First, we should strictly implement the reporting and approval system. In accordance with the spirit of the Leading Group of Comprehensive Management of Sandstone Resources in Lishui City on Issuing the Implementation Plan for Further Perfecting the Supervision Mechanism of Sandstone Resources Development and Utilization and Promoting the High-quality Green Transformation and Development of Sandstone Industry, relevant member units, three state-owned companies of water investment, trading and city investment, have been actively organized. All business departments should study the "one account" management system for river dredging and sand and gravel mining, conscientiously unify their thinking and understanding, clarify their work requirements, strengthen the approval of reporting, strictly control the approval of examination and approval, prohibit all outward transportation without approval, and firmly adhere to the bottom line of the utilization of river sand and gravel resources.
The second is to strictly establish a pre-start system. On the one hand, on the basis of a comprehensive investigation of the county's water-related projects, a list of water-related projects has been established, and the water conservancy department has strictly approved whether the project involves the use of sand and gravel, the quantity of sand and gravel, and the way of use (fences, concrete, etc.), so as to promote the implementation of the norms. On the other hand, the installation monitoring shall be strictly taken as the precondition for the commencement of the river-crossing project, the online and offline supervision and tracking mechanism shall be established after the river-crossing project, the project site publicity system shall be implemented, and the monitoring shall be integrated into the unified supervision platform to implement the online monitoring by special personnel, so as to alert all parties involved in the project at all times, tighten the risk chord of sand and gravel utilization, and effectively block the risk of outward transportation. This year, a total of 20 new projects have been monitored to achieve full coverage of water-related projects.
Third, strictly control the approval system of raw materials. On the one hand, we should strictly implement the approval system for the entry of sand and gravel raw materials needed for the construction of water-related projects. The owners, supervisors and construction parties should jointly approve the entry of raw materials, consolidate the management and control responsibilities of all parties, implement process tracking and control, and effectively improve the accuracy of the utilization and control of river sand and gravel. On the other hand, we should strengthen the patrol and control of the project site. For the part of the project involving masonry and concrete pouring, it is forbidden to mix directly in the river course on the spot. We should strictly prevent mixing in the name of mixing, plug the loopholes in the control of river sand and gravel utilization, and form a high-pressure control situation with a strong system to ensure that the control of river sand and gravel resources is standardized and orderly.
