the State Administration for Market Regulation on August 8, the National Standards Committee, the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Ecology and Environment, the Ministry of Emergency Management and the State Energy Administration jointly issued the Guidelines for the Construction of Hydrogen Energy Industry Standard System (2023 edition) (hereinafter referred to as the Guidelines). This is the first guideline for the construction of the standard system of the whole hydrogen energy industry chain at the national level.
The Guidelines point out that by 2025, the standard system supporting the development of the whole chain of hydrogen energy production, storage, transportation and utilization will be basically established, and more than 30 national and industrial standards for hydrogen energy will be revised. We will focus on accelerating the formulation and revision of standards for hydrogen quality testing, hydrogen safety, hydrogen production by electrolysis of renewable energy water, high-pressure hydrogen storage vessels, on-board hydrogen storage cylinders, hydrogen liquefaction equipment, liquid hydrogen vessels, hydrogen pipelines, hydrogen refueling stations, filling agreements, fuel cells and fuel cell vehicles, so as to open up key links in the upstream and downstream of the hydrogen industry chain. Encourage all parties involved in industry, University and research to participate in the formulation of standards, support qualified social organizations to formulate and issue group standards, and increase the effective supply of standards. At the same time, it has deeply participated in the international standardization work of ISO and IEC, actively put forward proposals for international standards in the field of hydrogen energy, and gradually improved the influence of international standardization of hydrogen energy in China.
The Guide systematically constructs the standard system of the whole industrial chain of hydrogen energy production, storage, transportation and utilization, covering five sub-systems of foundation and safety, hydrogen preparation, hydrogen storage and transportation, hydrogen filling and hydrogen energy application, and further decomposes them according to technology, equipment, system, safety and detection, so as to realize the goal of hydrogen energy. It has formed 20 secondary sub-systems and 69 tertiary sub-systems.
The Guidelines put forward the key points of standard revision. In terms of
foundation and safety, it mainly includes terminology, graphic symbols, comprehensive evaluation of hydrogen energy, hydrogen quality, general parts and other basic common standards, as well as basic requirements for hydrogen safety, hydrogen-facing materials, hydrogen sealing, safety risk assessment, safety protection, monitoring and early warning, emergency disposal and other general standards for hydrogen safety. It is the basic support for hydrogen energy supply and hydrogen energy application standards.
In the aspect of hydrogen production, it mainly includes the standards of hydrogen separation and purification, water electrolysis hydrogen production, water photolysis hydrogen production, etc., to promote the revision of the relevant standards of green low hydrocarbon sources.
In terms of hydrogen storage and transportation, it mainly includes the basic requirements for hydrogen storage and transportation, such as hydrogen compression, hydrogen liquefaction, hydrogen and natural gas blending, solid hydrogen storage materials, hydrogen storage and transportation equipment such as containers, gas cylinders, pipelines, and hydrogen storage and transportation systems. Promote the formulation and revision of relevant standards for safe and efficient hydrogen storage and transportation.
In the aspect of hydrogen filling, it mainly includes the standards of equipment, system, operation and safety management of hydrogenation stations, and promotes the revision of relevant standards for the safe, reliable and efficient development of hydrogenation stations.
In the application of hydrogen energy, it mainly includes fuel cells, hydrogen internal combustion engines, hydrogen boilers, hydrogen gas turbines and other hydrogen energy conversion and utilization equipment and components, as well as standards for hydrogen energy applications in transportation, energy storage, power generation and nuclear industry.
