On November 21, Chongqing Municipal Bureau of Ecology and Environment issued a notice on the verification and review of carbon emissions of key emission units in other industries other than power generation in the national carbon market in 2022.
According to the notice, 28 cement enterprises such as Chongqing Nantong Special Cement Co., Ltd. and Chongqing Xinjianan Building Materials Co., Ltd. were included in the carbon emission verification list of key emission units in other industries besides power generation in the national carbon market in 2022.

Relevant verification agencies:
in accordance with the requirements of the Measures for the Administration of Carbon Emission Trading (Trial) (Decree No.19 of the Ministry of Ecology and Environment of the People's Republic of China) and the Notice on Reporting and Verification of Greenhouse Gas Emissions of Enterprises in Some Key Industries from 2023 to 2025 (Huan Ban Climate Letter [2023] No.332), The relevant matters concerning the organization of the verification and review of carbon emissions of key emission units in other industries other than power generation in the national carbon market in 2022 are hereby notified as follows.
1. Verification work arrangement
(1) General requirements. Relevant verification agencies shall follow the technical specifications and relevant requirements of the Guidelines for the Verification of Enterprise Greenhouse Gas Emission Reports (Trial Implementation) (Climate Letter No.2021) and the Notice on the Reporting and Verification of Greenhouse Gas Emissions of Enterprises in Some Key Industries from 2023 to 2025 (Climate Letter No.2023). Carry out carbon emission verification in 2022 for key emission units in other industries other than power generation within the division of tasks (see annex), and deliver the verification results with quality and quantity guaranteed. If it is included in the scope of review, it shall also rectify the verification results according to the review opinions, and guide the key emission units to rectify the emission reports accordingly.
(2) Working time limit. The carbon emission verification of key emission units in other industries outside the national carbon market will be completed by November 30, 2023.
(3) Submission of information. Relevant verification organizations shall submit the following materials to the Municipal Bureau of Ecology and Environment:
1. Submit the Verification Work Plan for Key Emission Units in Industries Other than Power Generation before November 20, 2023;
2. According to the unified requirements of the Ministry of Ecology and Environment, complete the submission of relevant information on the verification end of the national carbon market management platform on time;
3. Submit the verification results. Two copies of the verification report affixed with the official seal of the key emission unit and the verification organization, one copy of the scanned PDF version, one copy of the Word version of the verification report, one copy of the relevant supporting materials (electronic version) in the verification process, and one copy of the final version of the carbon emission report of the key emission unit after verification (review).
2. Review work arrangement
(1) General requirements. After the completion of the carbon emission verification, the Chongqing Climate Change Development Center (Chongqing Resources and Environment Trading Center) shall review the verification results in accordance with the relevant requirements of the Municipal Bureau of Ecology and Environment, urge the verification agencies to complete the corresponding rectification according to the review opinions, submit the review results, and evaluate the quality of the verification.
(2) Working time limit. The review of key emission units in other industries outside the national carbon market will be completed by December 20, 2023.
3. Other requirements
(1) The funds for the verification and review of carbon emissions shall be uniformly arranged by the municipal finance, and the verification agencies and review units shall not charge any fees to the key emission units.
(II) The relevant verification organization shall carry out the verification work independently, objectively and impartially, and the verification results shall be signed and confirmed by the key emission units, and shall be responsible for the authenticity, completeness and accuracy of the verification data. The Municipal Ecological Environment Bureau will evaluate the verification quality according to the management system of the verification work.
(3) Relevant verification agencies and review units shall, in accordance with the relevant provisions of the state and our city, strictly observe the discipline of confidentiality, verification and review, and shall be dealt with in accordance with the law in case of violation.
(4) Relevant key emission units should attach great importance to it, fully cooperate with the verification and review of carbon emissions, provide necessary data and information, and ensure that the contents are true, complete and accurate. Relevant district and county ecological environment bureaus should strengthen supervision and guidance to ensure the smooth development of relevant work.
