Have the qualification of general contracting of power engineering construction at level 3 or above or the qualification of undertaking installation (repair and test) of power facilities (the type and grade of the license are undertaking installation, repair and test at level 4 or above), and have the safety production license issued by the competent construction administrative department within the validity period. At the same time, it is also necessary to have the qualification of Grade A comprehensive engineering design or Grade B or above of engineering design power industry or Grade B or above of engineering design power industry (new energy power generation). the proposed project manager shall have the qualification of constructor at or above the first level and the valid certificate of safety production assessment (B certificate), and have a similar performance that has been completed, and shall provide the key pages of the contract, the seal pages of both parties to the contract and other performance certification documents and completion certification materials. The labor contract and the social insurance payment certificate of the unit for more than six consecutive months in 2023 shall also be provided, and the proposed project manager is required not to hold the position of the project under construction at the time of bidding and to promise not to hold any position of other projects after winning the bid.
Reputation requirement:
the bidder is not in the state of being ordered to suspend business, property being taken over, frozen or bankrupt. Bidders listed in the list of discredited persons, parties involved in major tax violations and records of serious violations of law and dishonesty in government procurement shall refuse to participate in the bidding activities of this project. If the person in charge of the unit is the same person or different units with holding or management relationship, they shall not participate in the bidding of the project at the same time. Consortium bidding is accepted for
this project, and each party of the consortium shall sign a consortium agreement in accordance with the format provided in the bidding documents to clarify the rights and obligations of the consortium leader and each party. At the same time, each party of the consortium shall not bid in its own name or participate in other consortia in this bidding project.
