Recently, the State Energy Administration issued the Notice of the General Department of the State Energy Administration on Promoting the Large-scale Development of Photothermal Power Generation. Notice requirements: Actively carry out research on large-scale development of solar thermal. The competent energy departments in key provinces of photothermal power generation, such as Inner Mongolia, Gansu, Qinghai and Xinjiang, should actively promote the planning and construction of photothermal power generation projects, timely adjust relevant planning or implementation plans of relevant bases according to research results, coordinate the layout of photovoltaic and photothermal planning, rationally lay out or reserve photothermal sites, and promote the development of photothermal power generation. In the construction of new energy bases in the province, the scale and industrialization of photothermal power generation projects will be promoted synchronously, and the annual start-up scale of photothermal power generation in China will reach about 3 million kilowatts during the 14th Five-Year Plan period.

In combination with the construction of new energy bases in desert, Gobi and desert areas, a number of photothermal power generation projects will be launched as soon as possible. The scale of photothermal power generation is temporarily allocated according to 800000 kilowatts in Inner Mongolia, 700000 kilowatts in Gansu, 1 million kilowatts in Qinghai, 100000 kilowatts in Ningxia and 200000 kilowatts in Xinjiang.

In addition, to optimize the configuration of single unit scale and mirror storage of photothermal power station, in principle, the mirror field area of every 100000 kilowatt power station should not be less than 800000 square meters.

In recent years, our Bureau has organized a number of demonstration projects of solar thermal power generation in various places to promote the continuous improvement of the technical level of solar thermal power generation in China, significantly enhance the supporting capacity of the industry, and thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and promote the large-scale development of solar thermal power generation. To give full play to the role of solar thermal power generation in the new power system with the increasing proportion of new energy, and to help speed up the planning and construction of the new energy system, the relevant matters are hereby notified as follows:

I. Fully understand the significance of the large-scale development of solar thermal power generation. Photothermal power generation has dual functions of peak shaving power supply and energy storage, can realize the regulation and support of new energy with new energy, can provide better long-term peak shaving capacity and moment of inertia for the power system, has the potential of peak shaving and basic power supply in some areas, and is an effective means for new energy to replace traditional energy safely and reliably. At the same time, the long industrial chain of photothermal power generation can digest and upgrade traditional industries such as special glass , steel, cement and molten salt, and also promote the development of new industries such as new materials, precision equipment and intelligent control. The large-scale development and utilization of photothermal power generation will become a new growth point of China's new energy industry.

2. Actively carry out research on large-scale development of photothermal. At present, our Bureau is entrusting the General Institute of Hydropower to take the lead, jointly with the General Institute of Electricity Regulation and the Institute of Electrical Engineering of the Chinese Academy of Sciences, to carry out the investigation and evaluation of photothermal power generation resources in key regions of the country, the research on planning and layout, the research on the practicability of photothermal power generation and wind-photovoltaic power generation , and the demonstration of photothermal power generation technology innovation. The provincial energy authorities are invited to actively support and cooperate with each other and coordinate the provision of data and information required for research. The competent energy departments in key provinces of photothermal power generation, such as Inner Mongolia, Gansu, Qinghai and Xinjiang, should actively promote the planning and construction of photothermal power generation projects, timely adjust relevant planning or implementation plans of relevant bases according to research results, coordinate the layout of photovoltaic and photothermal planning, rationally lay out or reserve photothermal sites, and promote the development of photothermal power generation. 3. In combination with the construction of new energy bases in desert, Gobi and desert areas, a number of photothermal power generation projects will be launched as soon as possible. At present, our Bureau has identified about 1.5 million kilowatts of photothermal power generation projects in the list of the first and second batches of large-scale wind power and photovoltaic base construction projects focusing on desert, Gobi and desert areas. Relevant provinces, regions and enterprises are requested to promote project construction on the premise of ensuring project quality. The photothermal power generation project proposed in the implementation plan of Shagohuang Scenery Base has been reported, and the relevant provincial and regional energy authorities should organize the feasibility study of the project as soon as possible. Wind power and photovoltaic projects in the base are started simultaneously (the scale of photothermal power generation is temporarily allocated according to 800000 kilowatts in Inner Mongolia, 700000 kilowatts in Gansu, 1 million kilowatts in Qinghai, 100000 kilowatts in Ningxia and 200000 kilowatts in Xinjiang).

4. Improve the technical level of photothermal power generation projects. Local energy authorities and enterprises shall give full play to the peak shaving characteristics of solar thermal power generation in the construction of new energy bases, and scientifically and reasonably determine the power supply ratio of local projects; the technical level of proposed and under construction projects shall not be lower than that of national demonstration projects; To optimize the configuration of single unit scale and mirror storage of photothermal power station, in principle, the mirror field area of every 100000 kilowatt power station should not be less than 800000 square meters. Power grid companies are requested to give priority support to the base projects equipped with photothermal power generation in terms of grid connection and dispatching. Conditional provinces and regions are encouraged to study and promulgate supporting policies such as finance, price and land to support the large-scale development of photothermal power generation as soon as possible, and to plan ahead of time a million kilowatt and 10 million kilowatt photothermal power generation base, so as to take the lead in building a photothermal industry cluster.
