Recently, the Jiangsu Provincial Department of Industry and Information Technology issued the Announcement on Cancellation of the Capacity Transfer Scheme for the Production Line of 5000 Tons of Cement Clinker per Day of China Cement Plant Co., Ltd. On May 10,

2021, Jiangsu Provincial Department of Industry and Information Technology issued the Announcement on Capacity Confirmation of China Cement Plant Co., Ltd. It is proposed to replace the production capacity of the cement clinker production line (rotary kiln, Ø 4.8 × 72 m, 1 set) with a daily output of 5000 tons by China Cement Plant Co., Ltd. to Anhui Province and Guangxi Zhuang Autonomous Region.

Due to the change of capacity acceptance place, the Department of Industry and Information Technology of Jiangsu Province issued the Announcement on Confirmation of Capacity of China Cement Plant Co., Ltd. on December 8, 2021. (Su Gong Xin Material [2021] No.199), Anhui Province and Guangxi Zhuang Autonomous Region, where the cement clinker production capacity of China Cement Plant Co., Ltd. is accepted, are changed to Anhui Province and Fujian Province. Influenced and restricted

by relevant local industrial policies, the construction projects of cement clinker production lines in Anhui and Fujian provinces have not been implemented, and the capacity replacement scheme has not been implemented.

According to the requirements of the Notice of the Ministry of Industry and Information Technology on Issuing the Implementation Measures for Capacity Replacement in Cement and Glass Industry (Ministry of Industry and Information Technology No.2021), after the application of China Cement Plant Co., Ltd., the Industrial and Information Bureau of Qixia District of Nanjing City and the Industrial and Information Bureau of Nanjing City have examined and reported to the Ministry of Industry and Information Technology. The Announcement on Capacity Confirmation of China Cement Plant Co., Ltd. (Su Gong Xin Material [2021] No.199) and the Announcement on Changes to the Announcement on Capacity Confirmation of China Cement Plant Co., Ltd. (Su Gong Xin Material [2021] No.199) (Su Gong Xin Material [2021] No.589) are hereby revoked.

It is understood that China Cement Plant is a wholly-owned subsidiary of Conch Cement and has a 5000t/d clinker production line. In September

this year, the website of Suzhou Bureau of Economy and Information Technology in Anhui Province showed that due to the limitation of coal consumption index, the capacity replacement scheme for the construction project of 4000 tons per day cement clinker production line of Xiaoxian Conch Cement Co., Ltd. was cancelled and the project was no longer promoted.

Xiaoxian Conch Cement 4000t/d clinker new project, of which 1834t/d capacity index comes from China Cement Plant.

According to the Fujian Office of Industry and Information Technology, in 2021, the People's Government of Youxi County and Conch Cement formally signed the Conch (Youxi) Green Building Material Industrial Park Investment Agreement, and planned to build two cement clinker production lines with a daily output of 5000 tons.

With the cancellation of the capacity replacement project of China Cement Plant, it is unknown whether the Conch Cement Fujian Project will be built in the future.
