First, support young talents to settle down in Zhengzhou. Young talents who come to Zhengxin for employment within three years after graduation will purchase new commercial housing for the first time in Zhengxin from now on to December 31, 2023 and complete the payment of deed tax (subject to the time of signing the purchase contract online). On the basis of enjoying the original purchase subsidy for young talents, the development zones, districts and counties (cities) will grant the purchase deed tax subsidy according to the proportion of 100%.
2. Implementing the policy of subsidizing the purchase of houses for families with many children. In line with the national fertility policy, families with two or three children and minor children who purchase new commercial housing in Zhengzhou from now on to December 31, 2023 and complete the payment of deed tax (subject to the time of signing the purchase contract online) will be given a one-time monetary subsidy of 20000 yuan for two-child families and 30000 yuan for three-child families by the development zones, districts and counties (cities).
3. Implementing the subsidy policy of deed tax for house purchase. From now on to December 31, 2023, those who purchase new commercial housing in Zhengzhou and complete the payment of deed tax (subject to the time of signing the purchase contract online, not limited to household registration), the development zones, districts and counties (cities) may, according to the actual situation, grant a certain proportion of the purchase deed tax subsidy, which shall be paid in monetary form at one time.
Fourth, to meet the demand for improved housing. Fifth, do a good job of financial credit support. We will implement a long-term mechanism for the dynamic adjustment of the interest rate policy for individual housing loans for newly issued first homes, and timely adjust the lower limit of the interest rate for commercial loans for newly issued first homes in our city in light of the assessment. We will implement the policy of "recognizing housing but not recognizing loans" to meet the needs of rigid demand and improved housing to a greater extent.
Six, increase the support of provident fund. Timely introduction of housing provident fund withdrawal and loan support policies, for families with two or more children and one minor child, families who use provident fund loans for the first time to purchase improved housing, when withdrawing housing provident fund and applying for housing provident fund loans, the implementation of differentiated preferential support policies.
Seven, reduce housing transaction taxes and fees. From October 1, 2022 to December 31, 2023, if a house is re-purchased within one year after the sale of its own house, the personal income tax paid for the sale of the current house shall be refunded. If the amount of the newly purchased house is more than or equal to the amount of the current house transfer, all the individual income tax already paid shall be refunded; if the amount of the newly purchased house is less than amount of the current house transfer, the individual income tax already paid for the sale of the current house shall be refunded according to the proportion of the amount of the newly purchased house to the amount of the current house transfer. Individual income tax shall be temporarily exempted from the income derived from the transfer of a house for personal use for more than five years and which is the only house for family use. Individuals who purchase housing for more than 2 years (including 2 years) and sell it to the outside world shall be exempted from value-added tax.
Eight, stabilize housing consumption expectations. Commercial banks in Zhengzhou are encouraged to adjust the interest rate of individual housing loans in stock in an orderly manner according to law, guide the interest rate of individual housing loans and the down payment ratio downward, and stabilize the consumption expectations of residents.
9. Promoting the sale of existing commercial housing. We will steadily promote the pilot project of "selling existing houses" in commercial housing, focusing on one pilot project in Zhengdong New District and one in Huiji District.
Ten, improve the quality of commercial housing. Increase the supply of low-density and high-quality commercial residential land, promote the construction of three-dimensional ecological buildings, promote the intensive, supporting, refined and green development of housing construction, and comprehensively improve the quality of new commercial housing.
11. Accelerate the simultaneous development of rent and purchase. We will actively cultivate specialized and large-scale housing rental enterprises, raise housing rental resources through various channels, such as new construction, reconstruction and inventory revitalization, and build a multi-level long-term rental housing supply system. Actively guide state-owned platform companies and social capital as the main body of investment, purchase eligible stock housing for affordable rental housing, talent apartments.
12. Steadily promote the transformation of villages in cities and urban renewal. Housing expropriation involved in urban village reconstruction and urban renewal is mainly implemented through monetization such as purchasing commercial housing and issuing resettlement tickets. Resettlement houses that have not yet started construction are mainly monetized resettlement in principle.
Thirteen, standardize the intermediary service of second-hand housing transactions. Strictly implement the system of clearly marked prices for brokerage institutions, and strictly prohibit the manipulation of brokerage service charges. We will speed up the construction of real estate supermarkets, create an open and transparent market environment, and encourage real estate brokers to provide one-stop services and one-time fees.
Fourteen, implement the preferential policy of land payment in installments. In land bidding, auction and listing activities, bank guarantee (pay-on-demand type) is added as a way of performance guarantee for bidders to participate in land bidding. Development projects that pay land funds by stages in accordance with preferential policies, have paid no less than 50% of the land transfer fee, and may apply for permission for construction project planning before obtaining the certificate of real property rights of land. Referring to the Summary of the Special Meeting on Centralized Supply of Residential Land of Zhengzhou Municipal People's Government in 2022 (Zheng Zheng Hui Ji (2022) No.13), we can apply for the construction permit of construction projects and intervene in the supervision of quality and safety in advance.
15. Trial implementation of pre-sale of underground parking spaces. If the overall acceptance of underground parking spaces and garages of non-civil air defense projects in real estate development projects is qualified, the pre-sale permit can be handled simultaneously with the commercial housing.
