According to the Monitoring Table for Environmental Protection Acceptance upon Completion of Construction Project of Jindian Toughened Glass Factory and the Interim Measures for Environmental Protection Acceptance upon Completion of Construction Project, In strict accordance with the relevant national laws and regulations, the Technical Guidelines for Environmental Protection Acceptance of Completed Construction Projects, Pollution Impact Category, the environmental impact report form of the project and the approval decision of the approval department, the acceptance of the project is carried out, and the following opinions are put forward:
I. Basic information
of the project construction The actual total investment of the project is 5 million yuan. The project leases the factory buildings of the cement culvert pipe factory and the sofa factory as the production and operation sites, with a total building area of about 2000 m2 . A tempered glass production line and a hollow glass production line have been built in the project. The original glass sheets are purchased for the production of tempered glass and hollow glass, with an annual output of 160,000 m2 of tempered glass and 40,000 m2 of hollow glass.
II. Engineering changes
The actual construction of the project is basically the same as the main project in the EIA stage, the production process remains unchanged, and the area of the leased plant increases by 400 m2 . According to the List of Major Changes in Construction Projects with Pollution Impacts (2020) (HBEAH [2020] No.668), the production, disposal and storage capacity of this project has not increased by more than 30%, which is not a major change.
3. Construction
of environmental protection facilities 1. Air pollutants during the operation period of waste gas
are mainly dust, organic waste gas and exhaust gas produced by vehicles entering and leaving glass grinding and drilling. Wet operation has been adopted in the process of glass edging and drilling in the production workshop; the management of gluing in the hollow workshop has been strengthened; the management of vehicles entering and leaving the factory has been strengthened.
2. Wastewater
During the operation period, the wastewater is mainly production wastewater and staff domestic sewage. The production wastewater is recycled after being treated by the sedimentation tank and is not discharged. The domestic sewage is used for fertilization in the surrounding farmland after being treated by the built septic tank.
3. Noise
during the operation period: noise of main equipment. Low-noise equipment has been used for the equipment, and the plant has been closed and the high-noise equipment has been sound-proof room.
4. Solid wastes
During the operation period, the solid wastes are mainly production solid wastes and domestic garbage generated by employees. The production solid wastes are mainly waste rubber barrels, glass fragments and debris. The waste rubber barrels are collected in a centralized way and then handed over to the manufacturer for recycling. The glass fragments and debris are collected in a centralized way in a collection box and then handed over to the manufacturer for recycling. Domestic garbage shall be collected by classification and handed over to the environmental sanitation department for disposal.
4. Commissioning effect
of environmental protection facilities 1. Air pollutants during the operation period of waste gas treatment facilities
are mainly waste gas produced by production lines. According to the acceptance monitoring results, the unorganized waste gas at the plant boundary on the south side of the downwind direction of the project meets the unorganized emission concentration limit of the Integrated Emission Standard of Air Pollutants (GB16297-1996). It is only necessary to strengthen the management of the production line, which has little impact on the environment.
2. During the operation period of the wastewater treatment facility
project, the production wastewater and domestic sewage are mainly used. The production wastewater is recycled after being treated by the sedimentation tank and is not discharged outside. The domestic sewage is used for fertilization of the surrounding farmland after being treated by the built sewage treatment facility and is not discharged outside, which has little impact on the surface water.
3. During the operation period of the noise control facility
project, the noise is mainly the equipment noise. The low-noise equipment is mainly selected. The plant has been closed and the high-noise equipment adopts the sound insulation room. The vehicle management is strengthened, and the measures of speed limit and noise prohibition are taken. According to the results of the acceptance monitoring report, the noise values at the plant boundary on the south and west sides of the project can reach the Class 1standard limit of the Emission Standard for Environmental Noise at Boundary of Industrial Enterprises (GB12348-2008), and the project operation has little impact on the surrounding environment.
4. During the operation period of the solid waste treatment facility
, the solid waste is mainly production solid waste and domestic garbage generated by employees. The production solid waste is mainly waste rubber barrels, glass fragments and debris. The waste rubber barrels are collected in a centralized way and then delivered to the manufacturer for recycling. V. Impact
of the Project Construction on the Environment In combination with the EIA report and the approval opinions of the environmental protection department, our unit has better implemented the environmental protection measures and countermeasures, and strictly implemented the "three simultaneous" system of environmental protection.
6. The acceptance conclusion
is that the project is checked one by one according to the unqualified acceptance situation stipulated in the Interim Measures for Environmental Protection Acceptance of Completed Construction Projects (No.4, 2017). The environmental protection procedures for the construction project of Jindian Toughened Glass Factory in our unit are complete. The environmental protection measures specified in the environmental impact assessment and reply have been basically implemented, and our unit believes that the project meets the environmental protection acceptance conditions for the completion of the construction project and can pass the environmental protection acceptance.
7. Further strengthen the follow-up requirements
of environmental protection work and strengthen the environmental management of the plant area.
