Recently, Jiangmen City, Guangdong Province, issued the "Opinions of the People's Government of Jiangmen City on the Implementation of Sand Washing Management" (hereinafter referred to as "Opinions on Implementation"), aiming at strengthening the management of the sand washing industry, curbing illegal sand washing activities, promoting green and healthy development, and protecting the ecological environment and shipping safety.
The Opinions on Implementation calls for strict implementation of the Measures for the Management of Sand Washing in Guangdong Province, resolutely cracking down on and curbing illegal sand washing in sea waterways and river waters, and establishing and improving a long-term supervision and law enforcement mechanism for cracking down on illegal sand washing. In terms of
daily supervision, the county (city, district) governments will lead the management of sand washing in their respective administrative areas, and the relevant functional departments will carry out dynamic supervision of the whole process according to their responsibilities, including the mining, transportation, washing, sale and use of sand and gravel. In cracking down on sand washing on water, we will severely crack down on illegal sand washing on water by combining regular law enforcement with mobile law enforcement, open and secret visits, and department law enforcement with joint law enforcement. In terms of standardizing land sand washing, the governments of counties (cities and districts) will rationally plan and set up sand washing sites, and strengthen daily supervision and joint law enforcement. In order to strengthen the joint efforts, we will realize the long-term effectiveness of six supervision and law enforcement mechanisms, including work consultation, joint supervision and law enforcement, investigation and punishment of illegal acts, case transfer, administrative law enforcement and compensation for ecological environment damage, procuratorial public interest litigation, information submission and sharing.
In terms of division of responsibilities, the Opinions on Implementation clarifies the management responsibilities of 16 departments, such as natural resources, ecological environment and water administration, and further refines the division of responsibilities of departments to ensure full coverage of the departments responsible for sand washing management. In addition, seven responsible units, such as procuratorial organs and emergency management, have been added, and the management responsibilities of nine departments, such as public security and natural resources, have been refined.
In order to ensure the implementation effect, the Opinions on Implementation put forward safeguard measures such as strengthening organizational leadership, strict assessment and accountability, and strengthening publicity and education.
