II. Establish a mechanism for obtaining and identifying the source of information on breach of contract and dishonesty & nbsp; & nbsp; (I) Unblock the complaint channels for breach of contract and dishonesty. The provincial social credit system construction leading department (hereinafter referred to as the "credit leading department") should rely on the credit website at the corresponding level, the "Internet + supervision" platform of the State Council, the "registration (complaint) platform for small and medium-sized enterprises in default" of the industry and information department, the local 12345 government service hotline, and the business environment. Letters and visits departments and other channels establish or improve complaint columns for breach of contract and dishonesty, and accept and collect complaints for breach of contract and dishonesty involving government departments (including organs and institutions) in their respective jurisdictions. The provincial credit leading departments shall transfer the collected complaint clues for breach of contract and dishonesty to the superior departments or competent departments of the subject of complaint for verification and confirmation at the first time. After verification, if the situation is not true, the identification department shall be urged to give timely feedback to the complainant and make explanations; if the situation is true, the identification department shall be urged to immediately promote rectification, and if it refuses to rectify, the identification department shall confirm it as breach of contract and dishonesty. (4) Make full use of the "toolbox" of disciplinary measures for dishonesty in the development and reform system. For the relevant subjects with a record of dishonesty, the Commission will restrict the support of funds from the central budget, the application of special bonds from local governments, and the recommendation of various financing projects; For cities at or above the prefecture level with a record of government dishonesty, the Commission will cancel the qualification of the development and reform system for priority evaluation and pilot demonstration, increase the weight of urban credit monitoring deduction, and cancel the title or qualification of the social credit system construction demonstration zone.

(5) Urge the local government to establish a disciplinary system for dishonesty. Leading credit departments at all levels should refer to the establishment of a disciplinary mechanism for government dishonesty, and promote government departments at the same level to actively mobilize all kinds of disciplinary measures for dishonesty within their functions, including but not limited to restricting government financial support, restricting the application of support policies, canceling the priority of evaluation, and restricting participation in government procurement, so as to realize the punishment for dishonesty.

(6) Improve the credit repair mechanism. Leading credit departments at all levels should coordinate and guide the credit repair work of the dishonest subjects within their jurisdiction. If the confirmation department confirms that the dishonest behavior has been corrected and the performance has been completed, the relevant records of dishonesty should be repaired in time and the disciplinary measures for dishonesty should be terminated. & nbsp; & nbsp;

In view of the efficiency of handling and identifying complaints about breach of contract and dishonesty, the quality of credit information collection, and the implementation of disciplinary measures for dishonesty, the Commission will conduct assessments through spot checks, third-party investigations and cross-checks, and regularly inform the provincial credit leading departments and copy them to the provincial people's governments. Leading credit departments at all levels should refer to the establishment of an evaluation and notification mechanism.

(VIII) Establish a monitoring, discovery and supervision mechanism for clues of dishonesty. Through the communication and exchange mechanism of private enterprises, big data monitoring, and the selection of representative private enterprises to establish monitoring points, our committee will intensify the monitoring and discovery of government dishonesty clues, and continue to follow up the handling situation according to the local "discovery and transfer" and listing supervision. Leading credit departments at all levels should refer to the establishment of corresponding mechanisms to detect and deal with dishonesty through various channels in a timely manner.

(9) Expose a number of typical cases. Select a number of cases of serious dishonesty, repeated dishonesty and strong public reaction, publicize them on the "Credit China" website and expose them to the society through the news media, thus forming a strong public opinion deterrent.
