Recently, the Provincial Department of Industry and Information Technology, the Development and Reform Commission and the Department of Ecological Environment jointly issued the Implementation Plan of Carbon Peak in the Industrial Field of Hebei Province (hereinafter referred to as the Plan). First, what is the background of the plan?
Achieving carbon peak and carbon neutralization is an important strategic decision made by the Party Central Committee with Comrade Xi Jinping as its core to coordinate the domestic and international overall situation. In October 2021, the Central Committee of the Communist Party of China and the State Council issued the Opinions on Implementing the New Development Concept Completely, Accurately and Comprehensively to Do a Good Job in Carbon Peak and Carbon Neutralization, and the State Council issued the Action Plan for Carbon Peak by 2030, making an overall plan for carbon peak and carbon neutralization at the national level. In January 2022, the Hebei Provincial Party Committee and the provincial government issued the Opinions on Implementing the New Development Concept Completely, Accurately and Comprehensively to Do a Good Job in Carbon Peak and Carbon Neutralization Work. In June of the same year, the Provincial People's Government issued the Implementation Plan of Carbon Peak in Hebei Province, and put forward the overall requirements and implementation opinions for the implementation of carbon peak and carbon neutralization work in light of the actual situation of our province. In July 2022, the Ministry of Industry and Information Technology, the National Development and Reform Commission and the Ministry of Ecology and Environment issued the Implementation Plan of Carbon Peak in the Industrial Field, which requires relevant departments in all regions to fully understand the importance, urgency and complexity of carbon peak work in the industrial field, and to compile the plan in accordance with the actual industrial development in the region. Put forward a practical and feasible carbon peak timetable, road map, construction drawings, clear work objectives, key tasks, peak path.
In order to thoroughly implement the decision-making and deployment of the Party Central Committee, the State Council, the Hebei Provincial Committee and the provincial government on carbon neutralization at peak carbon, accelerate the green and low-carbon transformation of industry in our province, and do a good job in carbon neutralization at peak carbon in the industrial field, according to the "1 + N" policy system for carbon neutralization at peak carbon in Hebei Province ". The Provincial Department of Industry and Information Technology has taken the lead in compiling the Plan, which systematically puts forward the guiding ideology, basic principles, overall objectives, main tasks and safeguard measures for promoting the carbon peak in the industrial field in Hebei Province. It is an important guiding document for promoting the green low-carbon transformation of industry and the high-quality development of industry in Hebei Province, and a programmatic document for guiding the industrial field in Hebei Province to do a good job in carbon peak.
2. What are the basic principles put forward in the Plan?
It puts forward four basic principles, such as overall promotion, safe carbon reduction and so on.
First, promote overall planning and reduce carbon emissions safely. Insist on establishing first and then breaking, grasp the rhythm scientifically, avoid "one size fits all" and "sports" carbon reduction, and achieve orderly peak.
Second, give priority to efficiency and reduce carbon at the source. Optimize the structure of industrial energy and raw materials, strengthen the coupling links between industries, promote the synergy of pollution reduction and carbon reduction, and reduce carbon dioxide emissions from the source.
Third, innovative development and digital empowerment. Efforts should be made to tackle key problems and promote major low-carbon technology and equipment, and to foster and strengthen new green and low-carbon kinetic energy.
Fourth, government guidance and market dominance. We should adhere to the decisive role of the market in the allocation of resources, guide market participants to actively participate in the work of carbon peak, provide high-quality green products and services, and provide strong support for the whole society to reach carbon peak.
3. What are the overall objectives of the Programme? According to
the Plan, during the 14th Five-Year Plan period, positive progress has been made in the optimization of industrial structure, the utilization efficiency of energy resources has been significantly improved, a number of green factories and green industrial parks have been built, and a number of low-carbon, zero-carbon and negative-carbon technology and equipment products have been developed, demonstrated and promoted to lay a solid foundation for carbon peak in the industrial field. By 2025, the energy consumption per unit of industrial added value above the scale will be reduced by 16.5% compared with 2020. During the Tenth Five-Year Plan period, a modern industrial system featuring high efficiency, green, recycling and low carbon will be basically established to ensure that carbon dioxide emissions in the industrial sector will peak by 2030.
4. What are the main tasks put forward in the Plan?
Continuous optimization of industrial structure, increasing energy conservation and carbon reduction, accelerating the pace of green manufacturing, promoting the development of circular economy, and deepening the transformation of low-carbon technology.
First, continue to optimize the industrial structure. Constructing the layout of green low-carbon industries, resolutely curbing blind and disorderly development, optimizing the production capacity of key industries, promoting the coordinated demonstration of low-carbon industries, and fostering the development of green emerging industries.
Second, increase energy conservation and carbon reduction efforts. Optimizing the structure of industrial energy use, promoting the electrification of industrial energy use, accelerating the construction of industrial green micro-grid, improving the energy efficiency of key energy-using equipment, strengthening the management of industrial energy conservation, and implementing the diagnostic service of industrial energy conservation.
Third, accelerate the pace of green manufacturing. Creating a number of green low-carbon factories, building a number of green low-carbon supply chains, creating a number of green low-carbon industrial parks, promoting the green low-carbon development of small and medium-sized enterprises, and comprehensively improving the level of cleaner production.
The four is to promote the development of circular economy. Promoting the substitution of low-carbon raw materials, strengthening the recycling of renewable resources, promoting the comprehensive utilization of industrial solid waste, and accelerating the development of remanufacturing industry.
Fifth, deepen the transformation of low-carbon technology. Promoting green low-carbon technology innovation, promoting the application of green low-carbon technology, and carrying out demonstration of upgrading and transformation of key industries.
5. What peak actions have been deployed in the Plan?
Through the three major actions of reaching the peak of key industries, improving the supply of green low-carbon products and green low-carbon transformation of digital enabling industries, we will implement policies separately and continuously, build a supply system of green low-carbon products, accelerate the popularization and application of digital low-carbon solutions, and promote the green transformation of digital enabling industries.
One is the peak action of key industries. Focus on key industries, clarify the path of carbon reduction, formulate the implementation plan of carbon peak in iron and steel, building materials, petrochemical, chemical and other industries, study the road map of low-carbon development in consumer goods, equipment manufacturing, e lectronics and other industries, implement policies separately and continuously, reduce carbon emission intensity and control carbon emissions.
Second, the supply of green low-carbon products to enhance action. Build a supply system of green low-carbon products, enhance the supply capacity of high-quality products, give full play to the role of green low-carbon products in promoting the work of carbon peak, and help the whole society to reach the peak.
The three is the green low-carbon transformation action of digital enabling industry. Take digitalization as an important means to promote low-carbon development of industry, accelerate the popularization and application of digital low-carbon solutions, create a digital collaborative green supply chain industry chain, and promote the green transformation of digital enabling industry.
6. How to implement the Plan?
One is to strengthen policy guarantees. Six policy safeguards were put forward, including strengthening standard support, deepening fiscal and taxation support, improving market mechanism, developing green finance, promoting value transformation of carbon reduction products, and strengthening open cooperation.
