In order to strengthen the management of sand mining in important tributaries of the Yangtze River Basin, from April 12 to 14, the research team of the Sand Management Bureau of the Yangtze River Commission went to Luding County of Ganzi Prefecture, Tianquan County of Ya'an City, Hongya County of Meishan City and Dongpo District of Sichuan Province to investigate the management of sand mining and the comprehensive utilization of dredged sand in important tributaries of the Yangtze River, such as Dadu River, Qingyi River and Minjiang River.
The research team has successively surveyed the Malie Sand and Stone Factory in Luding County of Ganzi Prefecture, the sand mining sites in Xiangshuixi Village and Hongxing Village in Tianquan County of Ya'an City, the dredging sites in Caoyutan Reservoir Area of Hongya County of Meishan City, and the Tangba Navigation and Power Hub Project in Dongpo District of Meishan City. To understand the construction and supervision of river sand and gravel mining site, the implementation and management of dredging projects, and the information construction of river sand and gravel, to supervise the state feedback on the implementation of sand-related ecological envi ronmental protection issues, and to hold research symposiums in Luding County, Tianquan County and Dongpo District, respectively, on the management of river sand mining. The Yangtze River Commission highly affirmed the achievements of river sand mining management in Sichuan Province.
The research group pointed out that the management of river sand mining in Sichuan Province was standardized and orderly, and achieved remarkable results. First, the laws and regulations are sound and complete. The recently issued Opinions on Further Standardizing River Sand Mining in Sichuan Province clarifies the scope and working procedures of comprehensive utilization of dredged sand, implements the two-line management system of revenue and expenditure of sand and gravel resources, standardizes the construction standards of on-site operations, and makes up for the shortcomings of river sand and gravel supervision. Second, information supervision is of high quality and efficiency. Establish and improve the basic data of river sand mining planning and permission, establish an information monitoring platform for river sand mining, and provide information monitoring support for sand mining; Third, departments cooperate effectively and orderly. The three departments of water conservancy, public security and transportation have fully performed their functions and responsibilities, strengthened coordination and cooperation, jointly carried out inspection and supervision, cracked down on illegal sand mining, and effectively plugged regulatory loopholes; Fourth, sand-related issues have been effectively rectified. For the sand-related problems in the standard table, we should draw inferences from each other and rectify them. The sand-related problems should be rectified on time, and the rectification results are remarkable. Relevant persons in charge of
the Department of Rivers and Lakes and the Provincial Center for Rivers and Lakes accompanied the investigation, and relevant responsible comrades of Ganzi Prefecture Water Conservancy Bureau, Luding County Water Conservancy Bureau, Ya'an City Water Conservancy Bureau, Tianquan County Water Conservancy Bureau, Meishan City Water Conservancy Bureau, Hongya County Water Conservancy Bureau and Dongpo District Water Conservancy Bureau participated in the investigation.
