After more than 60 years of development and construction, some coal mines in Huaibei Mining Group of Anhui Province have been closed down and withdrawn due to the exhaustion of resources. How to make full use of the idle resources of these mines? In recent years, the group has strengthened top-level design, adapted measures to local conditions and implemented scientific policies, and carried out beneficial exploration and practice.
As a new entity park for Huaibei Mining Group to revitalize and utilize the idle resources of the withdrawn mines, Shitai Logistics Park utilizes 350 mu of idle land, 18000 square meters of various housing buildings, special railway lines and other existing facilities after the closure of the original Shitai Coal Mine in 2022, so as to make full use of the existing facilities. Nearly 80 million yuan of assets have been activated.
"Shitai Logistics Park plans to lay out five functional areas, namely, steel functional area, container functional area, comprehensive energy station, comprehensive service area and cold chain logistics functional area." Zhang Daochun, Director of Preparatory Office of Shitai Logistics Park, introduced that the park is planned to be completed in two phases, and the first phase of the project has been launched at the beginning of this year and is scheduled to be completed and put into operation in the first half of next year.
Shitai Logistics Park is located in the northeast of Huaibei City. There are four railway lines. It is close to the Xuzhou-Huaibei Expressway and connects the North Outer Ring Road of Huaibei City. It has good transportation conditions and is an ideal location for the construction of a comprehensive logistics park. "Shitai Logistics Park is expected to increase its annual income by 3 billion to 5 billion yuan after its full completion, which is a vivid practice for Huaibei Mining Group to revitalize idle resources and support high-quality development with new business innovations." Zhang Daochun said.
"The office buildings, parking lots, roads, 35 kilovolt substations, 110 mu open green gardens, as well as idle resources such as existing land, railways, various supporting buildings and industrial and broadcasting sites of the original Shitai Coal Mine can all be reused." Yang Sen, a staff member of Shitai Logistics Park, pointed to the layout sketch map hanging on the office wall and said, "This project has a high starting point, strong feasibility, complete supporting facilities and guaranteed operation." of Shitai Logistics Park, said that the logistics industry is a basic industry supported by the state, Anhui Province and Huaibei City. In addition to a series of preferential support policies, Shitai Logistics Park is expected to receive 10 million yuan of various government incentives. In 2022, Huaibei Mining Group made full use of the idle railway special line, loading and unloading system, loading station and freight yard of the former Liudian Coal Mine, as well as the supporting equipment and facilities such as measurement, monitoring and roads, to build a coal
storage and blending base
. It will be transformed into a bulk material logistics industrial park and a new coal storage and distribution base integrating "transportation, storage and distribution". The coal storage and blending base gives full play to the advantages of strong railway arrival and departure capacity and yard resources, radiates and serves the surrounding customers, and activates idle assets. By the end of
2022, the coal storage and blending base was listed as the national strategic coal reserve base by Anhui Energy Bureau, with an annual coal delivery volume of 800000 tons to 1 million tons. In addition, the base can also be used as a storage and transportation trade base for grain, steel, sand and building materials, which is conducive to promoting the economic development of the surrounding areas.
In addition, Huaibei Mining Group uses the production system, lifting system, underground and ground transportation system, office building, industrial site, power supply system and other idle resources of the original Shuoli Coal Mine, which was closed and withdrawn in August 2019, to develop and apply the underground associated resources of kaolin. Jinyan Kaolin New Material Co., Ltd., a benchmark enterprise of coal-series kaolin new materials, has been established. In 2022, after the completion of the share reform, Jinyan Kaolin New Materials Co., Ltd. was awarded the fourth batch of state-level "Little Giant" enterprises, and successfully listed on the "New Third Board", laying a solid foundation for achieving the goal of listing in 2024.
