On July 27, the People's Government of Hanzhong City, Shaanxi Province, issued a public announcement on the relocation plan of the production line of 2000 tons and 2500 tons of clinker cement per day of China Material Hanjiang Cement Co., Ltd. Sinoma Hanjiang Cement will relocate a 4500t/d clinker production line project in Xinji Town, Nanzheng District, Hanzhong City.
After examination and verification, the production lines of Sinoma Cement Company with a daily output of 2000 tons and 2500 tons of clinker cement conform to the principle of "due to the adjustment of local development planning, the relocation of production facilities that do not belong to the backward production capacity that is explicitly eliminated by the state (cement projects are strictly limited within the scope of the same city and state)." If the enterprise is relocated and does not enjoy the capital reward and subsidy for withdrawing from production capacity (except for the compensation and reward for employee placement and land recovery) and the project supported by the policy, it may not formulate a capacity replacement plan, but it shall publicize and announce the relocation of the project and take the initiative to accept the requirement of "supervision".

In accordance with the Guiding Opinions of the State Council on Resolving the Serious Contradiction of Overcapacity (Guo Fa [2013] No.41) and the Ministry of Industry and Information Technology on Issuing the Implementation Measures for Capacity Replacement in the Cement and Glass Industry (Original [2021] No.80 of the Ministry of Industry and Information Technology), the Reply of the Department of Raw Materials Industry of the Ministry of Industry and Information Technology on Whether Cement Enterprises in Your Province can Implement the Policy of Retreating from the City to the Park (Gongyuan Letter [2019] No.383), the Reply of the Provincial Department of Industry and Information Technology on the Relocation of the Clinker Production Line of Sinoma Hanjiang Cement Co., Ltd. (Shan Gong Letter [2023] No.139), According to the requirements of Hanzhong City Master Plan (2010-2020) and the decisions of the 8th Executive Meeting of Hanzhong Municipal People's Government in 2019, the production lines of 2000 tons and 2500 tons of clinker cement per day of Sinoma Hanjiang Cement Co., Ltd. (Hereinafter referred to as Sinoma Cement Co., Ltd.) will be relocated.
