On August 4, the National Development and Reform Commission and the Energy Administration issued a circular on the weight of responsibility for renewable energy power consumption and related matters in 2023.
The notice requires that the weight of renewable energy power consumption responsibility in 2023 is a binding index, and all provinces (autonomous regions and municipalities directly under the Central Government) shall conduct assessment accordingly; the weight in 2024 is an expected index, and all provinces (autonomous regions and municipalities directly under the Central Government) shall carry out project reserve accordingly. Strictly implement the requirements for the proportion of renewable energy in West-to-East power transmission and trans-provincial and trans-regional transmission channels, and the proportion in 2023 will not be lower than actual implementation in 2022 in principle. By the end of February 2024, the provincial energy authorities, together with the economic operation management departments, will report to the National Development and Reform Commission and the National Energy Administration on the completion of the weight of responsibility for renewable energy power consumption in 2023.

In order to help achieve the goal of carbon peak and carbon neutrality, accelerate the planning and construction of new energy systems, and promote the high-quality development of renewable energy, In accordance with the Notice of the National Development and Reform Commission and the National Energy Administration on Establishing and Improving the Guarantee Mechanism for Renewable Energy Power Consumption (FGNY [2019] No.807), the weight of responsibility for renewable energy power consumption in 2023 and the expected target in 2024 are hereby issued to you, and the relevant matters are notified as follows.
I. The weight of the renewable energy power consumption responsibility in 2023 is a binding indicator, and each province (autonomous region, municipality directly under the Central Government) will conduct assessment accordingly; the weight in 2024 is an expected indicator, and each province (autonomous region, municipality directly under the Central Government) will carry out project reserve accordingly. See Annex 1 for the responsibility weight of each province (autonomous region, municipality directly under the Central Government) for renewable energy power consumption in 2023, and see Annex 2 for the expected target of each province (autonomous region, municipality directly under the Central Government) in 2024.
2. Provinces (autonomous regions and municipalities directly under the Central Government) shall reasonably arrange the guaranteed grid-connected scale of wind power and photovoltaic power generation in their respective provinces (autonomous regions and municipalities directly under the Central Government) according to the weight of non-hydropower consumption responsibility. Strictly implement the requirements for the proportion of renewable energy in West-to-East power transmission and trans-provincial and trans-regional transmission channels, and the proportion in 2023 will not be lower than actual implementation in 2022 in principle.
3. The completion of the responsibility weight of renewable energy power consumption in each provincial administrative region is mainly based on the actual physical power consumption of renewable energy. The completion of the weight of each market entity responsible for consumption shall be based on the renewable energy green power certificate held by itself , and the green certificate issuance transaction shall be carried out in accordance with the relevant provisions.
4. The competent energy departments at the provincial level, together with the economic operation and management departments, shall earnestly assume the leading responsibility, actively promote the construction of renewable energy power in the region in accordance with the weight of consumption responsibility, carry out trans-provincial and trans-regional power transactions, formulate the implementation plan for the consumption of renewable energy power in their respective administrative regions, and earnestly implement the weight to the market entities that assume the responsibility of consumption. By the end of February 2024 , it will report to the National Development and Reform Commission and the National Energy Administration on the completion of the weight of responsibility for renewable energy power consumption in 2023.
5. All power grid enterprises should earnestly assume organizational responsibilities, closely cooperate with provincial energy authorities, organize dispatching, operation and trading departments in accordance with the weight of consumption responsibility, and conscientiously do a good job in grid-connected consumption of renewable energy power, trans-provincial and trans-regional transmission and market transactions. By the end of January 2024, The provincial power grid enterprises affiliated to the State Grid and China Southern Power Grid and Inner Mongolia Electric Power (Group) Co., Ltd. shall report to the provincial energy authorities, the economic operation management departments and the relevant agencies of the National Energy Administration on the completion of renewable energy power consumption in the operating areas and the market entities responsible for consumption in 2023.
6. The dispatched agencies of the National Energy Administration shall earnestly assume the responsibility of supervision, actively coordinate the implementation of grid-connected consumption of renewable energy power and trans-provincial and trans-regional transactions, and supervise the completion of the weight of responsibility for consumption within the regulatory area. By the end of February 2024, the supervision of 2023 will be submitted to the National Development and Reform Commission and the National Energy Administration.
The National Development and Reform Commission and the National Energy Administration will organize the General Institute of Electricity Regulation, the General Institute of Hydropower and the Energy Research Institute of the National Development and Reform Commission to track and monitor the progress of renewable energy power construction and the level of consumption and utilization in each provincial administrative region on a monthly basis, and report the completion of the weight of consumption responsibility in each provincial administrative region on an annual basis.
