Recently, Zhejiang Economic and Credit Department, Provincial Development and Reform Commission, Provincial Department of Ecological Environment, Provincial Market Supervision Bureau and Provincial Energy Bureau jointly issued the Action Plan for High-quality Development of Cement and Carbon Peak in Zhejiang Province (2022-2025) (hereinafter referred to as the Action Plan). The interpretation is as follows:
First, the background and basis
for the introduction of the policy is to implement the national deployment. In December 2021, the Ministry of Industry and Information Technology, the Ministry of Science and Technology and the Ministry of Natural Resources jointly issued the "14th Five-Year Plan for the Development of Raw Material Industry" (Ministry of Industry and Information Technology Joint Regulation [2021] No.212), proposing to ensure that cement production capacity is only reduced but not increased, further enhance the industrial concentration of the cement industry, and form a higher quality, better efficiency, better layout and greener industrial development pattern. It clearly requires all localities to strengthen the connection with the plan and incorporate the main contents of the plan into the key work arrangements of the region.
The second is to implement leadership instructions. At the beginning of September, the Economic and Credit Department of Zhejiang Province submitted the Analysis Report on Supply and Demand and Energy Consumption of Cement Industry in Zhejiang Province, and put forward the plan to formulate the action plan for cement work. The provincial government leaders instructed to strictly control the total amount, improve energy consumption efficiency, save energy and reduce emissions, and promote the high-quality development of the cement industry. We will further improve the reduction and replacement scheme, optimize energy consumption and emission indicators, and improve the level of clean energy and green manufacturing. In order to fully implement the instructions of provincial leaders, it is necessary to formulate action plans to promote them.
Third, optimize the industrial layout. The Action Plan is divided into three parts.
The first part is development goals. By the end of 2025, the total output of cement will be controlled below 120 million tons; the clinker production capacity will be reduced by 8%, from 52 million tons to less than 48 million tons; the comprehensive energy consumption per unit of clinker products will be reduced by 5%, from 106.9 kg standard coal/ton to 101.
Part II Main Tasks.
The first is to strictly control the production capacity of cement clinker. The replacement ratio of production capacity withdrawn from production and construction capacity of general cement clinker is from 1. Provinces, cities and counties jointly focus on promoting the integration and capacity replacement of cement clinker production lines of 2500 tons per day or less in the province.
The second is to speed up the improvement of energy efficiency. To improve the access threshold of clinker projects, the main unit product energy consumption of new or capacity replacement cement clinker projects must meet the highest standard of Grade 1stipulated in GB16780-2021. Every year, more than 100 comprehensive technological transformation projects for energy saving and carbon reduction in cement enterprises will be implemented.
Third, speed up intelligent upgrading. We will promote the construction of a number of digital (intelligent) mines and factories that integrate intelligent production, intelligent operation and maintenance, and intelligent management.
The four is to comprehensively implement green transformation. We will promote the co-disposal of hazardous solid waste and domestic waste in cement clinker production lines of 4000 tons per day or more, implement tax policies for comprehensive utilization of resources, and support the comprehensive utilization of fly ash, tailings and construction waste.
Fifth, speed up the implementation of the "three products" project. Focus on the development of new low-carbon cement such as low-calcium cement clinker, low-clinker coefficient cement and new carbon-fixing cementitious materials, promote the construction of cement product quality traceability system, and guide enterprises to introduce brand cultivation management system.
Sixth, speed up the substitution of clean energy. A number of distributed photovoltaic power stations and energy storage power stations will be built to promote the efficient complementary utilization of multi-energy and increase the proportion of non-fossil energy consumption.
Seventh, rectify high-consumption and low-efficiency enterprises. In strict accordance with laws and regulations, mandatory standards and policy requirements in the fields of safety, environmental protection, quality and energy, all localities have formulated renovation and upgrading plans and implemented classified renovation.
Eighth, give full play to typical demonstration and guidance. We will intensify the publicity and promotion of best practice cases such as Huaikan South 7500 tons/day world-class cement clinker production line, Jiande Conch Solar Power Generation and Zhejiang Red Lion Co-disposal to create a green and low-carbon development atmosphere for the whole industry.
Ninth, organize the industry to stagger peak production. According to the needs of industry operation and extreme weather response, combined with the requirements of seasonal pollution reduction and regional environmental air quality consolidation and improvement, the annual peak staggering production plan is formulated and implemented, and the outage time of some enterprises with low energy efficiency and poor performance of air pollution prevention and control is moderately increased.
Tenth, do a good job of industry monitoring and early warning. Strengthen operation monitoring and data analysis, make early warning of risks faced by industry operation, and actively respond to short-term fluctuations in the market.
The third part is the safeguard measures. In order to ensure the effective promotion of the Action Plan, the following four measures are put forward. First, we should strengthen overall coordination. To clarify the division of responsibilities of the Provincial Economic and Credit Department, the Provincial Development and Reform Commission, the Provincial Department of Ecological Environment, the Provincial Market Supervision Bureau and the Provincial Energy Bureau in this plan. The second is to co-ordinate relevant special funds at the provincial level. Focus on supporting the technical transformation of energy saving and carbon reduction in cement industry. Third, do a good job in guiding public opinion. Strengthen policy interpretation and public opinion guidance to convey the firm determination of the cement industry in our province to comprehensively promote energy conservation, carbon reduction and green development. Fourth, strengthen supervision and assessment. Incorporate the carbon peak work of cement industry into the assessment system of carbon peak and carbon neutralization work, and implement the territorial responsibility.
