In order to implement the spirit of the national teleconference on safe production and the national emergency management work conference, In accordance with the relevant requirements of the "14th Five-Year Plan for Intelligent Emergency Response", we will accelerate the construction and application of the safety production risk monitoring and early warning system (hereinafter referred to as the monitoring and early warning system) for dust explosion-related enterprises in the industrial and trade industries, effectively prevent and resolve major safety risks, resolutely curb the occurrence of serious and extraordinary accidents, and ensure the safety of industrial and trade enterprises. Relevant matters are hereby notified as follows:
I. Work Objectives
For key parts such as dust removal system, safety equipment and facilities of dust explosion-related enterprises, as well as key links such as dust cleaning, the construction and application of monitoring and early warning system will realize real-time monitoring, dynamic early warning, intelligent research and timely disposal of safety production risks. The informationization and intellectualization level of enterprise safety management promotes the transformation of dust explosion-proof safety management to pre-prevention, urges and serves enterprises to actively implement the main responsibility of safety risk provention and control, effectively resolves major safety risks, and resolutely curbs the occurrence of major accidents. By the end of
2023, the provincial emergency management departments will formulate the implementation plan of safety production risk monitoring and early warning for dust explosion-related enterprises in light of the actual situation in the region, complete the deployment of monitoring and early warning system, and promote the application of areas and enterprises with good working foundation. By the end of 2025, the system functions will be gradually improved, the application coverage will be expanded, and the metal dust and wood dust enterprises with more than 30 powder-related operations and other key dust explosion-related enterprises identified by various regions will be "fully connected", thus forming a working mode combining "online" risk monitoring and early warning with "offline" supervision and law enforcement.
2. Main tasks
(1) Construction and deployment of monitoring and early warning system. The Ministry of Emergency Management will develop a unified monitoring and early warning software system and provide it to local governments free of charge. System integration, enterprise-side monitoring data acquisition and video surveillance docking, as well as transmission network rental and other construction contents are solved by the local government. In principle, the monitoring and early warning system shall be deployed by the Ministry and the province at different levels, and shall be applied by the Ministry, the province, the city, the county and the enterprise at five levels. If some provincial emergency management departments have special needs for self-construction, they must obtain the consent of the Ministry of Emergency Management, and ensure that the self-construction system and the ministerial system can achieve data exchange. The monitoring and early warning system should include the supervision application end and the enterprise application end, so as to realize the functions of enterprise basic information maintenance, real-time monitoring and monitoring of dynamic perception and video data, dust cleaning and punch card management, monitoring and alarm, risk early warning and disposal, etc; Support the supervision department to conduct online spot checks, statistical analysis, tracking and supervision on the monitoring and alarm, risk warning and daily management of enterprises in the jurisdiction. The construction of the monitoring and early warning system shall meet the relevant requirements of the Technical Guidance for Safety Production Risk Monitoring and Early Warning System for Dust Explosion-related Enterprises (see Annex).
(2) Collecting access monitoring data. It is necessary to guide and urge enterprises to complete the rectification of dust explosion-related hidden dangers, improve the monitoring, monitoring, alarm, provention and control and other equipment and facilities related to dust explosion-proof safety, and ensure the normal operation of IOT sensing equipment in accordance with the "Dust Explosion-proof Safety Regulations" (GB15577-2018) and other standards. The basic information, dynamic perception, video surveillance and other data of key equipment and key links shall be collected in accordance with the Data Access Specification for Safety Production Risk Monitoring and Early Warning System of Dust Explosion-related Enterprises (Trial) and the Technical Guidelines for Data Collection of Safety Production Risk Monitoring and Early Warning System of Dust Explosion-related Enterprises (Trial), so as to ensure the integrity and accuracy of the data accessed to the monitoring and early warning system.
(3) Promoting the comprehensive application of enterprises. Supervise and urge enterprises to establish safety production monitoring and early warning responsibility system, carry out normal application, immediately verify whether the relevant equipment and facilities are out of order in case of alarm, and timely dispose of them; after receiving the risk warning information, carefully study and analyze, take measures to rectify the problems and hidden dangers in time, and eliminate the alarm within the prescribed time. Enterprises should strictly implement the dust cleaning system in dust explosion dangerous places, regularly clean up the dust accumulated in workplaces and related equipment and facilities, and punch in the monitoring and early warning system.
(4) Establishing and improving the working mechanism. It is necessary to establish a safety risk assessment index system for the monitoring and early warning system, optimize the safety risk classification and early warning model, dynamically study and judge the comprehensive risks of the enterprise according to the inherent risks of the enterprise, the alarm and disposal of monitoring parameters, and the on-site management, and divide the early warning information into four levels: red, orange, yellow and blue, corresponding to major risks, major risks, general risks and low risks. According to the early warning level, the monitoring and early warning system immediately sends early warning event information to the enterprise and the corresponding emergency management department. In light of the actual situation, each region should establish a mechanism for safety risk classification, early warning, tracking and supervision. According to different levels of early warning, it should put forward the requirements for the time limit of enterprise alarm elimination and the level of departments responsible for tracking and supervision. For those who have not yet eliminated the alarm beyond the time limit, it is necessary to clarify specific measures such as on-site supervision, law enforcement punishment, warning and notification.
3. Implementation progress
(1) Start the deployment phase (before the end of 2023). Provincial emergency management departments formulate the implementation plan of safety production risk monitoring and early warning for dust explosion-related enterprises in the region, and define the time point and road map. Organize the deployment and application of monitoring and early warning system, select areas with large number of dust explosion-related enterprises and good working foundation, strengthen demonstration and guidance, and accumulate promotion experience. Jiangsu, Zhejiang, Shandong, Guangdong and other regions that have carried out pilot construction should further expand the scope of promotion and enhance the effectiveness of system application.
(2) Comprehensive promotion stage (before the end of 2024). Summarize experience and practice, improve the function of monitoring and early warning system, and promote the application of the system in an all-round way within the jurisdiction. The scope of enterprises included in the monitoring and early warning should include at least metal dust and wood dust enterprises with more than 30 powder-related operations, as well as other key dust explosion-related enterprises with large number of operators and high inherent risks identified in various regions.
(3) Consolidation and upgrading stage (before the end of 2025). Promote all relevant dust explosion-related enterprise monitoring data "should be connected", to achieve real-time monitoring of safety risks, dynamic perception, intelligent early warning, rapid disposal, accurate supervision, and promote the dust explosion-related enterprise safety risk management and control information, intelligent level significantly improved.
4. Safeguard measures
(1) Strengthen organizational promotion. Emergency management departments at all levels should set up special work classes to clarify the division of responsibilities, strengthen business guidance by the internal institutions of industrial and trade safety supervision, take the lead in demand analysis, enterprise supervision and other work, and do a good job of information security by scientific and technological and information institutions.
(2) Strengthen the promotion of implementation. Provincial emergency management departments should formulate guidance documents for the construction and application of safety production monitoring and early warning system for dust explosion-related enterprises in the region, clarify the specific requirements for the construction, popularization and application of monitoring and early warning system, alarm and early warning disposal mechanism, and ensure the orderly progress of all work.
(3) Strengthen guidance services. Provincial emergency management departments should organize forces to strengthen technical support and guidance services, and actively explore mechanisms and methods for data acquisition and access, video intelligent analysis, and scientific risk warning for different types of enterprises.
(4) Strengthen the guarantee of funds. Emergency management departments at all levels should actively strive for local financial support, formulate construction models in line with local reality through special fund investment, encourage enterprises to strengthen the upgrading and transformation of safety monitoring and control equipment, and ensure the stable operation of the system.
(5) Strengthen supervision and assessment. Emergency management departments at all levels shall strengthen the guidance service and follow-up supervision on data acquisition and access, system use, alarm and early warning disposal of relevant enterprises; adopt online inspection and spot check, regular analysis and evaluation, and ranking of relevant indicators to strengthen the supervision and inspection on the progress and effectiveness of the construction and application of the monitoring and early warning system in the jurisdiction, and promote the inclusion in the annual assessment of safety production and fire control work.
