We will promote the co-construction and sharing of public infrastructure such as heating, power supply, sewage treatment and reclaimed water reuse, systematically renovate the district pipeline network of sewage treatment plants with abnormal influent concentration, strengthen the centralized storage and disposal of general solid wastes and hazardous wastes, and promote the construction of "green island" projects such as the centralized treatment of volatile organic compounds, electroplating wastewater and characteristic pollutants. Promote the application of agricultural electric vehicles, energy-saving and environmental protection agricultural machinery and fishing boats, develop energy-saving agricultural greenhouses, and promote energy-saving renovation of farm houses and construction of green farm houses. We will strengthen the prevention and control of agricultural non-point source pollution, promote the reduction and efficiency of pesticides and fertilizers, the comprehensive utilization of straw, and accelerate the recycling of agricultural film and pesticide packaging wastes. Public institutions are encouraged to actively participate in power demand response and cooperate with the pilot construction of flexible regulation and control of central air conditioning. Steadily and orderly promote the reduction of coal in fuel gas generators, coal-fired hot air stoves, heating furnaces, heat treatment furnaces, drying furnaces (kilns) and building materials industries, and implement clean electricity and natural gas substitution. Promote the cogeneration transformation of large coal-fired power plants, fully tap the heating potential, and promote the elimination of coal-fired boilers and bulk coal within the coverage of the heating network. We will increase the withdrawal of backward coal-fired boilers and small coal-fired thermal power plants, and promote the substitution of industrial waste heat, power plant waste heat and clean energy for coal heating (steam). Promote the source substitution project of raw and auxiliary materials and products, and implement the whole process of pollutant control. Focusing on industrial coating, packaging and printing industries, we will promote the use of coatings, inks, adhesives and cleaning agents with low volatile organic compounds content. We will deepen the treatment of volatile organic compounds pollution in petrochemical and chemical industries, and comprehensively improve the collection rate of waste gas and the synchronous operation rate and removal rate of treatment facilities. The volatile organic liquid storage tank is reformed, the floating roof tank is promoted to adopt the full liquid-contacting floating plate and the high efficiency double sealing technology, and the high concentration waste gas in the wastewater system is collected and treated separately. Oil and gas recovery and management of oil tankers and crude oil and product oil terminals should be strengthened. By 2025, the proportion of solvent-based industrial coatings and inks will be reduced by 20 percentage points and 10 percentage points respectively, and the use of solvent-based adhesives will be reduced by 20%. (10) Environmental infrastructure upgrading projects. We will accelerate the construction of an environmental infrastructure system that integrates sewage, garbage, solid waste, hazardous waste, medical waste treatment and disposal facilities and monitoring and supervision capabilities, and promote the formation of an environmental infrastructure network that extends from cities to towns and villages. We will promote the construction and renovation of urban domestic sewage pipe networks, carry out the renovation of mixed and misconnected pipe networks, renew and repair old and damaged pipe networks, speed up the filling of treatment capacity gaps, and promote the utilization of sewage resources and the harmless disposal of sludge. Construct a domestic waste treatment system of classified delivery, classified collection, classified transportation and classified treatment.By 2025, the comprehensive utilization rate of construction waste resources will reach 60%, the harmless disposal rate of municipal sludge will reach 93%, the incineration capacity of municipal solid waste will account for more than 65%, the harmless disposal rate of municipal solid waste will reach 100%, the centralized collection rate of municipal domestic sewage will reach more than 70% or 5 percentage points higher than that in 2020, and the municipal solid waste will be recycled. 3. Improving the policy mechanism
of energy conservation and emission reduction (1) Optimizing and improving the double control system of energy consumption. We should give priority to energy conservation, strengthen the management of binding indicators for reducing energy consumption intensity, effectively enhance the flexibility of total energy consumption management, and strengthen the connection between the policy of double control of energy consumption and the target tasks of carbon peak and carbon neutralization. Taking the energy output rate as an important basis and considering various objective factors, the reduction target of energy consumption intensity in each county and urban area is reasonably determined. Each county and city determines the annual total energy consumption target according to the GDP growth target and the basic target of energy intensity reduction, and the total energy consumption target can be adjusted accordingly in areas where the economic growth rate exceeds the expected target. For counties and cities whose energy consumption intensity has been reduced to achieve the incentive target, their total energy consumption is exempted from the assessment in the current energy consumption double-control assessment. During the "14th Five-Year Plan" period, the consumption of new renewable energy power in counties and cities is not included in the assessment of total local energy consumption. The energy consumption of raw materials is not included in the double control assessment of energy consumption. The energy consumption of thermal power projects planned by the whole province and major projects planned by the state shall be listed separately. Strengthen the analysis and early warning of energy conservation situation, and strengthen work guidance for high early warning level areas. (2) Improve the total pollutant discharge control system. We should adhere to precise pollution control, scientific pollution control and pollution control according to law, take the total pollutant discharge control system as an important starting point for accelerating green and low-carbon development, promoting structural optimization and adjustment, and improving the level of environmental governance, and promote the implementation of key emission reduction projects to form effective emission reduction capacity. Optimize the decomposition method of total emission reduction targets, and distribute the emission reduction of key projects to all counties and cities in accordance with the principles of monitoring, verification and assessment. Establish a fixed pollution source monitoring system covering licensed units, strengthen pollution source monitoring in industrial parks, and promote the installation of on-line monitoring facilities for key pollutant discharge units involved in volatile organic matter discharge. 4. Strengthen the implementation
of work (1) Strengthen organizational leadership. Departments and units at all levels should fully understand the importance and urgency of energy conservation and emission reduction, base themselves on the overall situation of economic and social development, adhere to the concept of system, clarify the objectives and responsibilities, formulate implementation plans, and vigorously implement the work to ensure the completion of the "14th Five-Year Plan" energy conservation and emission reduction tasks. The county and municipal governments (administrative committees) shall take overall responsibility for the work of energy conservation and emission reduction in the region, and the main responsible comrades shall be the first responsible persons. They shall earnestly strengthen the organization and leadership, fully link up the objectives of energy conservation and emission reduction in the region with the five-year plan and annual plan for national economic and social development, and scientifically clarify the tasks of each responsible unit. Open channels for the masses to participate in the supervision of the ecological environment, and timely and accurately disclose all kinds of environmental information. Carry out voluntary commitments on energy conservation and emission reduction, and guide market participants and the public to consciously fulfill their responsibilities for energy conservation and emission reduction.
