On August 11, the Public Resources Trading Management Center of Chizhou City, Anhui Province, issued a tender announcement for the feasibility study and survey and design of the public wharf project in Dongliu Port Area, Chizhou Port, Anhui Traffic Control Dongliu Port Co., Ltd. The bidding control price of the project is 29896066.2 yuan, and the deadline for submission of bidding documents is 9:00 on September 1, 2023. The total investment of the
wharf project is about 1.477802 billion yuan, which mainly provides "corridor to water" nodes for the export of aggregates from surrounding mines, and provides public water transport and handling services for the import and export of miscellaneous goods in the hinterland. It is planned to build nine general berths of 5000 tons (both hydraulic and 10000 tons), with a length of 1235 meters. The designed annual throughput is 46 million tons/year. The project content includes the supporting facilities of wharf platform, approach bridge, slope protection, warehouse, earthwork, pavement engineering, production auxiliary building, machinery, electrical procurement and installation, water supply and drainage, environmental protection and water conservation. On August 1,
2023, the Public Resources Management and Trading Center of Chizhou City, Anhui Province, issued a preliminary bidding plan for the project of Kejiacun Mine Deep Processing Industrial Park of Anhui Jiaotong Dongliu New Materials Co., Ltd. The investment of the project is estimated to be about 1.4 billion yuan. It is planned to build a production line of 60 million tons/year of dolomite for flux, limestone rock for flux, building aggregate and water-stabilized aggregate.
It is understood that Anhui Traffic Control Dongliu Port Co., Ltd. and Anhui Traffic Control Dongliu New Materials Co., Ltd. are jointly established by Anhui Traffic Control Resources Co., Ltd. (Holding 60%) and Andong Investment Holding Group Co., Ltd. (Holding 40%). The bidding scope
of this
project mainly includes port engineering (including front wharf platform, mechanical equipment, approach bridge, transfer building and power distribution room, etc.); Rear land warehouse, office area, auxiliary facilities for production and living, access road, electrical lighting control, intelligent port, water supply and drainage, fire protection, environmental protection, water conservation, anti-pollution facilities, landscape greening, etc.), incoming material interface of special railway line for Shitai non-metallic mine, and storage reservation design of finished materials for Huafeng mine, Changling mine, courtyard mine and Bijiashan mine. The specific service scope includes but is not limited to the following:
1. Preparation of project proposal and project feasibility study report;
2. All topographic mapping and geological investigation required in the preliminary design and construction drawing design stages;
3. Special reports: land pre-examination and planning site selection opinions, channel impact demonstration report, navigation safety technical report, temporary berthing area site selection demonstration report, navigation safety guarantee scheme during construction period, rational analysis of shoreline use, environmental impact assessment, flood assessment report (including flood control impact assessment report, special design of flood control impact, River-crossing construction scheme), water and soil conservation scheme, energy conservation evaluation, safety pre-evaluation, occupational health pre-evaluation and other special reports, as well as the preparation and submission of detailed construction plans for wharf land buildings, and assist the owner in completing the approval of various special topics;
4. Design: preliminary design (including preliminary design budget), construction drawing design (including construction drawing design budget and bill of quantities); propose the design scheme of phased implementation approved by the owner (including the scale of phased project).
5. Assist the owner to complete the approval of feasibility study, special report and survey and design documents;
6. Other related work that shall be completed by the successful bidder of design consulting services;
7. Follow-up services: including assisting and cooperating with the Owner, the cost consulting unit and the construction unit to complete the docking with the design-related work.
Survey and design service period
1. Complete the submission of survey and exploration within 15 calendar days after the issuance of the letter of acceptance, and complete the preparation and review of the feasibility study report of the project;
2. Submission time of preliminary design documents: complete the preliminary design within 50 calendar days after the letter of acceptance is issued, and pass the review of the competent department;
3. Submission time of construction drawing design documents: complete the construction drawing design documents within 7 calendar days after the preliminary design is approved, and pass the review of the competent department; If the superior competent department of
the Employer or the Employer has other requirements for the commencement of the project, the Designer shall adjust the design period as required after receiving the written notice from the Employer. (2) Class A comprehensive qualification for engineering design or Class A design qualification for water transport industry or Class A design qualification for water transport industry (port engineering).
2. Since January 1, 2018, it has at least one independently contracted inland river port (or wharf) engineering survey and design performance, and the grade of a single berth in a single contract is not less than 5000 tons.
Note: (1) Survey and design performance refers to the performance including preliminary design performance or construction drawing design; (2) The time of performance recognition is subject to the time of preliminary design approval or construction drawing design approval of the project. If the above materials fail to reflect the project scale, the owner's certificate shall be provided at the same time.
3. Qualification requirements for the person in charge of the project: The person in charge of the project to be appointed by the bidder must have the title of senior engineer or above in water transport related specialty and the certificate of registered civil engineer (port and waterway engineering).
