Construction content: Through the integration, optimization and upgrading of Tengzhou Dongguo Cement Co., Ltd. and Tengzhou Lianyunshan Cement Co., Ltd., the original five 3.2 × 13 m cement grinding production lines of Dongguo Cement and Lianyunshan Cement have been dismantled. Two 4.2 × 13.5m combined grinding systems are newly installed, and 156 sets of main equipment such as combined powder concentrator, roller press, circulating fan, packaging machine, car loader, DCS central control system and rotary discharger are purchased.
Construction Scale: This project will not increase production capacity. After completion, the cement grinding capacity of the whole plant will be reduced from 4 million tons/year to 3.8 million tons/year. After the completion of the technical transformation of the project, the purpose of reducing production capacity, energy consumption, cement quality and pollutant emissions can be achieved.
Data show that Tengzhou Dongguo Cement Co., Ltd., founded in 1976, is a private enterprise restructured from the former Tengzhou Dongguo Cement Plant, covering an area of more than 300 mu. Its cement production plant is located in the south of Shanqian Village, Dongguo Town, Tengzhou City, Zaozhuang City, Shandong Province. The original cement grinding capacity in the plant area is 2.2 million tons/a, including 3 cement grinding production lines. The specifications of 1 # and 2 # cement grinding production lines are φ3.2 × 13m (the rated power of the main motor for pre-grinding (roller press/roller mill) is 1420 kW), and the capacity is 700,000 tons/a; The specification of 3 # cement grinding production line is φ3.2 × 13m (the rated power of the main motor for pre-grinding (roller press/roller mill) is 1800 kW), and the capacity is 800,000 tons/a.
Tengzhou Lianyunshan Cement Co., Ltd. is a company engaged in cement grinding, cement products and other businesses. It was established in June 2010. The legal representative is Wei Ziwu. The company is located in the south of Shanqian Village, Dongguo Town, Tengzhou City, Zaozhuang City, Shandong Province, in the same factory area with Tengzhou Dongguo Cement Co., Ltd. Its original cement grinding capacity is 1.8 million tons/a, including two cement grinding production lines. The specifications of 1 # and 2 # cement grinding production lines are φ3.2 × 13m (the rated power of the main motor of the pre-grinding (roller press/roller mill) is 2240 kW), and the capacity is 900,000 tons/a.
Tengzhou Dongguo Cement Co., Ltd. and Tengzhou Lianyunshan Cement Co., Ltd. are the same legal entity and located in the same factory area. Tengzhou Dongguo Cement Co., Ltd. acquired Tengzhou Lianyunshan Cement Co., Ltd. in 2021 in order to strengthen the integration of the cement sector, improve the degree of industrial integration, strengthen the industrial advantages, and integrate, optimize and upgrade the original cement grinding production line. After the acquisition, the fixed assets, patented technology, production capacity and relevant approval procedures of Tengzhou Lianyunshan Cement Co., Ltd. were transferred to Tengzhou Dongguo Cement Co., Ltd. After the integration of Dongguo Cement and Lianyunshan Cement, the total cement grinding capacity of the plant area was 4 million tons/a.

In January 2021, Tengzhou Dongguo Cement Co., Ltd. began to integrate, optimize and upgrade the original cement grinding production line in the plant area, and planned to dismantle the existing five 3.2 × 13 m cement mills and some auxiliary facilities in the plant area. Two 4.2 × 13.5m cement mills are newly installed, and some auxiliary equipment are provided. On October 29, 2021, the project obtained the reply of Zaozhuang Ecological Environment Bureau on the Environmental Impact Report Form of Cement Grinding Optimization and Upgrading Project of Tengzhou Dongguo Cement Co., Ltd. (Zao Huan Xu Ke Zi [2021] No.130), and the capacity replacement was carried out according to the ratio of 2: The approved cement grinding capacity is 2 million t/a. During the construction of the project, the enterprise dismantled the original five 3.2 * 13m cement mills and some auxiliary facilities by the end of December 2022. A new set of φ4.2 × 13.5m cement grinding system (the rated power of the main motor for pre-grinding (roller press/roller mill) is 4000 kW) will be installed in January 2023. At present, the project is still in the construction stage.
According to the Cement Production Capacity Verification Standard (T/CCAS 007-2019), there is no cement grinding equipment configuration corresponding to 2 million tons/a production capacity, only 1.9 million tons/a corresponding equipment, so the cement grinding system of the enterprise is actually constructed according to 1.9 million tons/a. The production capacity does not exceed its EIA and meets the requirements of its EIA approval.
