planning period, the production scale of new construction stone mines shall not be less than 500000 tons per year, and the service life of mines shall not be less than 10 years in principle. In the centralized mining area, we will actively promote the construction of mines with reserves of more than 15 million tons and production scale of more than 1 million tons per year. By 2025, the annual production capacity of building stones will reach 5 million tons.

According to the regional resource conditions, environmental carrying capacity, market demand and transportation logistics, and in accordance with the principles of protection priority, rational development and intensive economy, the policy of transferring the mining rights of building stones needed for machine-made sand is reasonably determined to ensure the supply of raw materials for machine-made sand. On the premise of ensuring product quality and ecological safety, we should encourage the use of mine tailings and waste rocks to produce machine-made sand, save resources and improve the level of comprehensive utilization of mine solid waste. By 2025, the total amount of machine-made sand for building stones and machine-made sand for waste stones in the city will reach about 3 million tons.
