Liaoning Province, is mainly responsible for cracking down on illegal and irregular acts such as sand mining, soil extraction and gold panning within the scope of destroying water and soil resources and river management. Eight law enforcement officers were selected to cooperate with the Municipal Bureau of Natural Resources to carry out special rectification of illegal mining. In view of the actual situation, the special rectification action of illegal sand mining has achieved good results.
After Chaoyang City held a special action mobilization conference to combat illegal mining, the Municipal Water Bureau responded quickly and set up a group headed by the director and a deputy director in charge. The Chaoyang River Sand Mining Special Action Leading Group, which is composed of the Municipal Water Administration Supervision Detachment, the Municipal River Bureau, the River Basin Sub-Bureau of the Municipal Public Security Bureau and the water administrative law enforcement agencies of counties (cities and districts), has formulated the Implementation Plan of the Chaoyang River Special Regulation Action. Two leading group meetings were held to dispatch and deploy the special renovation work. The counties (cities and districts) have also formulated implementation plans and set up working groups to ensure that special rectification action agencies, personnel and measures are in place.
Since the implementation of illegal mining work, the counties (cities and districts) are actively sorting out and investigating the illegal sand mining in key rivers and river sections within their jurisdiction. Up to now, 71 mining enterprises have been investigated. It has conducted two open and secret visits to the special renovation actions in various counties (cities and districts), carried out on-the-spot supervision and inspection of the special renovation actions in various places, as well as key rivers and key river sections, and required rectification within a time limit for the problems found in the supervision.
Next, Chaoyang Water Bureau should study and establish a responsibility system for illegal sand mining control in Chaoyang City. Strengthen the supervision responsibility of municipal water affairs and public security departments within the jurisdiction; consolidate the main responsibility of county-level water affairs departments; strengthen the coordination and cooperation of county-level water affairs, public security and natural resources departments. At the same time, we should do a good job in linking up water administrative law enforcement with criminal justice, and do a good job in transferring cases in strict accordance with the notification requirements.
Through radio, television, newspapers, networks, brochures, warning signs and other ways and means, we will intensify publicity efforts, through public reporting telephone, mailbox and other channels, widely mobilize the masses to open channels of social supervision, report illegal sand mining, and timely verify and deal with the problems reflected.
