1. Project declaration
for reducing the cost of hydrogen storage enterprises (1) Supporting standards
for enterprises specializing in high-pressure hydrogen/liquid hydrogen storage for energy use, a one-time subsidy of up to 5 million yuan will be given to enterprises according to 20% of equipment investment.
(2) Conditions
for declaration 1. The declarer is an independent legal person enterprise.
2． It has the qualification to engage in high-pressure hydrogen or liquid hydrogen storage for energy.
3． During the declaration period, the independent hydrogen storage business was built and actually carried out in Chengdu.
4． No safety accidents and environmental pollution accidents occurred.
(3) Declaration materials

2. Project declaration
for reducing the cost of hydrogen transportation (1) Support standards
shall be given to enterprises specializing in hydrogen transportation for energy according to the actual carrying volume of hydrogen accumulated in the previous year 1.
(2) Conditions
for declaration 1. The applicant is an independent legal person enterprise, which carries out hydrogen transportation business in Chengdu during the declaration period.
2． As of December 31, 2022, it has continuously carried out hydrogen transportation business for more than two years or dangerous chemicals transportation business for more than five years.
3． The operator shall complete the induction training and obtain the corresponding qualification.
4． No safety accidents and environmental pollution accidents occurred.
(3) Declaration materials
1. Declaration Form for High-quality Development Projects of Hydrogen Energy Industry (Reducing Hydrogen Transportation Costs).

3. Supporting the declaration
of hydrogenation station construction projects (1) Supporting standards
1. For newly built, rebuilt and expanded 35MPa fixed hydrogenation stations with daily hydrogenation capacity not less than 500 kg, a one-time subsidy of up to 5 million yuan will be granted according to 30% of the actual investment in construction (excluding land costs). Fixed hydrogenation station refers to the hydrogenation station where the investor of the hydrogenation station (or the operating company specially established by the investor) obtains the land transfer agreement of the station and handles the dangerous chemicals business license.
2． For newly built 35MPa temporary hydrogenation stations with daily hydrogenation capacity of not less than 500 kg and formal operation (based on the date of the first hydrogen sales invoice) for more than one year, a one-time subsidy of up to 1 million yuan will be granted according to 10% of the actual investment in construction (excluding land costs). Temporary hydrogenation station refers to the hydrogenation station where the investor (or the operating company specially established by the investor) has not obtained the land transfer agreement for the time being.
3． After the temporary hydrogenation station has obtained the original site land transfer agreement and the dangerous chemicals business license, if it meets the above fixed hydrogenation station standards, it can be given a one-time differential subsidy after deducting the temporary hydrogenation station construction subsidy according to 30% of the actual investment in the initial construction (excluding land costs), with the total subsidy not exceeding 5 million yuan.
4． For newly built, rebuilt and expanded 70 MPa hydrogenation stations with a daily hydrogenation capacity of not less than 500 kg and qualified "hydrogen production-hydrogenation" demonstration integrated stations, a one-time subsidy of up to 10 million yuan will be granted according to 30% of the actual investment in construction (excluding land costs).
5． For newly built, rebuilt and expanded "hydrogen (35MPa/70MPa) -oil-gas-electricity" integrated energy stations with a daily hydrogenation capacity of not less than 500 kg, a one-time subsidy of up to 5 million yuan/10 million yuan will be granted according to 30% of the actual investment in the hydrogenation function (excluding land costs).
(2) Conditions
for declaration 1. The declarer is an enterprise with independent legal personality.
2． During the declaration period, invest in the construction of hydrogenation stations with a daily hydrogenation capacity of not less than 500 kg.
3． The hydrogen station has completed the acceptance and obtained the "Cylinder Filling License" and "Hazardous Chemicals Business License" for compressed hydrogen for vehicles issued by the relevant functional departments, and the temporary hydrogen station must be officially operated for more than one year from the date of issuing the first hydrogen sales invoice.
4． It meets the relevant layout planning and pilot conditions for the construction of hydrogenation stations in our city.
5． No safety accidents and environmental pollution accidents occurred.
6． Fixed hydrogen stations need to obtain land transfer agreements that meet the requirements.
7． The same set of hydrogenation equipment only enjoys one subsidy.
(3) Declaration materials
1. Declaration Form for High-quality Development Projects of Hydrogen Energy Industry (Supporting the Construction of Hydrogen Refueling Stations).
2． Business license, organization code certificate, tax registration certificate or multi-certificate business license (photocopy) and identity card of legal representative (photocopy).
3． Relevant documents and materials such as hydrogen station construction filing (approval or approval), acceptance, etc.
4． Gas Cylinder Filling License and Hazardous Chemicals Business License for Vehicle Compressed Hydrogen issued by relevant functional departments at or above the municipal level.
5． Copies of relevant contracts, vouchers and invoices (the originals must be provided for future reference) for the actual investment in the construction of the hydrogenation function of the hydrogenation station and the "hydrogen-oil-gas-electricity" comprehensive energy station (excluding land costs, including equipment and construction).
6． The fixed hydrogen station shall provide the land transfer agreement obtained by the investor (or the operating company specially established by the investor).
7． Temporary hydrogen stations shall provide copies of contracts, vouchers and invoices related to hydrogen sales business for more than one year up to December 31, 2022 (the original must be provided for future reference) and financial audit reports for 2022 (with QR Code marks).

4. Declaration
of operation subsidy projects for hydrogenation stations (1) Support standards
for hydrogenation stations with daily hydrogenation capacity not less than 500 kg and sales price not higher than 40 yuan/kg, according to the annual cumulative hydrogenation volume, 20 yuan per kg, up to 5 million yuan of operation subsidy.
(2) Conditions
for declaration 1. The declarer is an enterprise with independent legal personality.
2． Invest in the construction of hydrogenation stations with a daily hydrogenation capacity of not less than 500 kg.
3． The hydrogen station has completed the acceptance and obtained the "Cylinder Filling License" and "Hazardous Chemicals Business License" for compressed hydrogen for vehicles issued by relevant functional departments.
4． The hydrogen station shall be officially put into operation within the declaration period (subject to the issuance of the official hydrogen sales invoice); the temporary hydrogen station shall be officially put into operation for more than one year from the date of issuance of the first hydrogen sales invoice.
5． For one consecutive year (from the date of formal operation of fixed stations for less than one year), the daily listing price of hydrogen is not more than 40 yuan/kg.
6． No safety accidents and environmental pollution accidents occurred.
(3) Declaration materials
1. Declaration Form for High-quality Development Projects of Hydrogen Energy Industry (Hydrogen Station Operation Subsidy).
2． Business license, organization code certificate, tax registration certificate or multi-certificate business license (photocopy) and identity card of legal representative (photocopy).
3． Gas Cylinder Filling License and Hazardous Chemicals Business License for Vehicle Compressed Hydrogen issued by relevant functional departments at or above the municipal level.
4． Copies of relevant contracts, vouchers and invoices for hydrogen sales business during the declaration period (the originals shall be provided for future reference, and the price of hydrogen and the amount of hydrogen sold shall be reflected).
5． Temporary hydrogen stations shall provide copies of contracts, vouchers and invoices related to hydrogen sales business for more than one year up to December 31, 2022 (the original must be provided for future reference) and financial audit reports for 2022 (with QR Code marks).
6． The daily listing price of hydrogen during the declaration period does not exceed the price record form of 40 yuan/kg.

5. Project declaration
for expanding the application scale of key components in the industrial chain (1) Supporting standards
for the production of hydrogen fuel cells, hydrogen production, hydrogen storage, hydrogen transportation, hydrogenation, hydrogen blending and other equipment and key components. A reward of up to 10 million yuan will be given according to 2% of the annual sales of related products.
(2) Conditions
for declaration 1. It is an independent legal person enterprise engaged in the production of hydrogen fuel cells, hydrogen production, hydrogen storage, hydrogen transportation, hydrogenation, hydrogen blending and other equipment and key components.
2． Related products form sales revenue.
(3) Declaration materials
1. Declaration Form for High-quality Development Projects of Hydrogen Energy Industry (Expanding the Application Scale of Key Components in the Industrial Chain).
2． Business license, organization code certificate, tax registration certificate or multi-certificate business license (photocopy) and identity card of legal representative (photocopy).
3． The main parameters, technical level, upstream and downstream matching, market share and other relevant certification materials of the key components of hydrogen energy are introduced.

6. Project declaration
for broadening hydrogen energy demonstration application scenarios (1) Supporting standards
for demonstration projects such as hydrogen fuel cell rail locomotives, unmanned aerial vehicles, distributed energy, cogeneration systems, hydrogen blending and hydrogen supply pipeline network construction organized by our city. A one-time subsidy of up to 5 million yuan will be given according to 10% of the actual investment (excluding land cost).
(2) Conditions
for declaration 1. An enterprise with independent legal personality.
2． During the declaration period, hydrogen energy demonstration projects such as hydrogen fuel cell rail locomotives, unmanned aerial vehicles, distributed energy, cogeneration system, hydrogen blending and hydrogen supply pipeline network construction will be completed and actually operated.
3． No safety accidents and environmental pollution accidents occurred.
(3) Declaration materials
1. Declaration Form for High-quality Development Projects of Hydrogen Energy Industry (Broadening the Application Scenario of Hydrogen Energy Demonstration).
2． Business license, organization code certificate, tax registration certificate or multi-certificate license (photocopy) and identity card of legal representative (photocopy).
3． Project approval, approval, acceptance and other relevant opinion documents.
4． Copies of relevant contracts, vouchers and invoices for actual investment in project construction (excluding land costs, including equipment, construction, etc.) (originals must be provided for future reference).

7. Supporting the project declaration
of opening cross-city hydrogen fuel transportation demonstration lines (1) Supporting standards
to support the opening and operation of hydrogen passenger transport and logistics demonstration lines such as Chengdu-Chongqing and "Chengde Meizi". A reward of no more than 500000 yuan will be given according to 5% of the actual hydrogenation cost of the vehicle.
(2) Conditions
for declaration 1. The construction and operation of the demonstration line is an independent legal person enterprise.

3． The types of operating vehicles are included in the Catalogue of Recommended Vehicle Types for the Promotion and Application of New Energy Vehicles issued by the Ministry of Industry and Information Technology, and the operation is in good condition.
4． Operating vehicles are hydrogen fuel cell vehicles (excluding second-hand vehicles) newly purchased in our city, and registered with the municipal public security vehicle management department, without overdue inspection, meeting scrap standards, seizure, seizure and other circumstances.
5． The vehicle has been connected to the monitoring and supervision platform of new energy vehicles and charging facilities in Chengdu, and the data has been entered as required.
6． The "Chengdu-Chongqing" hydrogen fuel passenger transport demonstration line must have a demonstration scale of no less than 20 hydrogen fuel cell buses, and the "Chengdu-Meizi" hydrogen fuel passenger transport demonstration line must have a demonstration scale of no less than 10 hydrogen fuel cell buses.
7． The demonstration line of hydrogen fuel logistics must have a demonstration scale of not less than 200 hydrogen fuel logistics vehicles.
8． The average cumulative operating mileage of "Chengdu-Chongqing" hydrogen fuel transportation demonstration line vehicles in one year is not less than 200000 kilometers per vehicle, and the average cumulative operating mileage of "Chengdu-Meizi" hydrogen fuel transportation demonstration line vehicles in one year is not less than 100000 kilometers per vehicle.
9． In the amount of hydrogenation included in the scope of reward declaration, the proportion of filling in Chengdu is not less than 80%.

8. Encouraging high-quality enterprises and institutions to declare
projects to settle down (1) Supporting standards
to support major foreign-funded projects and major domestic-funded projects in the field of hydrogen energy with a proportion of no less than 25% of foreign investment and overseas direct investment to settle down in our city.
1． Foreign-funded projects with paid-in capital of more than 50 million US dollars or domestic-funded projects with paid-in capital of more than 500 million RMB, as well as high-level "Top 500" enterprises attracted by our city, will be rewarded within three years (subject to the date of registration) at a rate not exceeding 100% of their actual contribution to our city.
2． Foreign-funded projects with paid-in capital of more than 30 million US dollars or domestic-funded projects with paid-in capital of more than 300 million RMB will be rewarded within three years (subject to the date of registration) at a rate not exceeding 75% of their actual contribution to our city.
3． Foreign-funded projects with paid-in capital of more than 10 million US dollars or domestic-funded projects with paid-in capital of more than 100 million RMB will be rewarded within three years (subject to the date of registration) at a rate not exceeding 50% of their actual contribution to our city.
4． For new projects added by enterprises, the newly added parts shall be implemented by reference.

9. Focus on improving the level of industrial chain project declaration
(1) Supporting standards
for newly introduced or newly added projects of existing enterprises, which are identified as filling the gaps in the key links of the hydrogen energy industry chain in our city or extending and strengthening the industrial chain. A one-time subsidy of 5% of the actual investment in fixed assets within two years is granted, with a maximum limit of 5 million yuan.
(2) Conditions
for declaration 1. An enterprise with independent legal personality.
2． Filing (review or approval) with relevant functional departments.
3． It belongs to the key core link of the hydrogen industry chain of "preparation-storage-transportation-filling-application" in our city, and plays the role of supplementing the chain, strengthening the chain and extending the chain.
4． Construction will start within one year of the signing of the project.
(3) Declaration materials
1. Declaration Form for High-quality Development Projects of Hydrogen Energy Industry (Focus on Improving the Level of Industrial Chain).
2． Copies of project filing (approval or approval) documents.

to encourage the landing of national hydrogen energy testing and certification centers or platforms.
1． For the newly built national testing and certification center or service platform in the field of hydrogen energy, a one-time subsidy of no more than 3 million yuan will be granted according to 30% of the investment in testing equipment.
2． If the hydrogen energy-related testing capability is expanded on the basis of the original national testing and certification center or platform organization, a one-time subsidy of no more than 2.5 million yuan will be granted according to 25% of the investment in hydrogen energy-related testing equipment.
(2) Conditions
for declaration 1. It is an enterprise with independent legal personality, and its operation and financial status are in good condition.
2． It is a testing and certification center or service platform recognized by relevant functional departments at the national level.
3． It has obtained the qualification of hydrogen energy related testing qualification accreditation (CMA) or CNAS certification accreditation organization, and provides testing and certification services for key materials, key components and key application products related to hydrogen energy; its scope of competence includes key materials and components related to hydrogen energy, hydrogen quality and grade assessment, hydrogen fuel cells and key components, etc.
4． No major production safety accidents and environmental pollution accidents have occurred.
(3) Declaration materials
1. Declaration Form for High-quality Development Projects of Hydrogen Energy Industry (Supporting the Construction of Hydrogen Energy Testing and Certification Institutions).

3． Approval/verification documents or announcement notices of relevant functional departments at the national level.
4． Qualification certificates of qualified inspection and testing institutions or accreditation certificates of testing and calibration laboratories and schedules of testing capabilities related to hydrogen energy.

11. Supporting the declaration
of localized supporting rate improvement projects (1) Supporting standard
hydrogen energy enterprises to introduce a supporting project with a fixed asset investment of 20 million yuan or more, after production and sales. According to 2% of the fixed assets investment of the project, a one-time reward of up to 5 million yuan will be given to the imported enterprises of the project.
(2) Conditions
for declaration 1. The imported enterprise of the project is a hydrogen energy enterprise with independent legal personality.
2． Before signing the investment agreement, the imported enterprise has completed more than two years of continuous product matching cooperation with the imported enterprise in the field of hydrogen energy.
3． The main business of the introduced enterprises includes hydrogen energy related fields, which is in line with the key development direction of Chengdu's hydrogen energy industry.
4． The introduced enterprises shall start construction within one year from the signing of the project.
5． During the declaration period, the hydrogen energy products of the introduced enterprises were formally put into production and sold locally.
(3) Declaration materials
1. Declaration Form for High-quality Development Projects of Hydrogen Energy Industry (Supporting the Promotion of Localization Matching Rate).
2． Xeroxed copies of the investment agreement and filing (examination and approval) documents of the introduced project.
3． Business license, organization code certificate, tax registration certificate or multi-certificate business license (photocopy) and legal representative identity card (photocopy) of both parties.
4． Copies of supporting contracts, vouchers and invoices for hydrogen energy products of the introduced enterprise within two years before the signing of the investment agreement (the originals must be provided for future reference).

12. Supporting the declaration
of technological transformation projects of non-hydrogen energy enterprises (1) Supporting
the original non-hydrogen energy enterprises to carry out business transformation through technological transformation, specializing in the production of hydrogen energy-related products:
1. The equipment investment for technical transformation is 10 million yuan (including)-20 million yuan (excluding), which is subsidized by 6% of the equipment investment.
2． The equipment investment for technical transformation is 20 million yuan (including)-50 million yuan (excluding), which is subsidized by 7% of the equipment investment, with a maximum subsidy of 2 million yuan.
3． The equipment investment for technical transformation is 50 million yuan (including)-100 million yuan (excluding), with a one-time subsidy of 4 million yuan.
4． The equipment investment for technical transformation is more than 100 million yuan (including), and the one-time subsidy is 8 million yuan.
(2) Conditions
for declaration 1. As of December 31, 2022, it has been registered for three years and has independent legal personality.
2． Enterprises do not produce products in the field of hydrogen energy before the establishment of technological transformation projects.
3． Technical renovation projects filed after December 31, 2020 and completed within the declaration period.
(3) Declaration materials

If the actual capital contribution of the merged enterprise is more than 100 million yuan (including 100 million yuan), the merger and acquisition procedures shall be completed and incorporated into the consolidated statement of our city. After the sales tax of the hydrogen energy products in Chengdu is realized, the maximum reward of 3 million yuan shall be given according to 2% of the corresponding sales.
(2) Conditions
for declaration 1. The acquirer is an enterprise with independent legal personality.
2． The acquired party is a hydrogen energy enterprise with independent legal personality, which was originally registered outside Chengdu, and the sales revenue of hydrogen energy products exceeded 50 million yuan for two consecutive years before the acquisition.
3． Merger and acquisition transactions are non-affiliated enterprise transactions that comply with the relevant provisions of the state and have obtained relevant approval procedures, and the actual capital contribution of the acquirer is 100 million yuan or more.
4． The acquiring party acquires the absolute controlling right of the acquired party and incorporates it into the consolidated statement of our city, and realizes the tax payment for the sales of hydrogen energy products in our city during the declaration period.

will award 100000 yuan to the first undertaking enterprises of hydrogen energy group standard projects with high technical level, good application effect and self-declaration on the national group standard information platform.

for declaration 1. Hydrogen energy enterprises with independent legal personality.
2． It is the first undertaking unit for the formulation of relevant group standards in the hydrogen energy industry.
3． Group standards are formally promulgated and implemented by associations, federations, societies, chambers of commerce and industrial technology alliances with legal personality (hereinafter referred to as social organizations).
4． The group standard belongs to the key development area of hydrogen energy industry in Chengdu, and has been implemented for at least 6 months (as of December 31, 2022).
5． Group standards fill the gaps in national and industrial standards, or technical indicators are more stringent than or superior to existing national and industrial standards, or have the international leading level, and synchronously promote the formulation of international standards.

16. Requirements
for declaration (1) This policy applies to enterprises and institutions with independent legal personality engaged in research and development, production, sales and testing of hydrogen energy industry.
(2) The current declaration period is from January 1, 2022 to December 31, 2022, and the declaring unit must meet the relevant declaration conditions within the declaration period.
(3) The competent departments of industry and information technology in all districts (cities) and counties shall take the lead in organizing the project declaration work and examine the integrity and authenticity of the materials declared by the project owners. The declaration unit shall make a commitment to the authenticity of the declaration project and its declaration materials, and the copies provided shall be stamped with the official seal of the unit (enterprise), and the original shall be used in the project audit and audit.
(4) The competent departments of industry and information technology of all districts (cities) and counties are requested to submit the recommendation documents, the summary form of project recommendation, and the enterprise project declaration materials (in duplicate) before August 25, 2023.
