On March 20, the Department of Natural Resources of Liaoning Province issued and implemented the Special Plan for Green Mine Construction in Liaoning Province (2021-2025) (hereinafter referred to as the "Plan"). The Plan earnestly implements Xi Jinping's thought of ecological civilization and the spirit of the 20th National Congress of the CPC and the First and Second Plenary Sessions of the CPC Central Committee, closely centers on the key tasks of Liaoning's three-year action to comprehensively revitalize the new breakthrough, combines with the current situation of green development of mining industry in the whole province, adheres to the theme of green and high-quality development of mining industry, and takes the protection and rational utilization of mineral resources as the main line. Guided by scientific and technological innovation, we should strive to achieve the goal of harmonious development of resource development and environmental protection.
The Plan has set six anticipated goals scientifically. By the end of 2025, 100% of the newly-built mines in the province will enter the project bank one year after they are put into operation; the green mine completion rate of the effective production mines will reach 75%; the number of green mines will reach 420; the provincial green mine management measures will be issued; 20 green mine model enterprises will be set up in the province; and the provincial magnesite green mine construction specifications will be formulated.
Greening and beautifying the environment of mining areas, upgrading equipment, improving the level of comprehensive utilization of mineral resources, strengthening environmental protection and restoration, increasing investment in scientific and technological innovation, and exploring the path of harmonious development of mining areas.
The Plan clearly States that during the "14th Five-Year Plan" period, we should focus on improving the level of green mine construction in new mines, production mines and completed mines; We should focus on promoting the construction of green mines with effective production in key areas such as magnesite mines, large and medium-sized construction sand and gravel mines in Liaodong Green Economic Zone, as well as breaking through key links such as slope control of open-pit mines, intensive and digital development of small-scale production mines, so as to ensure the timely completion of the planning objectives. The promulgation of
the Plan will be more conducive to governments at all levels and relevant departments to deepen and improve the joint promotion mechanism of green mine construction, adhere to the planning goal orientation, focus on key tasks, grasp key links, break through key areas, accelerate the construction of green mines in the province, and promote the green and high-quality development of mining economy in the province.
