To implement the Measures for Energy Conservation Supervision (Order No.33 of the National Development and Reform Commission), the Comprehensive Work Plan for Energy Conservation and Emission Reduction in the 14th Five-Year Plan of Henan Province (Yu Zheng [2022] No.29), The Notice on Further Strengthening Energy Conservation Supervision (FGBHZ [2021] No.422) requires that the work of energy conservation supervision in 2023 be done well, and the work plan is formulated as follows:
I. General Requirements
Fully implement the spirit of the 20th National Congress of the Communist Party of China and Xi Jinping's ecological civilization thought. Firmly establish the concept of green development, implement the strategy of green low-carbon transformation, adhere to energy conservation and rational use of energy according to law, take improving the level of energy efficiency as the guide, optimize the efficiency of law enforcement services, highlight the supervision and management of key areas, key units and key projects, consolidate the main responsibility of energy conservation of key energy-using units, and promote energy conservation according to law and regulations. Improve the energy efficiency of key energy-using units and the level of green and low-carbon development.
2. Main supervision tasks
(1) Special energy-saving supervision
objects for the rectification and implementation of "two high" projects that do not meet the requirements: According to the Catalogue of "two high" project management in Henan Province (revised in 2023), the "two high" projects that do not meet the requirements of energy-saving review are sorted out. Projects with problems in special audit feedback on energy conservation and emission reduction.
Supervision content: according to the requirements of the Notice on Printing and Issuing the Special Inspection on the Implementation of Energy Conservation Review of Fixed Assets Investment Projects (YFGHZ [2021] No.1039), the implementation of energy conservation review and rectification of the above projects shall be verified.
(II) Special supervision

(III) Implementation of energy conservation review system Special supervision
objects: major projects put into operation since 2022 and projects found in special inspection that do not meet the requirements of energy conservation review.
Supervision content: according to the relevant provisions of the Measures for Energy Conservation Review of Fixed Assets Investment Projects and the Detailed Rules for the Implementation of Energy Conservation Review of Fixed Assets Investment Projects in Henan Province, verify the implementation of the energy conservation review opinions of the above projects.
(IV) Special supervision
objects of third-party energy conservation service agencies: third-party service agencies engaged in energy conservation consultation, evaluation and audit in Henan Province in the past two years. Content of
supervision: the implementation of energy-saving policy requirements and the authenticity of information provided by third-party energy-saving service agencies.
3. Organizational implementation
(1) Strengthen organizational leadership. Local governments should formulate annual energy-saving supervision plans, study and put forward the list of annual supervision enterprises in the region based on the feedback from previous environmental protection supervision and auditing and the actual situation of the region, and complete the energy-saving supervision at the municipal level by November 30, 2023. The completion of energy conservation supervision (including the form of organization and implementation, the information of supervision objects, the specific problems found in supervision, the results of treatment, the implementation of rectification, etc.) Will be reported to the Provincial Development and Reform Commission.
(2) Strictly regulate law enforcement. All localities should implement the "double random and one open" regulatory requirements and standardize the work procedures and law enforcement actions of energy conservation supervision. Strengthen law enforcement and inspection,
investigate and punish all kinds of illegal and illegal energy use, and deal with those who refuse to rectify or fail to rectify in accordance with the law and regulations, and push the illegal information to the provincial credit information sharing platform. Strengthen the application of energy conservation supervision results, publish the list of illegal enterprises according to law, and take the initiative to accept social supervision.
(Three) strictly abide by the rules of honesty and self-discipline.
