2021 to January 5, 2022, the Second Eco-environmental Protection Supervision Group of the Central Committee carried out the second round of eco-environmental protection supervision in Guizhou Province, and formally fed back the supervision report and handed over the list of accountability issues on March 18, 2022. The Guizhou Provincial Party Committee and the provincial government attach great importance to the rapid study and deployment of the rectification work, with the most resolute attitude, the most stringent standards, and the most powerful measures to promote the rectification of the problem. By the end of May 2023, the second round of central supervision and rectification of ecological environment protection had completed 30 tasks, and the rest had been carried out in an orderly manner; 2291 of the 2307 letters and visits from the masses handed over by the supervision team had been completed. The implementation of the supervision and rectification is now made public.
1. Unswervingly shoulder the political responsibility
of rectifying the problem of supervisory feedback (1) Strengthen ideological guidance and improve political standing. We should persist in taking Xi Jinping's thought of ecological civilization as an important part of the study of the theoretical learning center group of Party committees (Party groups) at all levels, organize regular study and discussion, deeply comprehend the standpoints and methods, and effectively arm our minds, guide our practice and promote our work. Provincial Party committees and provincial governments have issued implementation opinions on new achievements in the construction of ecological civilization, effectively transforming General Secretary Xi Jinping's earnest advice into "road map" and "construction drawing".
(2) Strengthen organizational leadership and promote rectification at a high level. Establish a provincial leading group of ecological environment protection supervision headed by the Secretary of the provincial Party committee and the governor of the province, which is fully responsible for the organization, leadership, overall coordination and overall promotion of the supervision and rectification. Since 2022, 20 meetings of the Standing Committee of the Provincial Party Committee and the Standing Committee of the Provincial Government have been held to study and promote the key work of ecological environment protection. Provincial Party committees and provincial governments are mainly responsible for 16 visits to Wujiang River, Chishui River Basin and Songtao County to conduct research and supervision on key issues such as phosphorus pollution, liquor industry pollution and manganese pollution.
(3) Strengthen supervision and inspection, and firmly promote rectification and reform. Measures for the Implementation of Eco-environmental Protection Supervision in Guizhou Province and Measures for the Implementation of Eco-environmental Protection Supervision and Rectification in Guizhou Province were issued to promote the standardization of supervision and rectification. We will carry out special inspections of ecological environment protection at the provincial level in 2022, and comprehensively supervise the implementation of the five typical cases exposed by the inspectors and the annual rectification tasks.
(4) Strengthen assessment and accountability and consolidate responsibilities in an all-round way. Serious, precise and effective accountability was carried out for the five accountability issues handed over by the inspectors. A total of 42 Party organizations and responsible units were held accountable, including 3 at the department and Bureau level, 30 at the county level and 9 at the township and section level. 142 people were held accountable, including 15 at the department and Bureau level, 60 at the county level and 67 at the township and section level and below.
2. Persistently promote the comprehensive rectification
of the problem of supervision feedback (1) Comprehensively rectify the problem of "there is a gap in the implementation of Xi Jinping's ecological civilization thought". From the political height of wholeheartedly supporting the "two establishments" and faithfully practicing the "two safeguards", and unswervingly practicing Xi Jinping's thought of ecological civilization, all departments at all levels are required to regularly listen to and study the deployment of ecological environment protection through meetings of the Standing Committee of the Party Committee, executive meetings of the government, meetings of Party groups (Party committees) of departments or office meetings. In accordance with the requirements of "three management and three necessities", we should implement the responsibility of ecological environment protection. First, pay close attention to the pollution control of liquor industry. Efforts have been made to promote the implementation of "three batches" and "four reforms and two constructions" in Renhuai Liquor Enterprises, and seven renovation projects of liquor wastewater treatment facilities have been completed. Second, pay close attention to the control of manganese pollution in Songtao. Promote the "four one policy" treatment of manganese mines, enterprises, slag depots and leachate. Third, we should pay close attention to the rectification of "two high" projects. To promote energy conservation, emission reduction, carbon reduction and efficiency in key areas, the province's energy consumption per unit of industrial added value decreased by about 10% year on year.
(2) To comprehensively rectify the problem of "the protection and restoration of the Yangtze River is still prominent". To formulate and implement the water ecological environment protection plan for the key river basins of the 14th Five-Year Plan and the special action plan for the ecological protection of the Wujiang and Chishui River basins, adhere to the overall planning of the water environment, water ecology and water resources, take the protection of the excellent water ecological environment as the overall goal, make up for the shortcomings of environmental protection infrastructure, focus on solving the pollution problems of phosphorus chemical industry and other industries, and effectively prevent the potential risks of water environment. First, actively promote the environmental improvement of the Chishui River Basin. The construction of Bing'an Reservoir Project in Chishui City has been standardized and the ecological flow has been re-verified. Second, actively promote the "three phosphorus" pollution control in the Wujiang River Basin. Guizhou Phosphate Chemical Group has built 7000 tons/hour Golden Bridge Sewage Emergency Treatment Facility to solve the problem of phosphorus-containing wastewater overflow in flood season. Start the construction of 300000 tons/year and 1.4 million tons/year phosphogypsum comprehensive utilization projects. Third, actively enhance the capacity of urban and rural domestic sewage treatment. To formulate and issue the Three-year Action Plan for Urban Domestic Sewage Treatment in Guizhou Province (2022-2024), the province will increase its sewage treatment capacity by 248,500 tons per day in 2022, and build and renovate 1848.55 kilometers of sewage pipe network.
(3) Comprehensively rectify the problem of "outstanding problems in natural ecological protection". Put forward the implementation opinions to promote the high-quality development of Guizhou's characteristic nature reserve system, and focus on the construction of the province's nature reserve system. To formulate the land and space ecological restoration plan (2021-2035), to construct the land and space ecological restoration pattern of "one source, one city, two belts and two districts" and to implement ten ecological restoration projects around the four major tasks of restoring the ecological barrier of the plateau. One is to strengthen the protection of nature reserves. The special fishery demonstration reports of the two projects of Bayi Dam and Shangliting Hydropower Station in Luodian County Aquatic Germplasm Resources Reserve have been examined and approved by the Ministry of Agriculture and Rural Areas, the reconstruction of Dongdang Dam has been completed, and the preparatory work for the renovation of three dams, such as Bawanghe Hydropower Station, is being carried out. All 39 illegal approval projects in Huangguoshu National Scenic Spot have been rectified and completed. The second is to correct illegal mining activities in a timely manner. The list of 14 green mines in Xiuwen County reported by the inspectors has been completely removed, and the ecological restoration of Huangjiapo Sandstone Mine, Maiba and Wangjiazhai Bauxite Mines in Huangping County has been completed; 17 geological disaster projects need to modify or re-compile the technical scheme of mine ecological restoration, and all of them have been completed. Third, strengthen the ecological restoration and renovation of mines. 1466 hectares of mines of various types have been restored. 821 of 826 historical mines have been restored, and 491 of 507 sand and gravel mines have been rectified. Ninety-six mines that do not meet the requirements of the standard have announced the removal of the list of green mines. Fourth, improve the supervision of ecological flow of small hydropower. Establish an early warning and disposal mechanism for the ecological flow of small hydropower, timely alarm and early warning for problems such as incomplete network data, and establish a disposal account.
(4) Comprehensively rectify the problem of "more environmental problems in some key areas". Grasp the critical period and window period of the 14th Five-Year Plan, actively promote the systematic management of the ecological environment, firmly promote seven special actions such as hazardous waste and environmental management of industrial parks, and make great efforts to solve environmental problems in key areas such as environmental pollution and domestic waste in industrial parks. One is to strengthen the environmental management of the park. The surface treatment process of three aluminum profile enterprises in Xiayun Industrial Park reported by the inspectors has been completely removed, the sewage treatment plant in the park has been renovated, and 594 enterprises and 187 pipe network problems in the park have been rectified. The second is to strengthen the treatment of urban and rural domestic waste. To formulate and issue the Action Plan for the Treatment of Domestic Waste in Guizhou Province, and speed up the completion of the shortcomings of domestic waste disposal. In 2022, six new waste incineration power generation projects with a total capacity of 5600 tons per day will be built in the province. Third, strengthen the prevention and control of pollution in heavy industries. To formulate and issue the Work Program for provention and control and Control of Heavy Metal Pollution in Guizhou Province during the 14th Five-Year Plan, and to carry out comprehensive treatment of heavy metal pollution in key industries.

We will comprehensively promote the rectification of supervision feedback problems and tackle the key problems of pollution prevention and control, continue to do a good job in the "second half of the article" of supervision and rectification, strive to make new achievements in the construction of ecological civilization, and strive to build a pioneer area for the construction of ecological civilization.
