In order to implement the Energy Conservation Law of the People's Republic of China, further tighten energy efficiency constraints, and promote energy conservation, carbon reduction, cost reduction and efficiency enhancement in key industries, To promote industrial energy conservation and green and low-carbon development, in accordance with the Measures for the Supervision of Industrial Energy Conservation, the relevant matters concerning the supervision of industrial energy conservation in 2023 are hereby notified as follows:
I. Deeply carry out the national special supervision
of industrial energy conservation (I) Special supervision of energy efficiency in key industries. Based on the work in 2021 and 2022, Seventeen industries, including iron and steel, coking, ferroalloy, cement (with clinker production line), flat glass, building and sanitary ceramics, non-ferrous metals (electrolytic aluminium, copper smelting, lead smelting, zinc smelting), oil refining, ethylene, p-xylene, modern coal chemical industry (coal-to-methanol, coal-to-olefin, coal-to-ethylene glycol), synthetic ammonia, calcium carbide, caustic soda, soda ash, ammonium phosphate, yellow phosphorus, etc. We will carry out special supervision on the implementation of mandatory energy consumption quota standards, energy efficiency benchmarking levels and benchmark levels, as well as mandatory energy efficiency standards for products and equipment such as motors, fans, air compressors, pumps and transformers. In principle, in the first three years of the 14th Five-Year Plan, enterprises in the above-mentioned industries in the region should achieve full coverage of energy conservation supervision.
(2) Special supervision of energy efficiency in key areas. On the basis of the work in 2021 and 2022, according to the Guiding Opinions on Strengthening the Construction of Green Data Centers (MIIT Lianjie [2019] No.24) and relevant energy efficiency standards, special energy efficiency monitoring will be carried out for large and super-large data centers, the measured value of power utilization efficiency (PUE) will be calculated, and the equipment of energy measuring instruments will be checked.
(3) Special supervision of energy efficiency of green benchmarking enterprises. In accordance with the requirements of special energy efficiency supervision in key industries and key areas, the first six batches of green factories and the first three batches of national green data centers issued by the Ministry of Industry and Information Technology were comprehensively monitored for energy efficiency. If there is no mandatory energy consumption quota standard requirement in the subdivision industry of green factories, only the implementation of mandatory energy efficiency standards for products and equipment shall be checked.
(4) Special supervision on the implementation of rectification of enterprises violating regulations in 2022. Enterprises with energy consumption exceeding the quota and other enterprises violating energy-saving laws and regulations found in the industrial energy-saving supervision work in 2022 were "looked back". Those who fail to rectify or rectify in accordance with the requirements shall be dealt with in accordance with the law and regulations.
2. Continue to do a good job in daily industrial energy conservation supervision

According to the actual work needs of the region, carry out daily industrial energy conservation supervision, mainly including: 2023 national special industrial energy conservation supervision does not cover the implementation of mandatory national standards such as energy consumption quotas for industries and energy efficiency of key energy-using products and equipment; Special inspection on tiered electricity prices in steel, cement, electrolytic aluminum and other industries; implementation of energy management systems such as the establishment of energy management systems, the establishment of energy management posts and the performance of energy management directors in key energy-consuming enterprises, the implementation of energy measurement, energy consumption statistics and energy utilization reporting systems; and the implementation of energy-saving education and training.
3. Strengthen the basic capacity building
of industrial energy conservation supervision (1) Improve the working system. Strengthen the publicity and implementation of the Measures for Industrial Energy Conservation Supervision, and standardize and improve the procedures, responsibilities and measures for industrial energy conservation supervision as required. We will accelerate the improvement of the cross-sectoral industrial energy conservation supervision mechanism and properly link up the work. We should innovate the work mode of industrial energy conservation supervision, encourage cross-regional law enforcement, paired law enforcement, joint law enforcement by provinces, cities and counties, and introduce third-party professional organizations to support and assist, so as to enhance the efficiency of industrial energy conservation supervision.
(Two) strengthen capacity building. We will continue to strengthen the training and experience exchange of industrial energy conservation supervision, actively apply the online training platform of "National Industrial Energy Conservation Supervision Training", publicize and implement laws, regulations, standards and norms of energy conservation and carbon reduction, and improve the professional competence of law enforcement personnel at all levels. We will accelerate the informationization of industrial energy conservation monitoring, actively promote online monitoring of energy consumption in enterprises, online checking of energy efficiency of energy-using equipment, online reporting of energy conservation monitoring results, and electronic archives of major energy-using equipment in key enterprises.
(3) Strengthen the application of results. Suggestions for improvement are put forward for enterprises with unreasonable energy use behavior and weak energy management found in industrial energy conservation supervision. Enterprises that fail to reach the energy efficiency benchmark level are urged to speed up the implementation of energy saving and carbon reduction transformation. The results of energy conservation monitoring are encouraged to be integrated with the development of energy conservation diagnostic services, the establishment of green factories and green data centers, and the implementation of energy conservation and carbon reduction technology transformation in key industries.
4. Work requirements
(1) Strengthen organizational leadership. The competent departments of industry and information technology in all regions are requested to formulate plans, refine measures and means, clarify the target progress, submit to the Ministry of Industry and Information Technology (Department of Energy Conservation and Comprehensive Utilization) the national special industrial energy conservation supervision task in 2023 before April 28, and submit the annual work summary report before December 15 (including: Report on the construction of industrial energy conservation supervision system and mechanism, list of actual supervision enterprises and supervision results, etc.). The electronic version of the aforementioned materials should be submitted synchronously through the Industrial Energy Conservation and Green Development Management Platform (green. Miit. Gov. CN).
(2) Strictly regulate law enforcement. Departments in charge of industry and information technology at all levels and industrial energy-saving supervision institutions should standardize supervision procedures and law enforcement actions, intensify law enforcement and inspection, investigate and punish all kinds of illegal and illegal energy use, and deal with those who refuse to rectify or fail to rectify in accordance with the law and regulations.
(3) Strengthen supervision and inspection. The competent departments of industry and information technology at all levels and the supervisory organs of industrial energy conservation shall publicize the supervision work to the public, publish the list of enterprises violating the regulations according to law, and take the initiative to accept social supervision. Encourage cooperation with relevant departments to establish a joint disciplinary mechanism, incorporate the results of industrial energy conservation supervision and law enforcement into the social credit system, promote enterprises to strictly implement energy conservation laws, regulations and policy requirements, give full play to the role of supervision and restraint, and strengthen the effectiveness of industrial energy conservation law enforcement.
