Among them, 702 batches of cement products were sampled by 702 production units in 16 provinces such as Anhui, Hebei and Henan, and 16 batches of products were found to be unqualified. The water-soluble chromium (VI) in 6 batches of product safety items was not qualified, and the chloride ion in 10 batches of products was not qualified.
In the list of unqualified products notified, there are many well-known cement enterprises such as Huarun Cement (Luoding) and Fushun Dahuofang Cement .
According to Article 15 of the Product Quality Law, the State implements a supervision and inspection system with random inspection as the main method for product quality, and conducts random inspection on products that may endanger human health and personal and property safety, important industrial products that affect the national economy and the people's livelihood, and products with quality problems reported by consumers and relevant organizations. If a
producer or seller has any objection to the results of the random inspection, he may, within 15 days from the date of receipt of the inspection results, apply to the market supervision and administration department that carries out the supervision and random inspection or its superior market supervision and administration department for re-inspection, and the market supervision and administration department that accepts the re-inspection shall make a conclusion of the re-inspection.
In addition, in the list of unqualified products reported in this report, 8 cement enterprises are still unqualified after re-inspection. Article 17 of the Law of the People's Republic of China on the Quality of Products clearly States that if the quality of products subject to supervision and random inspection in accordance with the provisions of this Law is not up to standard, the market supervision and management department that carries out supervision and random inspection shall order the producers and sellers to make corrections within a time limit. If the rectification is not made within the time limit, the market supervision and administration department of the people's government at or above the provincial level shall make a public announcement; if the rectification is still unqualified after the public announcement, it shall be ordered to suspend business and rectify within a time limit; if the product quality is still unqualified after the rectification period expires, the business license shall be revoked.
It is noteworthy that in this spot check, Shanxi Changsheng Cement Co., Ltd. violated the provisions of the Product Quality Law and refused to accept supervision and spot check without justified reasons. According to Article 16 of the Product Quality Law, producers and sellers shall not refuse to supervise and inspect the quality of products according to law. Article 56 of the Product Quality Law specifies the penalty as follows: Those who refuse to accept product quality supervision and inspection conducted according to law shall be given a warning and ordered to make corrections; those who refuse to make corrections shall be ordered to suspend business for rectification; and those whose circumstances are especially serious shall have their business licenses revoked. The quality of
cement products is related to the safety of people's lives and property and the quality and safety of construction projects. The quality assurance and improvement of cement products need the joint efforts of government departments, industries, production and circulation fields. Cement producers and sellers must strengthen quality awareness, assume product quality responsibility in accordance with the provisions of the Product Quality Law, and effectively guarantee the quality and safety of cement products.
