After the facts of illegal sand mining were clear and the composition of criminal gangs was basically clear, Chengmai police organized police forces to collect the net several times from September to October 2022, and successively captured seven criminal suspect, including the principal offender Chen Mousheng. After investigation, Chen Mousheng, a criminal suspect, took advantage of his relatives to undertake construction projects, and during the period from the end of 2017 to February 2019, he illegally excavated sea sand for sale with criminal suspect Yang Mouyao, Xu Moufei, Cai Mouhai, Zheng Mouwang, Zheng Mou and Chen Moubin, making a profit of nearly 3 million yuan. In further investigation, the

task force found that another criminal gang headed by Zeng also took advantage of the construction to illegally mine sand in the Yongqing Temple project after February 2019. The task force found that during the period from February 2019 to May 2020, the criminal gang headed by Zeng took advantage of the contracted earthwork to carry out illegal sand mining activities at several construction sites of Yongqing Temple in the old city of Chengmai, and sold them in Chengmai, Haikou and other places, making a profit of nearly 4 million yuan. On February 7, 2023, Chengmai police organized a centralized network collection and captured six criminal suspect, including Zeng Mou.

At present, 13 criminal suspect of the two criminal gangs have been detained in accordance with the law, and the case is being further investigated.

Next, Chengmai police will always adhere to "zero tolerance", continue to crack down on illegal sand mining crimes, jointly with relevant functional departments to adopt joint law enforcement, surprise inspection and other forms, increase the intensity of inspection and law enforcement within their jurisdiction, timely detection, effective suppression, serious investigation and punishment of illegal sand mining problems, and strive to solve them.
