In order to implement the spirit of the 20th National Congress of the Communist Party of China, improve the policy of supporting green development, actively and steadily promote carbon peak and carbon neutralization, do a good job in the full coverage of renewable energy green power certificates, promote renewable energy power consumption, ensure renewable energy power consumption, and serve energy security and green low-carbon transformation, the relevant matters are hereby notified as follows.

On August 3, the State Development and Reform Commission, the Ministry of Finance and the State Energy Administration jointly issued a circular on promoting the consumption of renewable energy power through full coverage of renewable energy green power certificates.

to thoroughly implement the spirit of the 20th National Congress of the CPC and the new energy security strategy of General Secretary Xi Jinping's "Four Revolutions and One Cooperation", to implement the decision-making and deployment of the CPC Central Committee and the State Council, to further improve and perfect the system of green power certificates for renewable energy (hereinafter referred to as green certificates), to clarify the scope of application of green certificates, to standardize the issuance of green certificates, and to improve green certificates. We should expand the consumption of green electricity, improve the application of green certificates, realize the full coverage of green certificates for renewable energy power, further play the role of green certificates in building a green low-carbon environmental value system for renewable energy power, promoting the development and utilization of renewable energy, and guiding the green consumption of the whole society. It will provide strong support for ensuring the safe and reliable supply of energy, achieving the goal of carbon peak and carbon neutrality, and promoting the green low-carbon transformation and high-quality development of the economy and society.

2. To clarify the scope of application of green certificates

(1) Green certificates are the only proof of the environmental attributes of renewable energy power in China and the only proof of the production and consumption of renewable energy power.

(2) The State shall issue green certificates to eligible renewable energy electricity, and one green certificate unit shall correspond to 1000 kilowatt-hours of renewable energy electricity.

(III) As the renewable energy electricity consumption certificate, the green certificate is used for renewable energy electricity consumption accounting, renewable energy electricity consumption certification, etc. Among them, the tradable green certificate can be used as the renewable energy electricity consumption certificate, and can also be transferred between power generation enterprises and users by participating in green certificate and green electricity trading. The State Development and Reform Commission and the State Energy Administration are responsible for determining the scope of issuing tradable green certificates and adjusting them dynamically according to the production and consumption of renewable energy power.

3. Standardize the issuance

of green certificates (4) The National Energy Administration is responsible for the management of green certificates. In principle, the issuance of green certificates is based on the data provided by power grid enterprises and power trading institutions, and checked with the data provided by power generation enterprises or project owners. The electricity quantity corresponding to the green certificate shall not be repeatedly applied for other certificates of the same attribute in the field of electric power.

(5) To issue green certificates for all the electricity produced by renewable energy power generation projects that have been established and registered in China, such as wind power (including decentralized wind power and offshore wind power), solar power generation (including distributed photovoltaic power generation and photothermal power generation), conventional hydropower, biomass power generation, geothermal power generation and ocean power generation, so as to achieve full coverage of green certificates. Among them,

tradable green certificates will be issued for on-grid electricity of centralized wind power (including offshore wind power) and centralized solar power (including photothermal power) projects.

For the on-grid electricity of decentralized wind power and distributed photovoltaic power generation projects, tradable green certificates shall be issued.

For renewable energy power generation projects such as biomass power generation, geothermal power generation and ocean power generation, tradable green certificates shall be issued.

For conventional hydropower projects in stock, tradable green certificates will not be issued for the time being, and the corresponding green certificates will be transferred directly and gratuitously with the amount of electricity. A tradable green certificate will be issued for the new fully market-oriented conventional hydropower projects put into operation after January 1, 2023 (inclusive).

4. Improve green certificate trading

(6) Green certificates rely on China Green Power Certificate Trading Platform, Beijing Electric Power Trading Center and Guangzhou Electric Power Trading Center to carry out transactions, and expand to other trading platforms recognized by the state in a timely manner. Green certificate trading information should be synchronized to the issuing agencies in real time. At this stage, the tradable green certificate can only be traded once.

(7) Green certificate transactions shall be conducted by means of bilateral negotiation, listing and centralized bidding. In the bilateral negotiation transaction, both parties of the market independently negotiate the quantity and price of the green certificates; the information of the quantity and price of the green certificates in the listing transaction is released on the trading platform; the centralized bidding transaction is organized and carried out in time according to the needs, and the quantity and price of the transaction are defined in accordance with the relevant rules.

(8) For the green certificates of projects that enjoy subsidies from the central government, bilateral consultation and listing shall be adopted in the initial stage, and conditions shall be created to promote the adoption of centralized bidding as soon as possible, and the income of green certificates shall be implemented in accordance with relevant provisions. Fair price (low price) projects, voluntary abandonment of central financial subsidies and expired projects of central financial subsidies, green certificate trading mode is not limited, green certificate income belongs to power generation enterprises or project owners.

5. Do a good job in the application

of green certificates in an orderly manner (9) Support green power trading. If a power trading institution participates in the green power transaction, the corresponding green certificate shall be pushed to the power trading institution in batches by the issuing institution, and the power trading institution shall trade the green certificate together with the green power according to the transaction contract or bilateral negotiation agreement. The transaction contract shall specify the transaction volume and price of the green certificate and the physical electricity respectively.

(10) Accounting for renewable energy consumption. The implementation of renewable energy consumption is not included in the total energy consumption and intensity control, and the National Bureau of Statistics, together with the National Energy Administration, approves the national and regional renewable energy power consumption data.

(11) Certification of green power consumption. With the green certificate as the only certificate for the certification of green power consumption and green power attribute identification of power users, the green power consumption certification standard, system and identification system based on the green certificate are established. The certification institution shall carry out green power consumption certification through the green certificate within two years, and the certification information shall be synchronized to the issuing institution in time from the natural month of power production (inclusive).

(12) Linking up carbon markets. To study and promote the coordination of green certificates with the national carbon emission trading mechanism and the voluntary greenhouse gas emission reduction trading mechanism, so as to better exert the synergy of the system.

(13) Promoting international mutual recognition of green certificates. In principle, China can only apply for the issuance of domestic green certificates for renewable energy, and actively promote the convergence of green consumption and carbon emission reduction systems of international organizations with domestic green certificates without affecting the realization of the goal of national independent contribution. We will strengthen the research and formulation of international standards for green certificate issuance, measurement and trading, and enhance the international influence of green certificates.

6. Encourage green power consumption

(14) Deeply publicize and promote green certificates, create an atmosphere of renewable energy power consumption in the whole society, and encourage all energy-using units to take the initiative to assume social responsibility for renewable energy power consumption. Multinational corporations and their industrial chain enterprises, export-oriented enterprises and leading enterprises in the industry are encouraged to purchase green certificates and use green electricity to play a leading role in demonstration. Promote central enterprises, local state-owned enterprises, organs and institutions to play a leading role and steadily increase the proportion of green electricity consumption. Strengthen the responsibility of high energy-consuming enterprises for green electricity consumption, and improve the level of green electricity consumption as required. We will support key enterprises, parks and cities to consume a high proportion of green power, and build green power enterprises, green power parks and green power cities.

7. Strictly guard against and strictly investigate and punish fraudulent acts

(15) Strictly guard against and strictly investigate and punish fraudulent acts in the process of green certificate issuance, trading and green electricity trading. Strengthen the supervision of power grid enterprises, power trading institutions and power dispatching institutions, and do a good job in checking the data provided by power generation enterprises or project owners. Organize and carry out spot checks on the work related to green certificates in a timely manner, and urge the rectification of fraudulent acts found in spot checks by means of notification, interview, cancellation of issuance and trading within a certain period of time, and transfer major violations of rules and regulations to discipline inspection, supervision and auditing departments in accordance with procedures.

8. Strengthen the organization and implementation

(16) The green certificate issuing agency shall design a unified number of green certificates in accordance with the national renewable energy power generation project filing and card assignment rules, formulate relevant technical standards and norms for encryption, anti-counterfeiting, interactive sharing of green certificate-related information, and build a national green certificate issuing and trading system. We will do a good job in issuing, trading and transferring green certificates in an all-round way, publicize information on issuing and trading green certificates, do a good job in anti-counterfeiting inspection of green certificates, and strengthen data sharing of green certificates and renewable energy consumption.

(17) Power grid enterprises and power trading institutions shall provide timely information required for the issuance of green certificates and participate in the formulation of relevant technical standards and norms. Power generation enterprises or project owners should provide project electricity information or electricity settlement materials as a reference for checking. For projects where power grid enterprises and power trading institutions cannot provide the information required for the issuance of green certificates, in principle, the power generation enterprises or project owners shall provide the information required for the issuance of green certificates.

(18) All power generation enterprises or project owners shall establish files and cards in a timely manner. Each energy-using unit, power generation enterprise or project owner that has established a file card shall register an account in the national green certificate issuance and trading system in accordance with the green certificate issuance and trading rules for the issuance and trading of green certificates. Provincial special accounts are uniformly allocated by green certificate issuing agencies and managed by provincial development and reform and energy departments as a whole for accepting green certificates transferred free of charge.

(19) The National Energy Administration is responsible for formulating rules for the issuance and trading of green certificates, organizing the issuance and trading of green certificates, supervising and managing the implementation, and timely adjusting and improving policies and measures in conjunction with relevant departments according to the implementation, so as to jointly promote the continuous expansion of the scale and application scenarios of green certificate trading. The dispatched agencies of the National Energy Administration shall supervise the implementation of the green certificate system within their jurisdiction and put forward supervision opinions and suggestions in a timely manner.

(20) The Notice on the Trial Implementation of the Renewable Energy Green Power Certificate Issuance and Voluntary Subscription Trading System (FGNY [2017] No.132) shall be abolished immediately.
