Maintaining the order of sand mining management in the Yangtze River is related to the stability of the Yangtze River regime, flood control safety, water supply safety, navigation safety, ecological safety and the safety of important infrastructure. The water department of Suzhou closely adheres to the deployment of "Great Protection of the Yangtze River", adheres to the synchronization of "three modernizations", solidly manages sand mining in Suzhou section of the Yangtze River, and actively creates a safe and stable development environment.
First, we should adhere to the normal inspection and continue to maintain a severe crackdown situation. We will strengthen key inspections of border waters, key waters and sensitive nodes, promote joint inspections of "four places across the Straits" in Suzhou, Nantong, Wuxi and Taizhou, and organize inter-departmental and land and water inspections. Since this year, the city has carried out 245 law enforcement patrols against illegal sand mining in the Yangtze River, two joint patrols of "four places across the Straits", 52 voyages of law enforcement vessels and 237 vehicles of law enforcement vehicles, so as to maintain the order of sand mining management in Suzhou section of the Yangtze River.
Second, we should adhere to the linkage supervision and give full play to the joint efforts of departments. We will coordinate the promotion of special law enforcement actions for the safety and protection of rivers and lakes, and explore new ways and methods for the coordination of water administrative law enforcement supervision and comprehensive law enforcement, the convergence of criminal justice, and the cooperation of procuratorial public interest litigation. Joint public security, transportation, maritime and other departments to carry out comprehensive regulation of sand mining in Suzhou section of the Yangtze River, river protection action, Qingjiang action, jointly crack down on illegal sand mining, regulation of sand-related vessels and illegal sand and gravel wharfs, and investigate and handle illegal cases. Up to now, two invisible sand dredgers and one sand carrier have been captured, and four sand-related vessels have been disposed of according to law.
Third, we should adhere to resource utilization and strive to improve the effectiveness of supervision. Standardize the permission of dredging projects in Suzhou section of the Yangtze River, strengthen the law enforcement and supervision of 13 dredging projects after the event, innovate the "cloud supervision" mode, and strictly control the "three excesses" behavior beyond the scope, depth and quantity. The pilot project promotes the resource utilization of dredged sand, clarifies the main body of the implementation of dredged sand utilization projects, formulates annual comprehensive utilization plans and plans for dredged sand, promotes the solution of key infrastructure construction and people's livelihood projects, and effectively utilizes the comprehensive benefits of sand mining supervision.
