Recently, Lu'an City issued the revised "Opinions on Strengthening the Management of Sand and Stone Resources in the City" (hereinafter referred to as "Opinions") to further strengthen the management of sand and stone resources in the city. Strengthen the supervision over the exploitation and utilization of sand and gravel resources such as river sand and gravel, mine sand and gravel, machine-made sand, sand and gravel buried in the transferred land involved in the project construction, geological hazard elimination and tailings reservoir, effectively alleviate the contradiction between supply and demand of sand and gravel in the construction market, realize the sustainable utilization of sand and gravel resources, and promote the economic and social development of Lu'an City.
It is reported that in order to prevent the loss of state-owned resources, ensure the benign supply of sand and gravel resources market, speed up the construction of a long-term mechanism for the management of sand and gravel resources with strong control, balanced supply and demand, R easonable price, green environmental protection, high quality and high efficiency, and further improve the management level of the sand and gravel industry in Lu'an City, according to the requirements of the Opinions, this paper puts forward the following suggestions: Lu'an City will find out the base number of mineral sand and gravel resources and river sand and gravel resources in the whole city, carry out a survey of the market demand for mineral sand and gravel, and on the basis of a comprehensive survey, scientifically work out the layout plan for the utilization of sand and gravel resources outside the scope of river management, the river sand mining plan, and formulate an annual implementation plan. The Opinion points out that the examination and approval of sand mining permits in rivers should be strictly enforced, the management of mining, transportation and sales should be strengthened, the investigation and punishment of sand-related violations should be strengthened, and the sustainable utilization of sand and gravel resources should be promoted. The Opinion points out that the management of sand and gravel resources should be carried out at different levels and territorial management, and the main body of management responsibility of county and district people's governments and the supervision responsibility of relevant departments at the municipal level are clearly defined.
The Opinion calls for strengthening the management of mine mechanism sand and gravel enterprises, strengthening the supervision of unconventional sand and gravel resources and strengthening policy support to promote the development of mine mechanism sand and gravel industry. In addition, Lu'an City will also strengthen the assessment, including the sand and gravel resources management in the government target performance appraisal system; strengthen the scientific and technological support, establish the sand and gravel management information supervision platform to implement the whole process of supervision; strengthen the publicity and guidance, carry out the publicity and education of sand and gravel resources management laws and regulations, give full play to the supervision role of the masses, and set up positive and negative examples.
