting the "Ten One" mechanism of the industrial chain chain system, which will be affirmed and promoted by the Party Central Committee, the State Council and the provincial governments of provincial committees, and will be rewarded with additional points for assessment. Give early warning to key indicators and key work ranking in the last three months, and conduct on-the-spot supervision and interviews in areas that are continuously backward.
