On November 28, the Bureau of Ecology and Environment of Xing'an League issued a public announcement on the acceptance of environmental impact assessment documents for part of the hydrogen production project of Xing'an League Jingneng Coal Chemical Renewable Energy Green Hydrogen Substitution Demonstration Project. According to
the public information, the total investment of the project is 112657 65000 yuan, the total area of the project plant is 164306 m2, the construction area is 60968 m2 , the construction unit is Inner Mongolia Jingneng Ulan Wind Power Co., Ltd., the project is located in the Economic and Technological Development Zone of Xing'an League, and the construction unit is located in the Economic and Technological Development Zone of Xing'an League. The construction period is from November 2023 to August 2024. The construction scale and contents are as follows:

The project is provided with 60 sets of alkaline electrolyzers, and the hydrogen yield of a single electrolyzer is 1000Nm ³/H. The maximum hydrogen production efficiency is 60000 Nm ³/H, and the average hydrogen production efficiency is 33500 Nm ³/H. The annual hydrogen production is 26,000 tons.
Hydrogen energy is a kind of abundant, green, low-carbon and widely used secondary energy, which is of great significance for building a clean, low-carbon, safe and efficient energy system and achieving the goal of carbon peak and carbon neutralization. Inner Mongolia is rich in energy resources and has a wide range of hydrogen energy sources, which has great potential for hydrogen production.
According to the autonomous region's "14th Five-Year" new energy doubling plan, by 2025, the installed capacity of new energy power generation in Inner Mongolia will exceed 100 million kilowatts, ranking first in the country, with good conditions for the development of large-scale hydrogen production from new energy, and the existing potential hydrogen production capacity from new energy will exceed 3.3 million tons. Chlor-alkali, coking and other industries in the autonomous region are rich in by-product hydrogen resources. According to preliminary estimates by relevant agencies, the industrial by-product hydrogen in the autonomous region exceeds 1.3 million tons, which has the cost advantage of large-scale utilization. On this basis, Inner Mongolia Jingneng Wulan Wind Power Co., Ltd. intends to carry out the demonstration project of green hydrogen substitution for renewable energy of Jingneng Coal Chemical Industry in Xing'an League-hydrogen production project.
The project is located in the Economic Development Zone of Xing'an League, Inner Mongolia. It uses the electricity generated by the supporting wind power station to electrolyze water to produce hydrogen, which is used as raw material for chemical production in the downstream synthetic ammonia project. It is of great significance to promote the development of hydrogen energy industry in Inner Mongolia and achieve regional carbon emission reduction and carbon neutralization.
