On April 6, the National Development and Reform Commission promulgated the Measures for Energy Conservation Review of Fixed Assets Investment Projects, which will come into effect on June 1, 2023.
Specifically, the Measures show that for government-invested projects, the construction unit shall obtain the energy-saving review opinions issued by the energy-saving review organ before submitting the feasibility study report of the project. For enterprise investment projects, the construction unit shall obtain the energy conservation review opinions issued by the energy conservation review authority before starting construction.
In addition, before the fixed assets investment project is put into production and use, the production process, energy-using equipment, the adoption of energy-saving technology and the implementation of energy-saving review opinions in the project energy-saving report shall be checked and accepted, and the energy-saving acceptance report shall be prepared. Projects that implement notification commitment management should check and accept the content of project commitment and the implementation of regional energy conservation review opinions. Projects that are constructed and put into production by stages shall be checked and accepted for energy conservation by stages. Projects without energy-saving acceptance or unqualified acceptance shall not be put into production or use.
It is worth noting that if the energy-saving review is not carried out in accordance with the provisions of the Measures, or the project fails to pass the energy-saving review, the construction unit shall not start construction, and the completed project shall not be put into production or use. The local energy conservation review organ shall be responsible for the energy conservation review of fixed assets investment projects.
