In order to further implement the requirements of the Notice on the Defense Work of Typhoon No.5 "Du Suri" (Fujian Flood Control Instruction No.2023), according to the Notice on the Safety Alert of Construction Tower Cranes during Typhoon Period (Fujian Construction No.2018) issued by the Provincial Housing and Construction Department, the Provincial Public Security Department and the Provincial Flood Control Office. The Department of Housing and Urban-Rural Development of Fujian Province has put forward the following requirements on the safety alert of tower cranes for construction during typhoons:
The competent authorities at all levels should be responsible for the safety of tower cranes for construction along the streets in central urban areas (referring to the fact that the tower arm may extend out of the wall of the construction site to affect the safety of roads and residential areas, or that the collapse of the tower crane after it is installed to the maximum height may affect the roads outside the wall of the construction site, Safe tower cranes in residential areas) shall be registered and filed. During the typhoon, the construction unit shall be urged to set up warning lines and warning signs within the influence range of the tower crane. The warning range shall be 1.5 times the height of the tower crane and not less than arm length. Under the influence of
typhoon, when the local maximum average wind speed reaches level 14 (inclusive) or above, the housing and construction department is responsible for providing information on the location, quantity of tower cranes along the street and the sections and residential areas that may be affected, and coordinating the public security and traffic police departments to take necessary temporary road control measures according to the actual situation to ensure safety.
All relevant enterprises shall pay close attention to the typhoon warning information. When the wind force reaches level 4 or above, the tower crane shall not be installed and dismantled (jacking, lowering and attachment); when the wind force reaches level 6 or above, all operations of the tower crane must be stopped.
Local authorities should strengthen on-site inspection of tower crane anti-typhoon measures, urge construction units and owners to improve contingency plan and conduct drills, conscientiously implement the 24-hour duty and leadership system, and ensure that typhoon alerts are in place.
