The other two trapped workers were buried deep in the rubble pile. Because of the soft soil and rocks, the use of large machinery may cause collapse again. The fire department dispatched search and rescue dogs to assist in the rescue.
Search and rescue personnel found the hair and hands of the second trapped worker at 3:30 p.m. on the 30th, until the head was exposed at about 5 p.m., and the third worker was found at 8:18 p.m. on the 30th. Search and rescue workers continued to use electric saws and other equipment to break down the iron roof, or dig and carry earth and rocks with their bare hands until 10:55 p.m. on the 30th, when the second trapped worker, surnamed Wu, was rescued. On the afternoon of the 30th, the Taichung City police interviewed the construction contractor surnamed Gu, who was responsible for the construction, and the driver of the excavator surnamed You. After explaining the case, they were transferred to the Taichung District Prosecutor's Office for investigation on suspicion of "causing death by accident.". Taiwan prosecutors also went to the scene to investigate the cause of the accident.
Taichung Mayor Lu Hsiu-yen went in the evening to show concern for the progress of the rescue and to console the families. In a joint interview with the media at that time, she said that the Taichung City Government would rescue them until the last second and would never give up.
According to Taiwanese media reports, Lin Yuxin, chairman of the Taichung City Association of Civil Engineers, explained that the No.7 building was originally under construction, digging a ditch about 100 centimeters deep and 60 centimeters wide, which caused the No.5 building next door to collapse to the right due to sudden decompression and insufficient support strength. The Taichung City Bureau of Labor Affairs said that the demolition of private buildings was under the jurisdiction of the Central District Occupational Safety Center of the Occupational Safety and Health Administration, the competent labor department of the Taiwan authorities. The Taichung City Metropolitan Development Bureau pointed out that after investigation, the collapsed building was located at No.5, Lane 299, a section of Taiwan Avenue. The preliminary judgment was that the No.7 building on the side was involved in improper construction, resulting in the collapse of the No.5 building, which would be ordered to stop work in accordance with the provisions of the Construction Law.
According to previous Taiwanese media reports, Chang Fu-hsing, the head of the local Kuangfu neighborhood in Taichung, said that the collapsed old house No.5 was built during the Japanese occupation period and has a history of more than 100 years, which has been continuously renovated over the past 100 years. When No.7 next door was demolished, the owner of the house suggested that the old house No.5 be rebuilt together, but the owner of No.5 did not agree. At the time of the incident, the old house No.5 was empty and uninhabited. Li Cheng-wei, director of
the Taichung City Metropolitan Development Bureau, said that the building's house number was No.5, which existed in 1950 (the actual construction time was earlier), and that there was an application for preservation registration at that time, which was an old "legal" building.
