After the transformation, the emission concentrations of particulate matter, sulfur dioxide and nitrogen oxides are not higher than 10, 35 and 50 mg/m3 respectively, and the ammonia escape concentration is not higher than 5 mg/m3. To guide cement clinker enterprises to carry out energy-saving technological transformation, after the completion of the transformation, the comprehensive energy consumption of cement clinker is less than or equal to 117 kg standard coal/ton.
3. Key tasks
(1) Promote the construction
of capacity replacement projects, strictly implement the national cement capacity replacement policy, and strictly prohibit new capacity. Promote the merger, reorganization and capacity replacement of cement clinker enterprises with restricted process equipment in the guidance catalogue for industrial structure adjustment. We will implement the reengineering of industrial infrastructure and promote the completion and commissioning of capacity replacement projects in our province.
(2) Promote the high-end transformation and development
of the industry, accelerate the second innovation of traditional building materials products, encourage enterprises to develop and produce new products with independent intellectual property rights, higher added value and market competitiveness, promote product upgrading and upgrade, and promote the development of traditional building materials in accordance with the requirements of the "Three Products" Implementation Plan of Raw Materials Industry. Upgrading the supply grade and level of traditional products. We will guide enterprises to vigorously develop new markets and uses for traditional products, support the development of new products such as fireproof glass, windshield glass for automobiles and high-speed rail, and calcium-magnesium refractories, improve the level of deep processing and added value of products, and constantly enhance the competitive advantage and efficiency of traditional products.
(3) Promote the intelligent transformation and development
of the industry in accordance with the requirements of the Action Plan for Digital Transformation of Intelligent Manufacturing in Building Materials Industry (2021-2023), give full play to the exemplary and leading role of the benchmarking enterprises of intelligent manufacturing in our province, and replicate and promote them in the industry through continuous improvement, iteration and promotion. Enterprises are encouraged to build intelligent factories integrating intelligent production, intelligent operation and maintenance and intelligent management in accordance with the rules and standards for the construction of intelligent factories, so as to effectively improve product quality, operation efficiency, equipment management and safety and environmental protection, and to use three-dimensional simulation, intelligent mining, automatic ore blending, unmanned driving and disaster monitoring. We will accelerate the promotion of advanced technical solutions such as mechanized personnel replacement and automated personnel reduction, equipment inspection and maintenance, and on-line monitoring and testing camps.
(4) Promoting the green transformation and development
of the industry and implementing the national carbon peak and carbon neutralization arrangement, in accordance with the requirements of the "Implementation Plan of Carbon Peak in Building Materials Industry" issued by the four departments and the "Opinions on Implementing the New Development Concept Completely, Accurately and Comprehensively to Do a Good Job in Carbon Peak and Carbon Neutralization Work" issued by the Provincial Party Committee and the Provincial Government. Promote the implementation of the building materials industry carbon peak action plan. Cement clinker enterprises should be guided to carry out energy-saving transformation, such as waste heat power generation of cement clinker rotary kiln, transformation of high-efficiency grate cooler, multi-channel burner technology with large thrust and low primary air volume, energy-saving technology of integrated modular kiln lining, high-efficiency low-resistance preheater system with staged combustion, high-efficiency energy-saving grinding equipment, etc. Promote cement enterprises to carry out normal peak staggering production. Coordinate and promote cement clinker enterprises to complete ultra-low emission transformation in an all-round way. Promote the development of green building materials industry, encourage enterprises to carry out green building materials product certification, research and development and production of green building materials products.
4. Safeguard measures
(1) To strengthen the organization and leadership
of municipal industry and telecommunications departments, we should fully understand the great significance of promoting the transformation of building materials industry and promoting high-quality development, and accelerate the implementation of technological transformation of building materials industry. The municipal people's governments shall take overall responsibility for the technological transformation of enterprises in their respective administrative regions, formulate work programs, introduce relevant measures, guide and encourage enterprises to select the optimal transformation measures according to the actual production and technology, and clarify the specific list of tasks and responsibilities.
