On March 30, Xi'an Xidian New Energy issued a tender announcement for the framework procurement project of monocrystalline photovoltaic modules in 2023.
According to the introduction, the project is divided into one bid section, with a scale of 1.8GW ;
the bid opening time is April 20, 2023. Qualification requirements of
the bidder:
1. The bidder must be an enterprise legal entity with the ability to independently assume legal responsibility to conclude and perform contracts;
2. The bidder's sales performance of monocrystalline photovoltaic modules in the past three years (from January 2020 to the present) is not less than 3GWp;
3. The bidder shall have a perfect quality assurance system, and must hold ISO9001, ISO14001, ISO45001 certificates or equivalent system certificates issued by qualified institutions recognized by the state;
4. The bidding products shall be certified by CQC/CGC/TUV/UL/VDE or other certification bodies approved by the state. If the N-type monocrystalline module has not obtained the above certification, it shall provide a letter of commitment to promise that it can obtain the above certification according to the requirements of the purchasing unit before the supply of specific projects;
5. The bidder has not had any bad behavior such as winning the bid by fraud or serious breach of contract in the past three years, and has no bad record in the power industry;
6. The bidder has good bank credit and commercial reputation, and is not in the state of being ordered to suspend business, property being taken over, frozen or bankrupt;
7. The contract performed by the bidder in the past three years has not been criticized or punished by the administrative department; There is no record of contract suspension and lawsuit caused by the bidder's breach of contract or improper performance; there is no case of being sued and losing the lawsuit due to major product quality or safety accidents;
8. Bidders are not included in the list of subjects of serious dishonesty in Credit China (http://www.creditchina.gov.cn/), the list of serious dishonesty in the State Enterprise Credit Information Publicity System (http://www.gsxt.gov.cn/), China Executive Information Open Network (http://zxgk.court.gov.cn/) discredited persons;
9. Agent bidding and consortium bidding are not accepted for this project .
