Announcement of Yibin Municipal Water Conservancy Bureau on Prohibited Period of River Sand Mining Area

River sand and gravel resources belong to the state, and no unit or individual may illegally exploit them.

In order to standardize the sand mining behavior of the river, maintain the stability of the river regime, and ensure the safety of flood control, navigation and river-crossing projects. In accordance with the provisions of the Law on the Protection of the Yangtze River, the Regulations of the People's Republic of China on Nature Reserves, the Regulations on the Management of Sand Mining in the Yangtze River, the Regulations on the Management of Sand Mining in the River of Sichuan Province, the Opinions on Further Standardizing the Management of Sand and Stone in the River of Sichuan Province, and the Measures for the Implementation of the Fisheries Law of the People's Republic of China of Sichuan Province, the prohibited areas and periods for sand mining in the river of our city are hereby announced.

1. Prohibited Mining

Area (1) National Nature Reserve for Rare and Endemic Fish in the Upper Reaches of the Yangtze River (Jinsha River: 3.49 km from Xiangjiaba to the outlet of Hengjiang River; 3.1 km from the outlet of Hengjiang River to 500 meters above Sankuaishi. Main stream of Yangtze River (Jinsha River): 500m above Sankuaishi to Nanxi Town, 69.89 km long; Nanxi Town to Shatuozi, 46.55 km long. Minjiang River: Yuebo-New House, 39.2km long; New House-Minjiang River estuary, 34.12km long. Yuexi River: on the wharf-New House, 16.78 km long; Nanguang River: Luojiaoxing-Nanguang Town, 6.18 km long. Changning River: Guhe Town-Jiang'an County, 13.4km long).

(2) River courses (river sections) that should be prohibited according to law within the safety guarantee scope of drinking water source protection zones, river embankment projects, bridge projects and their ancillary facilities.

(Three) river courses (river sections) not included in the river sand mining plan.

2. Mining prohibition period

(1) Fishing prohibition period (from March 1 to June 30);

(2) Main flood season (from June 1 to August 31);

(3) When the river reaches or exceeds the warning water level;

(Four) other periods when sand mining is prohibited according to law.

River sand and gravel resources belong to the state, and no unit or individual may illegally exploit them. The State shall establish a planning and licensing system for river sand mining. During the prohibited mining period and in the prohibited mining areas, the water administrative department shall stop accepting applications for river sand mining and issuing the "River Sand Mining License", and prohibit all river sand mining activities (except for river regulation and waterway dredging projects approved by the water administrative department or other relevant departments). Sand mining in rivers without planning, without the permission of the water administration department, during the prohibited mining period, in the prohibited mining area, or in accordance with legal procedures, or in accordance with the provisions of the permit, shall be regarded as illegal sand mining. The people's governments

of counties (districts) and relevant departments should do a good job in publicizing and guiding the prohibition of sand mining during the prohibition period and in the prohibition areas, so as to raise the awareness of all sectors of society about the prohibition of sand mining. The county (district) governments strictly implement the local chief executive responsibility system for river sand mining management, further strengthen management, and organize relevant departments to crack down on illegal sand mining (transportation) according to law. Those who violate the provisions of this announcement and carry out illegal sand mining in prohibited mining areas and during prohibited mining periods shall be severely investigated and punished according to law, and those who constitute crimes shall be investigated for criminal responsibility according to law.
