On April 1, a special meeting on river sand control in Xiaochang County, Xiaogan City, Hubei Province was held in the conference room on the third floor of the county government. The leaders in charge of the county government, the responsible persons in charge of the relevant county-level departments, the responsible persons in charge of the townships (districts) and the relevant personnel participated in the meeting.
At the meeting, Xiaochang County River Sand Office reported the recent situation of river sand control work. Yin Guowu, deputy head of the county government, pointed out the current problems in river sand control work, arranged and deployed the next step, and the sand-related townships (districts) made presentation speeches.
The meeting emphasized that first, we should continue to create a working atmosphere for river sand control. We will further strengthen the publicity of the Law on the Protection of the Yangtze River, repeatedly post the "Five Bureau Announcements" of the "Notice on Strictly Cracking Down on Illegal Exploitation, Sale and Transportation of Sand and Gravel" to the important river sections of sand-related villages and towns, and organize and hold house yard meetings to publicize policies so as to make them known to everyone and smooth the 24-hour illegal sand mining. Everyone is a participant in the protection of river sand resources.
Second, we should continue to strengthen the means of work. Strictly implement the working measures of "Eight Mechanisms" and "Seven Measures", timely adjust the responsibilities of the county river sand management leading group and the sand-related townships (districts) and relevant departments for river sand management, and earnestly consolidate the responsibilities of "the main responsibility of townships (districts), villages (communities)" and "the responsibility of law enforcement and supervision of relevant functional departments of the county". At the same time, we should adopt three means of "civil air defense + material defense + technical defense" to strengthen daily supervision, so as to achieve resource sharing and seamless docking of "three defenses".
Third, we must continue to crack down on illegal mining. On the basis of adhering to the requirements of the "Eight Mechanisms" and "Seven Measures", the County Discipline Commission, the County Public Security Bureau and the County Transportation Bureau have sent special personnel to set up river sand control patrols, strengthen night patrols, identify the sources of sand and gravel transported by vehicles, and severely crack down on illegal mining.
Fourth, we should continue to follow up the investigation and accountability. The mechanism is not perfect, the performance of duties is not in place, the examination and approval is not standardized, the law enforcement is not strict, the cooperation is not effective, the mining is not standardized according to law, and the public officials are suspected of illegal sand mining and other acts shall be held accountable, and the serious cases shall be handed over to the Commission for Discipline Inspection and Supervision for serious treatment according to law.
The meeting demanded that all sand-related townships (districts) and relevant departments continue to strictly implement the work requirements of the "Eight Mechanisms" and "Seven Measures", strengthen duty, routine inspection, joint law enforcement, case handling and policy publicity, consolidate the effectiveness of river sand control in the county, ensure that illegal mining does not rebound, and ensure the safety of river flood discharge and water ecological environment.
