1. General requirements
(1) Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the guiding ideology
comprehensively implements the spirit of the 20th National Congress of the Communist Party of China, thoroughly implements the idea of Xi Jinping and ecological civilization, completely, accurately and comprehensi vely implements the new development concept, speeds up the construction of a new development pattern, and promotes the construction of a new development pattern. Efforts should be made to promote high-quality development, accelerate the green transformation of development mode, thoroughly implement the comprehensive conservation strategy, actively build a wind power and photovoltaic equipment recycling system covering green design, standardized recycling, high-value utilization, harmless disposal and other links, complete the last link of green low-carbon cycle development of wind power and photovoltaic industry chain, and help to achieve carbon peak and carbon neutralization.
(2) The basic principle
is to adhere to the concept of system. Insist on considering the decommissioning of wind power and photovoltaic equipment from the perspective of the whole life cycle of equipment, strengthen the upstream and downstream coordination of the industrial chain, promote the recycling of retired wind power and photovoltaic equipment, and maximize the efficiency of resource utilization.
-Insisting on innovation-driven. Efforts should be made to promote technological innovation and mode innovation in the recycling of retired wind power and photovoltaic equipment, and to promote technological progress, cost reduction and efficiency improvement in recycling. Conditional localities and enterprises are encouraged to take the lead in fostering advanced technologies and business models.
-Insisting on classified measures. Taking into account the stage of industrial development, the type of equipment and the situation of decommissioning, we should speed up the standardization of the recycling of centralized wind farms and photovoltaic power plants, and gradually improve the responsibility mechanism for the disposal of distributed photovoltaic equipment.
-Adhering to overall regional planning. Combining with the production and decommissioning of wind power and photovoltaic equipment in various regions, we should lay out industrial agglomeration areas for recycling of decommissioned equipment according to local conditions, support the coordinated utilization of decommissioned wind power and photovoltaic equipment among regions, and accelerate the cultivation of resource recycling industry.
(3) Main objectives
By 2025, the responsibility mechanism for the disposal of decommissioned equipment in centralized wind farms and photovoltaic power stations will be basically established, the relevant standards and norms for the recycling of decommissioned wind power and photovoltaic equipment will be further improved, and breakthroughs will be made in key technologies for the recycling of resources. By 2030, the technical system of whole-process recycling of wind power and photovoltaic equipment will be basically mature, the mode of resource recycling will be more sound, the capacity of resource recycling will be effectively matched with the scale of decommissioning, the standards and norms will be more perfect, the level of resource recycling of wind power and photovoltaic industry will be significantly improved, and a number of industrial clusters of decommissioned wind power and photovoltaic equipment will be formed.
2. Key tasks
(1) Vigorously promote green design. Manufacturing enterprises should be guided to carry out green design in the stage of product design and production with the goal of lightweight, easy disassembly, easy transportation and easy recycling. Actively implement the "Standard Conditions for Photovoltaic Manufacturing Industry" and other normative requirements, and carry out in-depth establishment of "Green Design Demonstration Enterprises". Manufacturing enterprises are encouraged to give priority to the use of recycled materials in the process of product design and production on the premise of ensuring product quality, performance and safety in use. Manufacturing enterprises should be guided to strengthen information disclosure, and detailed information such as raw materials for spare parts, product structure and technical suggestions for resource recycling should be disclosed to the main body of equipment recycling and resource utilization. (2) Establish and improve the responsibility mechanism for the disposal of decommissioned equipment. Supervise and guide centralized wind power and photovoltaic power generation enterprises to assume the responsibility of disposing of decommissioned new energy equipment (including spare parts, the same below) according to law, and shall not illegally dispose of decommissioned equipment by landfilling or discarding without authorization, nor shall they put industrial solid waste into domestic waste collection facilities. Supervise and guide power generation enterprises to take waste recycling and proper disposal as an important part of wind farm upgrading projects. (The State Energy Administration and the Ministry of Ecology and Environment are responsible for the division of responsibilities) Supervise and guide power generation enterprises to do a good job of restoring the surrounding ecological environment in time after dismantling wind power and photovoltaic equipment. (The National Energy Administration and the Ministry of Natural Resources are responsible for the division of responsibilities) to guide power generation enterprises to improve the management system of decommissioned wind power and photovoltaic equipment and improve the disposal efficiency of scrapped assets. We will implement the relevant requirements for the transaction and circulation of state-owned assets, further optimize the disposal system for state-owned retired wind power and photovoltaic equipment, and promote enterprises to dispose of related assets in an efficient and standardized manner. (3) Improve the equipment recycling system. Support photovoltaic equipment manufacturing enterprises to establish distributed photovoltaic recycling system through independent recycling, joint recycling or entrusted recycling. Wind power and photovoltaic equipment manufacturing enterprises are encouraged to provide recycling services on their own initiative. Support third-party professional recycling enterprises to carry out the recycling business of retired wind power and photovoltaic equipment. We will support the development of a "one-stop" service model for the dismantling, transportation, recycling, dismantling and utilization of decommissioned new energy equipment. Manufacturing enterprises, power generation enterprises, operation enterprises, recycling enterprises and utilization enterprises are encouraged to establish long-term cooperation mechanisms, smooth recycling channels and strengthen the coordination between upstream and downstream industries. Guide the local, nearby and centralized disassembly of the wind turbine generator system after the disassembly. We should guide renewable resources recycling enterprises to recycle scrap iron and steel, scrap non-ferrous metals and other renewable resources in a standardized and orderly manner. (4) Strengthen the ability of resource recycling. Recycling enterprises are encouraged to carry out fine disassembly and high-level recycling of retired wind power and photovoltaic equipment, focusing on the foundation, tower, blade, cabin, generator, gearbox, electric control cabinet and other components in wind turbines, as well as photovoltaic laminates, frames, junction boxes and other components in photovoltaic modules. Supporting leading enterprises to accelerate the formation of recycling industrialization capabilities for complex materials, focusing on wind turbine blade fiber composites, as well as semiconductor materials, metal materials and polymers in photovoltaic modules, and exploring advanced recycling technologies and business models that take into account both economy and environmental protection. (5) Steadily promote equipment remanufacturing. Strict quality control of remanufactured products purchased by user units. We will steadily promote the development of remanufacturing industries for wind turbines and photovoltaic modules, and take the lead in remanufacturing high-value components such as generators, gearboxes and main bearings in wind power equipment, as well as key components such as photovoltaic inverters. Steadily and orderly explore the application of remanufacturing components in the field of new energy operation and maintenance, and support wind power, photovoltaic equipment manufacturing enterprises and operation and maintenance enterprises to expand remanufacturing business. Research institutions, industry organizations and key enterprises are encouraged to jointly build a testing and verification platform for the remanufacturing of wind turbines and photovoltaic components. Cultivate third-party appraisal and evaluation institutions for wind power and photovoltaic remanufacturing equipment, and promote the standardized development of the industry. (6) Standardize the harmless disposal of solid waste. Strengthen the supervision of environmental pollution prevention and control in the whole process of recycling and disposal of decommissioned wind power and photovoltaic equipment, strictly control the pollution control requirements of harmless disposal of decommissioned equipment, ensure compliance with national environmental protection standards, and reduce the risk of environmental pollution caused by terminal solid waste. 3. Strengthen safeguard measures
(1) Strengthen technological research and development. The research and development of recycling technology for retired wind power and photovoltaic equipment will be included in the relevant key projects of the national key research and development plan. Develop the residual life assessment technology of wind power and photovoltaic equipment, build the methodology and technology system of equipment life assessment, and promote the continuous utilization and cascade utilization of equipment and key components. We will tackle key and difficult technical problems such as high-purity separation of photovoltaic modules, recovery and extraction of rare metals, recycling of composite materials, high-value utilization of renewable resources, and remanufacturing of wind power equipment parts, break through core technical equipment, and study and establish the whole material recycling process. We will accelerate the construction of public service platforms for industrial technology infrastructure such as photovoltaic module recycling.We will accelerate the integrated demonstration of the utilization of technology systems and promote the formation of a number of "government-industry-university-research" integrated transformation models of scientific and technological achievements. (2) Strengthen financial and policy support. Make use of the existing capital channels invested in the central budget to strengthen support for the recycling projects of retired wind power and photovoltaic equipment. We will implement preferential tax policies for energy conservation and water conservation, accelerated depreciation of fixed assets, and immediate refund of value-added tax for products of comprehensive utilization of resources in accordance with the law. The recycling industry of retired wind power and photovoltaic equipment will be included in the green industry guidance catalogue. Enriching green financial products and services to provide financing facilities for eligible retired wind power and photovoltaic equipment recycling projects. Encourage places where conditions permit to formulate special support policies for the recycling industry of retired wind power and photovoltaic equipment. (3) Improve the standard and normative system. To study and formulate standards and specifications for green design and comprehensive utilization of wind power and photovoltaic equipment. Supporting industry associations, leading enterprises and third-party research institutes to study and formulate relevant technical standards for retired wind power and photovoltaic equipment. (The Ministry of Industry and Information Technology, the National Energy Administration, the National Development and Reform Commission, the General Administration of Market Supervision and other departments are responsible for the division of responsibilities.) To study and formulate standards for the green dismantling of retired wind power and photovoltaic equipment and the recycling of parts of different materials (including metals and composite materials) in special environments. We will improve the evaluation criteria for the operation of wind power equipment, photovoltaic modules and related components during their life cycle, take the recyclability and recycling of equipment and components as an important part of the evaluation, and promote the development of green certification. (4) Fostering key areas and enterprises. Combining with the production and decommissioning of wind power and photovoltaic equipment in various regions, we will guide and support the construction of industrial agglomeration areas for the recycling of decommissioned new energy equipment in some key regions. 4. Strengthen organizational implementation
(1) Strengthen organizational leadership. The National Development and Reform Commission has strengthened overall coordination and intensified efforts to promote the recycling of retired wind power and photovoltaic equipment. According to the division of responsibilities, relevant departments should formulate relevant supporting policies to form a coordinated promotion force. All localities should fully understand the importance of recycling retired wind power and photovoltaic equipment, and take effective measures to strengthen the implementation of policies.
(2) Strengthen publicity and guidance. All localities and relevant departments should intensify the publicity of outstanding projects and typical cases of recycling retired wind power and photovoltaic equipment, and promote a number of advanced experiences that can be used for reference and replicated. Local governments, trade associations and relevant institutions are encouraged to organize activities such as technology product docking exchanges and application demonstration on-site meetings to promote the exchange and promotion of advanced technology product models. Supporting industry associations and third-party research institutes to compile industry development reports, sort out technology trends and development practices, promote the latest technology models, publicize typical cases, and guide the healthy development of the industry.
