Recently, the Comprehensive Administrative Law Enforcement Bureau of Fenghua District, Ningbo, Zhejiang, investigated and dealt with a case of "suspected unauthorized sand mining in rivers". morning of the same day, Shangtian Street, Fenghua District, Ningbo, Zhejiang, received a number of traffic accident alarms, saying that there were many cases of battery cars falling down and vehicles rushing into roadside ridges on a section of the road in Louyan Village. After receiving the alarm, Fenghua District Comprehensive Administrative Law Enforcement Team Shangtian Squadron and Traffic Police immediately carried out joint investigation. After on-site investigation and inspection and monitoring, it was found that there were more trucks in and out of a sand and gravel processing plant at night, resulting in dirty and disorderly road surface. The parties called sprinklers to sprinkle water on their own, and the road surface was wet and slippery, which eventually led to many traffic accidents.
At the same time, the law enforcement officers found that a large amount of sand and gravel was piled up in the sand and gravel processing plant. The stones were round and moist. Four heavy dump trucks and one excavator were parked at the site. The experienced law enforcement officers immediately felt that there might be a problem with the source of sand and gravel. Visiting the surrounding area, it was found that many steel plates were laid on the right bank of Jiangzhi Ao section in Xujia County, Shangtian Street. There were wheel traces of vehicles entering and leaving the site. There were excavation traces in five places along the upstream of Jiangzhi Ao section in the county, forming a pond. There was also an excavation trace in one place about 50 meters downstream, forming a pond. The water quality of the pond site was muddy. The sand and gravel on the site are of the same type as those in the processing plant, forming a preliminary chain of evidence. The
law enforcement team immediately contacted the law enforcement officers of the District Water Conservancy Bureau. The Water Conservancy Bureau entrusted the survey company to map the sand and gravel piled up on the site and the pond formed by the river. After investigation, four piles of sand and gravel were piled up on the site, one on the east side of the site, two on the south side of the site, and one on the west side of the site. The total amount of sand and gravel piled up was preliminarily estimated to be about 5,000 cubic meters.
Law enforcement officers took detailed photos of the scene, retained good evidence, and after questioning, the parties confessed to their illegal facts. At present, the case is being further dealt with, and the parties will face a top administrative penalty of 200000 yuan.
