On April 13, the Henan Provincial Department of Industry and Information Technology released the implementation of the second round of central ecological environment protection supervision and rectification. The announcement shows that by the end of 2022, there will be no new production capacity in key industries such as steel, coal, cement, electrolytic aluminum, flat glass (excluding photovoltaic rolled glass), alumina and coking in Henan Province.
First, the overall development
of our office has always adhered to the fundamental direction of high-quality development, highlighted the source of governance, strengthened responsibility, accelerated the adjustment of industrial structure as the core, focused on the implementation of the responsibility of ecological environment protection, unswervingly took the road of ecological priority and green development, and promoted the high-quality development of manufacturing industry in our province. Focus on the current central ecological environment protection supervision feedback problem rectification, strengthen the target guidance, pay close attention to the implementation of measures, and firmly promote the rectification of key tasks.
(1) Strengthen organizational leadership. The Party Group of the Office has earnestly assumed the main responsibility of supervision and rectification, and has set up the second round of the Central Leading Group for Supervision and Rectification of Eco-environmental Protection in the Office, with the Secretary and Director of the Party Group of the Office as the group leader and the relevant members of the leading group as the deputy group leader, so as to do a good job in the rectification work in their respective areas of responsibility. The members are composed of the main responsible comrades of the relevant business offices, who are specifically responsible for the rectification and implementation of the supervision and rectification matters, thus forming an effective rectification force to jointly promote the implementation of the rectification matters in our office.
(Two) improve the working mechanism. Closely around the requirements of supervision feedback and supervision rectification work, the Party group of the hall earnestly studied and comprehended, deeply analyzed the reasons, carried out one by one, and studied the rectification measures one by one. The rectification plan of Henan Provincial Department of Industry and Information Technology on the feedback of the second round of central supervision of ecological environment protection and the four lists of responsibility of Henan Provincial Department of Industry and Information Technology for the rectification of central supervision of ecological environment protection have been formulated, and 13 rectification measures have been determined to form a list of problems and tasks. The rectification objectives, rectification measures, rectification time limit, responsible offices and responsible persons are clearly defined, so as to ensure that the objectives, measures, progress and responsibilities are in place.
(3) Vigorously implement measures. The Party Group of the Office insists on immediate reform, immediate reform and comprehensive rectification of the rectification problems related to the supervision feedback of our office. According to the division of key tasks of the rectification plan, the leading group of the rectification work in the office, in accordance with the "four lists" and the "timetable" and "road map" determined by the rectification plan, carries out account-based and market-based management, carries out monthly dispatch, timely analyses and judges the progress of the rectification, and speeds up the progress, so as to complete one marketing number and ensure that the key tasks are completed on time. The long-term progress has been carried out in an orderly manner as planned.
2. The Party Group of the Office of Major Achievements
takes this rectification and implementation work as an opportunity to draw inferences from each other, fully fulfill the responsibilities of the provincial Party Committee and the provincial government for the protection of the ecological environment of the Office, and make every effort to carry out the work of pollution prevention and control in the industrial field.
(1) Promoting green manufacturing. Encouraging enterprises to promote green manufacturing, 111 national and provincial green factories, 11 green parks, 31 green supply chain management demonstration enterprises and 77 green design products have been established since the task of rectification was issued in 2021; Nineteen enterprises were selected into the list of national and provincial energy efficiency and water efficiency "leaders", seven enterprises were rated as national green design demonstration enterprises, two energy-saving technologies, five types of energy-saving equipment products entered the announcement catalogue of energy-saving technology and equipment and products of the Ministry of Industry and Information Technology, and enterprises with standard conditions for environmental protection equipment manufacturing industry, and one enterprise was selected as enterprises with standard conditions for environmental protection equipment manufacturing industry. It has carried out energy-saving monitoring for 413 enterprises and data centers, provided energy-saving diagnostic services for 400 enterprises, and carried out energy efficiency benchmarking activities in eight key industries. He wrote the Research Report on Industrial Carbon Peak in Henan Province, drafted and compiled the Implementation Plan of Industrial Carbon Peak in Henan Province and the Action Plan of Carbon Peak in Four Key Industries, including Iron and Steel, Building Materials, Non-ferrous Metals and Petrochemical Industry. Focusing on pollution prevention and control, we vigorously implemented in-depth treatment of industrial enterprises, completed 2681 cleaner production transformation projects, 2728 enterprises completed VOCs source substitution, and 652 enterprises completed efficient treatment processes.
(Two) carry out comprehensive utilization of resources. Promote the establishment of national industrial resources comprehensive utilization bases in Zhengzhou, Luoyang, Anyang and Jiaozuo, and complete 63 key projects; To organize and carry out the standardized management of the comprehensive utilization of renewable resources industry, since the task of rectification was issued in 2021, 20 enterprises of comprehensive utilization of scrap iron and steel, 5 enterprises of waste plastics and 3 enterprises of comprehensive utilization of waste power batteries have been included in the announcement management of the national standard conditions (access). It has achieved 16.28 million tons of scrap iron and steel processing, 131400 tons of scrap plastics recycling, 81000 tons of scrap tire recycled rubber, 35500 retreaded tires and 50500 tons of scrap tire pyrolysis. Recycle 7,903 tons of waste power batteries for new energy vehicles, cascade utilization of 7,411.65 tons, and recycling of 49.
(3) Accelerate the elimination of backward production capacity. As the leading unit of eliminating backward production capacity in Henan Province, our office issues the Work Program of Henan Province's Annual Utilization of Comprehensive Standards to Promote the Withdrawal of Backward Production Capacity in accordance with the Law and Regulations every year, focusing on the industries of iron and steel, coal, cement, electrolytic aluminium and flat glass, and in accordance with the Comprehensive Standard System for Eliminating Backward Production Capacity in Henan Province (2020 edition). Implementing local responsibilities, further promoting market-oriented, legalized and normalized working mechanisms, and promoting a number of backward production capacity, such as energy consumption, environmental protection, safety, technology failing to meet standards and production of substandard products or eliminated production capacity, to be shut down and withdrawn in accordance with the law and regulations. In 2021, the province eliminated 112 sets of backward production equipment from 8 enterprises. In 2022, the province eliminated 74 sets of backward production equipment from 8 enterprises and closed 4 coal mines with a capacity of 1.41 million tons per year. By the end of 2022, there will be no new capacity in key industries such as steel, coal, cement, electrolytic aluminum, flat glass (excluding photovoltaic rolled glass), alumina and coking.
(4) To guide and promote the relocation and transformation of heavily polluting enterprises in urban built-up areas. Every year, the Circular on Relocation and Transformation of Heavily Polluted Industrial Enterprises in Urban Built-up Areas is issued to guide prefectures and municipalities to do a good job in service, acceptance and marketing of enterprise relocation and transformation. A total of 170 enterprises in the province have been included in the relocation and transformation task, 162 of which have been completed, and the task is progressing in an orderly manner in accordance with the annual plan to ensure that it is completed by the end of 2025.
(5) Accelerating the popularization and application of new energy vehicles. The provincial government was requested to issue the Implementation Plan for Accelerating the Development of New Energy Automobile Industry in Henan Province, the Guiding Opinions on Further Accelerating the Development of New Energy Automobile Industry, and to revise and improve the Management Measures for Road T esting and Demonstration of Intelligent Network United Automobile in Henan Province (Trial Implementation). Our province has 15 qualified enterprises for the production of new energy vehicles, and has promoted the application of more than 917000 new energy vehicles. A total of 3967 public charging stations, 37 power exchange stations, 26 hydrogenation stations and public charging piles
have been built. Our office will continue to promote the central supervision and rectification of ecological environment protection, study and implement Xi Jinping's ecological civilization thought in depth, and take this rectification as an opportunity to further improve the political position and strengthen the concept of green development. Accelerate the construction of green manufacturing system, actively carry out comprehensive utilization of resources, accelerate the elimination of backward production capacity, promote the relocation and transformation of heavily polluting enterprises in urban built-up areas, accelerate the popularization and application of new energy vehicles, comprehensively promote high-quality economic and social development and high-quality protection of ecological environment, and accelerate the construction of beautiful Henan.
