On August 14, the Ministry of Emergency Management of the People's Republic of China issued a notice of supervision of major accident investigation and listing.

On July 23, 2023, a major accident occurred in the gymnasium of No.34 Middle School in Qiqihar City, Heilongjiang Province, which has caused 11 deaths so far.
According to the Measures for Listing Supervision of Major Accident Investigation, the Security Committee of the State Council decided to implement listing supervision for the investigation and punishment of the major accident. In accordance with relevant laws, regulations and rules such as the Regulations on the Reporting and Investigation of Production Safety Accidents, your province should promptly organize and carry out accident investigation, promptly identify the causes of accidents, and strictly study and put forward suggestions for handling accidents in accordance with the requirements of accident investigation. Before the accident is closed, the accident investigation report (not finalized) shall be submitted to the Office of the State Council Security Committee for examination and approval, and your province shall be responsible for approving the closure and publishing it to the public. After the case is closed, the accident investigation report and the implementation of the accident handling decision shall be reported to the Office of the State Council Safety Committee for the record in a timely manner.
