On August 2, the Beijing Municipal Development and Reform Commission issued a notice on the public solicitation of fixed assets investment from the municipal government to support photovoltaic power generation projects.

on Public Solicitation of Fixed Assets Investment from the Municipal Government to Support Photovoltaic Power Generation Projects (J.F.G. [2023] No.997

) All relevant units:

In accordance with the Notice of the Beijing Municipal Development and Reform Commission and other four departments on The Circular on the Issuance of Supporting Policies for Promoting the High-quality Development of Photovoltaic Power Generation (Beijing Development and Reform Regulation [2023] 4, hereinafter referred to as "Supporting Policies") requires that, in accordance with the principles of openness, fairness and impartiality, the declaration of photovoltaic projects supported by fixed assets investment of the municipal government should be made through public solicitation and evaluation. Relevant matters are hereby notified as follows:

I. Application Conditions

According to the requirements of the Support Policy, photovoltaic power generation projects applying for subsidies from the municipal government for investment in fixed assets shall meet the following conditions.

(1) The construction site of the project shall be within the scope of the city, conform to the functional orientation of the capital and the two-level planning layout of the urban area, and meet the relevant requirements of the regional ecological environment, urban features and the fifth elevation control. The roof coverage of photovoltaic power generation projects built on the roofs of new public institutions, new parks and new factories should not be less than 50% . The battery modules and inverters applied in the project meet the relevant requirements of the Support Policy.

(2) It is in line with the direction of fixed assets investment support, and will start construction in August 2023 and form a physical workload .

(3) The project declaration unit has no record of serious dishonesty, good operating conditions and sound financial system.

2. Types

of supporting projects (1) Building photovoltaic integration projects with photovoltaic power generation facilities as building components, photovoltaic storage direct-flexible projects, Photovoltaic charging piles and integrated energy service projects using photovoltaic power generation (the scope of support includes: photovoltaic modules and necessary installation of auxiliary systems, inverters, combiner boxes and other distribution systems).

(2) Photovoltaic power generation projects implemented as a whole in industrial parks (recognized by the state, municipal and district levels), infrastructure, old residential areas, public institutions and key projects at the municipal level. When applying for financial support, the project shall be planned as a whole in the fund application report, and in principle, the overall scale of the project shall not be less than 1 MW.

(3) Photovoltaic power generation projects combined with ecological restoration of closed mining areas, ecological upgrading of landfills and construction of facility agriculture.

3. Application and review procedures

(1) Application time: before August 7, 2023.
