On August 1, the Public Resources Management and Trading Center of Chizhou City, Anhui Province issued a preliminary bidding plan for the project of Kejiacun Mine Deep Processing Industrial Park of Anhui Jiaotong Dongliu New Materials Co., Ltd., with an estimated investment of about 1.4 billion yuan.
According to the Digital Building Materials DataBM. Com, Kejiacun Mine Deep Processing Industrial Park Project of Anhui Jiaotong Dongliu New Materials Co., Ltd. is located in Dongliu Town Industrial Park, Dongzhi County, Chizhou City, covering an area of about 560 mu, about 27 km from Kejiacun Mining Area and about 5 km from the planned public wharf of Dongliu Port on the Yangtze River. It is planned to build a production line of 60 million tons/year of dolomite for flux, limestone rock for flux, building aggregate and water stabilized aggregate.
The project is implemented in two phases, of which the design capacity of the first phase is 30 million tons per year, including four dolomite building aggregate production lines, one water-stabilized aggregate production line and one limestone screening production line. The second phase of the project has a design capacity of 30 million tons per year, including six dolomite aggregate production lines. The ores are transported by belt conveyor to the production line of the industrial park for processing. The finished products are mainly transported by belt conveyor to the public wharf of Dongliu Port and then exported by ship in bulk. Some finished products are transported by automobile for local sale. The project includes but not limited to the semi-finished product storage workshop, the first screening workshop, the crushing and shaping workshop, the second screening and sand making workshop, the third screening workshop, the powder selection workshop, the finished product storage workshop, the flux limestone screening workshop, the water stable aggregate screening workshop, the automobile delivery workshop, the stone powder warehouse, the power distribution room, the auxiliary room, the office and living area and other related buildings in the industrial park. The main work of the
project includes but not limited to the following contents: the construction planning report of the industrial park, the survey, design and digitalization related work, the general contracting management of the project, the equipment procurement, the project construction to the completion acceptance of the project (including the compilation and collation of the completion acceptance data), and the project handover according to the requirements of the employer. Complete and cooperate with relevant departments in settlement, project warranty, etc. Qualifications of the bidder
to be set up:
1. The bidder must have the following qualification requirements
at the same time: (1) having independent legal personality and valid business license;
(2) Possess one of the following engineering survey qualifications:
① Class A comprehensive engineering survey qualification;
② Class A geotechnical engineering qualification of engineering survey;
③ Class A geotechnical engineering qualification of engineering survey (geotechnical engineering survey (subitem));
(3) Possess one of the following engineering design qualifications:
① Class A comprehensive engineering design qualification;
② Class A engineering design qualification in building materials industry;
③ Class A design qualification in building materials industry (non-metallic mineral and raw material preparation engineering);
(4) It has the qualification of general contracting of mining engineering construction at Grade I or above and the qualification of general contracting of construction engineering at Grade I or above; it has a valid safety production license.
2. Requirements for the main person in charge of the project:
(1) The project manager to be appointed must have the title of senior engineer or above, the qualification of first-class registered constructor of mining engineering or construction engineering, and the valid certificate B of safety production assessment;
(2) Survey principal: must have the title of senior engineer or above and the qualification of registered civil engineer (geotechnical);
(3) Design principal: must have the title of senior engineer or above (highway engineering related specialty) and be the registered personnel of the bidding unit;
(4) Person in charge of construction: must have the title of senior engineer or above and the qualification of first-class registered constructor of mining engineering or construction engineering, and have valid certificate B of safety production assessment. At present, they do not work in other projects or work in other projects but can withdraw from the project after winning the bid (provide a letter of commitment (self-commitment is enough)).
3. Performance requirements of the bidder:
the bidder has undertaken the design performance or EPC general contracting performance of the aggregate production system with a production scale of not less than 5 million tons/year since January 1, 2018 (the performance time is subject to the time of signing the contract) (the scanned copy of the original contract agreement must be provided).
