Reporters learned that the illegal mining sites of the enterprises involved were located in the state-owned Wohugou Forest Farm in Kazuo County, and most of the damaged forests were second-level national public welfare forests. At present, the local police have investigated two cases of illegal mining and destruction of forest land by the enterprises involved, and Li Mou, the legal representative of Fuxin Mining, has been taken criminal compulsory measures of bail pending trial.
The businesswoman's real-name report of relatives stealing mines and destroying forests
shows that the registered capital of Kazuo Fuxin Mining Co., Ltd. (Hereinafter referred to as Fuxin Mining) is 10 million yuan, mainly engaged in non-metallic mining, processing and other business. Xu Baoyun, the informant, told the New Yellow River reporter that she was the legal representative of the fourth mining area of Fuxin Mining (Leixin Gravel Factory in Kazuo County). Since 2018, Li and others have stolen tens of millions of tons of Baiyun ore near the fourth mining area, making hundreds of millions of yuan and destroying about 200 mu of public welfare forest. According to aerial photographs provided by Chaoyang Huayu Surveying and Mapping Service Co., Ltd., a third-party surveying and mapping agency, there are four mining pits in and around Leixin Gravel Factory, with a total area of about 228 mu.

. Xu Baoyun said that she was related to Li Mou, who was her brother-in-law. In 2012, Xu Baoyun set up Leixin Stone Crushing Factory solely, with Li Mou as manager in charge of specific business. "In 2015, Li used fake signatures and handprints to change the legal person of Leixin Stone Gravel Factory into himself. I didn't know at that time, and then we had a deadlock.". Later, Li set up Fuxin Mining Co., Ltd. in Kazuo County, and through policy adjustment, he harvested the fourth mining area of Fuxin Mining. All these years, Li was in charge of the gravel factory. In order to make money, he dug up the mountains outside the mining area.
Because the two sides have differences on the ownership of Leixin Stone Crushing Plant, the contradiction is deepened. In the first half of 2023, Xu Baoyun reported Li's suspected illegal activities such as stealing dolomite mines and destroying forest land to the 14th Inspection Group of Liaoning Provincial Committee. On August 2, the public welfare forest of the state-owned forest farm was destroyed
due to the illegal mining of ore. The reporter of the New Yellow River learned in Kazuo County that Fuxin Mining and its fourth mining area were indeed investigated. Reporters learned that the destroyed forest land was owned by the state-owned Wohugou Forest Farm in Kazuo County. The accident investigation team confirmed that the accident was a underreport of production safety responsibility accident.
